Offer description
The Project Manager will be responsible for the overall management of the WOSOL project, financed by AICS, with a total duration of 18 months, implemented in Libya in the urban districts of Janzour (Tripoli) and Zaroq (Misurata). The project aims to contribute to strengthening local response capacities in public health and water, sanitation and hygiene (WASH) services in Tripoli and Misurata, in order to improve equitable and safe access to basic services for vulnerable populations.
Responsibilities
- Management and coordination of project activities to ensure that project objectives are achieved within the prescribed timelines and within the parameters of the funding received. Overall responsibility for quality and project management;
- Direct management and coordination of ICU project activities with partners and local stakeholders;
- Management, supervision and monitoring of the work of local project staff;
- Meetings with partners to share project details, assign tasks, timelines and responsibilities, and to establish a joint work plan and ensure follow-up;
- Drafting of reports (interim and final);
- Financial and administrative management in collaboration with dedicated technical staff: preparation of monthly petty cash reports, identification of the financial and economic commitments required for project implementation, collection of quotations in accordance with the terms of reference for procurement management, authorisation of project expenditures and planned equipment purchases;
- Management and responsibility for in-country bank accounts related to the project;
- Preparation of project management documents and their regular transmission to the NGO headquarters: quarterly narrative and financial project reports, quarterly planning of in-country fund transfers, monthly progress updates on in-country activities and related expenditures, preparation of interim and final reports in accordance with AICS procedures;
- Coordination with relevant stakeholders (partners, beneficiaries, relevant Ministries, international sector organisations, etc.) and with sector working groups;
- Continuous monitoring of activities against timelines and budget limits;
- Development of communication and visibility materials in coordination with headquarters, dedicated ICU and AICS staff;
- Availability to carry out other activities necessary for the successful implementation of the project and to foster synergies with ICU projects and programmes in the area and/or in the same project sectors.
Requirements
- Minimum educational requirement: Master’s degree. A degree in Social Sciences, Cooperation and International Relations, or another relevant field, obtained at least 5 years ago, will be considered a preferential qualification.
- Languages: excellent knowledge of Italian and English (minimum B2 level); a basic knowledge of Arabic is appreciated.
- Level of experience in the sector: at least 3 years of experience in emergency initiatives in humanitarian or transition contexts, preferably in the Middle East. In-depth knowledge of the Libyan context and dynamics related to internally displaced persons is desirable; experience in health projects is an asset.
- Level of experience in development cooperation: at least 5 years of experience in the cooperation sector;
- Ability to plan resources to achieve objectives within the required timeframes;
- Demonstrated ability to directly implement field activities;
- Excellent interpersonal skills and ability to manage multiple partners and stakeholders;
- Driving licence for the frequent travel required in the field;
- Previous experience with AICS is considered a preferential qualification.
Preferred requirements
- Previous knowledge of the Libyan context and dynamics related to internally displaced persons;
- Previous work experience in Libya;
- Knowledge of French and/or Arabic language;
- Knowledge of AICS Emergency project management and reporting procedures;
- Previous experience in managing AICS Emergency projects.
Qualification, skills and knowledge
- Ability to analyse and manage operational and security risks in fragile and highly unstable contexts, including risk identification, mitigation measures, and continuous updating of context analysis;
- Familiarity with the Conflict Sensitivity and Do No Harm approach, and ability to integrate these principles into project planning, implementation, and monitoring;
- Ability to operate in complex environments with a high degree of uncertainty, adopting a pragmatic and solution-oriented approach, including in situations of limited access or remote management;
- Strong interpersonal and negotiation skills in sensitive contexts, including interaction with local authorities, partners, and stakeholders in politically and socially complex environments;
- Ability to coordinate and communicate effectively on security-related matters, in liaison with the Head of Mission and in compliance with internal security procedures;
- Proven ability to directly implement field activities;
- Good knowledge of M&E tools;
- Ability to plan time and activities according to priorities, deadlines, and objectives;
- Ability to work independently and in a team, with initiative, collaboration, and flexibility;
- Driving licence.
