CONTEXT:
The planned perimeter mainly (but not exclusively) includes the “CESAN” geographical area (Kenya, Uganda, Rwanda, South Sudan, Ethiopia, Somalia, DRC, Madagascar, Mozambique).
The scope (geographic areas) may evolve according to the needs of the organization.
CESAN’s annual purchasing volume is approximately €8 million, and the number of employees in logistics services is approximately 120.
The geographical area is undergoing regionalization, which requires special support aimed at effective integration of countries, optimization of resources, and strong autonomy of logistics functions from headquarters.
VOTRE MISSION :
Sous la responsabilité du Manager des Logistics specialists, vous, en tant que Logistics Specialist, êtes en charge de l’intégration métier et du développement des compétences de la filière métier logistique sur le terrain. Vous appuyez la qualité de la gestion de la logistique sur les programmes que vous suivez pouvant aller jusqu’à la substitution. Vous êtes un partenaire clé du développement des missions sociales et reconnu(e) pour votre valeur ajoutée auprès des programmes. Vous animez le réseau métier Logistique en assurant la formation métier, en développant des opportunités d’échanges entre pairs et jouez un rôle de coach pour l’ensemble des Regional Logistics Manager (RLM) /Country Logistics Manager (CLM) que vous accompagnez.
Dans ce cadre, vos principales responsabilités seront :
Développement et renforcement des capacités et compétences logistiques des programmes
- Contribuer à l’élaboration et au déploiement des standards Logistiques incluant LINK
- Assure le rôle de coach auprès des managers logistiques et accompagne les programmes dans la résolution des problèmes
- Animer des formations régulières (Siège et programmes) à travers l’animation d’une communauté de pratique
- Évaluer si les compétences requises des managers logistiques sont à la hauteur des attentes.
- Contribuer à la diffusion des règles de conformité des bailleurs de fonds (sous l’autorité de la DFI)
- Contribuer au recrutement des managers logistiques
Stratégie et pilotage
- Appuyer le Regional /Country Logistics Manager (RLM/CLM) dans le suivi de la cartographie des risques logistique des pays de son portefeuille et l’accompagner dans l’élaboration des plans d’actions correctifs et de mitigation
- Assurer des missions de diagnostic logistique lorsque nécessaire pouvant déboucher sur des alertes.
- Appuyer et conseiller le RLM/CLM dans l’élaboration de la Stratégie logistique de la Stratégie opérationnelle, des plans d’action logistiques afférents par programme, et des indicateurs associés (s’assure de la pertinence des indicateurs mis en place)
- Sur la base du tableau de bord logistique du programme (indicateurs issus de la Stratégie opérationnelle et indicateurs communs à l’ensemble des programmes), identifier les dérives éventuelles, et les écarts par rapport aux objectifs fixés. Analyser les données contenues dans les outils et accompagne le RLM/CLM dans l’identification et le pilotage des actions correctives et communiquer les résultats auprès du Directeur de Programmes (N+1).
Contrôle de la conformité et l’optimisation des programmes (tour de contrôle)
- Collecter les indicateurs clé de performance et fournir des analyses aux programmes et à la direction géographique
- Analyser les risques logistiques des programmes (fraude, vol / détournement de fonds, corruption, non-conformité, favoritisme, accidents)
- Alerter le Directeur logistique ou d’autres directions concernées en cas de divergences et recommande des mesures correctives.
- Ensure follow-up on the logistics department’s action plan.
- Ensure an adequate control mechanism for supply management programs
- Conduct regular audits/quality checks of logistics on programs and in case of identified problems.
- Ensure supplier screening
- Is in charge of monitoring and processing alerts “logistics fraud, diversion and material theft” within his area of intervention as a business expert.
Standards and Accountability
- Participate in the instruction and production of logistics frameworks and, if necessary, in their revision.
- May be responsible for the deployment and contextualization of logistics projects within their scope based on the framework provided by the logistics director, lead the deployment with the RLM/CLM on the program and ensure follow-up and adherence to established schedules.
- Advise the RLM/CLM on the program’s organizational chart and team composition in line with HI’s organizational standards (business lines, classification, organizational principles)
- Advise the RLM/CLM on the application and respect of logistics policy and standards and ensure their proper implementation on the programs.
- Supporting the RLM/CLM in the deployment of the Anti-Fraud and Corruption Policy, Anti-Terrorism Measures and Regulations, the Environmental Agenda, and the Framework for Protection against Abuse of Beneficiaries, Communities, and HI Staff in their programs
Preparedness for and response to emergencies and contextual crises
- Ensure the implementation of the program’s emergency preparedness actions through team training and, during an emergency, adapt its working methods to contribute to an effective HI humanitarian response.
YOUR PROFILE:
- You have at least 2 years of experience in a logistics coordination/management or similar role in the field of emergency or post-emergency aid;
- You have experience in emergency situations
- You have experience in developing humanitarian intervention strategies
- You are able to work remotely, including with regard to capacity building and deployment;
- You have excellent interpersonal skills, are organized, and a good teacher.
- You are fluent in French and English.
