Purpose:
Under the supervision of the Child Protection Case Management Supervisor, the Child Protection Case Management Technician will be the primary point of contact for children and adolescents and their families facing protection risks. They are responsible for coordinating and monitoring all actions related to project implementation. They must also ensure that decisions are made in accordance with the best interests of the child. They must collaborate and coordinate with the Pian International Honduras project team and the technical staff of partner organizations involved in the response, including the child protection system and other specialized comprehensive services.
General responsibilities
Humanitarian Response:
– Identify cases of children and adolescents with child protection needs and ensure proper case management.
– Ensure the applicability of Plan International’s Case Management Standard Operating Procedures (SOPs) and global case management guidelines, guaranteeing the best interests of the child, their participation in decision-making, and the restoration of their well-being, responding to the risks and needs identified in the assessment.
– Work collaboratively with the case management supervisor, program officers, and the psychosocial team to respond to the needs of children and adolescents.
– Identify needs, conduct interviews and risk assessments, and register cases in compliance with child protection and confidentiality standards.
– Develop individualized case plans, establishing clear goals and timelines for intervention, supporting rehabilitation and recovery.
– Facilitate access to necessary services according to the case plan (psychosocial support, health, education, shelter) and coordinate with other service providers (NGOs, institutions, and agencies) for a comprehensive response.
– Conduct regular follow-up visits to monitor the well-being of children and adolescents, adjust the plan as needed, and close the case when safety and protection objectives are met.
– Involve children and adolescents and their families in the decision-making process, respecting their opinions and promoting their progressive autonomy.
– Develop and strengthen the capacities of service providers at the local government level and within community and municipal organizations within the project’s coverage area, using a gender and child protection approach.
– Promote, coordinate, and participate in advocacy efforts jointly with civil society organizations, national and international NGOs, and municipal and local governments, aimed at strengthening and implementing policies, protocols, and pathways for the care of children and adolescents and their families.
– Actively participate in the planning and implementation processes for child protection actions to be carried out in the different prioritized municipalities.
– Provide the necessary support to identify cases or disseminate information about the case referral pathway to civil society organizations and in the prioritized communities.
– Develop and implement appropriate protection, safeguarding, and security measures within the context of project implementation.
– Conduct follow-up and monitoring visits to children and adolescents and their families, both in their homes and in the community.
– Provide technical support (when necessary) to child protection institutions and systems related to case management, and gender and child protection approaches.
– Conduct follow-up visits, monitor the situation of children, and support training and advocacy activities for service providers in the prioritized municipalities.
– Ensure that child protection is central to training, planning, and advocacy processes, as well as to reintegration plans developed in the municipalities covered by the project, and to training processes for service providers and their replication at different levels.
Information Management
– Develop a map of key stakeholders in project implementation.
– Update the database of children and adolescents and their families reached by the project.
– Store information and files related to child protection case management processes in accordance with data protection and confidentiality protocols.
– Contribute to the preparation of monthly, interim, final, and special reports on project activities.
– Collect and share information for the creation of informative infographics to be disseminated to state protection institutions and humanitarian actors.
Collaboration and Coordination:
– Serve as a liaison with municipal and community authorities, service providers, among others, to ensure the proper and comprehensive attention to child protection cases
– Participate in humanitarian coordination spaces; protection cluster, areas of responsibility for child protection and gender-based violence, as well as in spaces generated on the topic of human mobility at the municipal level or others that may be assigned to them.
Other functions:
– Support in carrying out other tasks assigned by the supervisor.
Knowledge, skills, behaviors, and experience required to achieve the job objectives:
Qualifications:
– Professionals in Social Work, Psychology, Law, or a related Social Science field.
– Minimum of two (2) years of verifiable work experience in child protection case management, reintegration, and human mobility, and working with populations affected by violence.
– Professional experience in the humanitarian field and the context of human mobility.
– Verifiable experience working in hostile and hard-to-reach environments.
– Excellent writing, facilitation, and organizational skills.
– Experience managing processes focused on providing psychological first aid and psychosocial support services, social and educational reintegration of children in situations of human mobility, sensitive and child-centered child protection case management, and support in the development of municipal and community protection plans.
Skills:
– Strong knowledge of national and international legal frameworks for child protection.
– Experience managing files and databases, as well as the periodic documentation of information generated by the project.
– Ability to work independently, as part of a team, under pressure, and in challenging environments.
– Proactive and self-motivated.
– Strong analytical, conflict resolution, case management, planning, and project management skills.
– Ability to communicate clearly and strategically with internal and external stakeholders as a Plan representative, including effective negotiation and representation skills.
– Skills in training, capacity building, and providing institutional, community, and internal and external support.
– Computer skills: Microsoft Word, Excel, and Outlook.
– Ability to drive a 4×4 manual or automatic vehicle.
