Chain of Hope is an international NGO founded in 1994. Its mission is to strengthen health systems to give everyone, and especially children, the same chances of survival and development.
We work in 25 countries using a comprehensive approach, centered on the child but also on mothers and disadvantaged communities.

CONTEXT
Since 2020, La Chaîne de l’Espoir has been committed to a comprehensive approach to supporting the Iraqi hospital network and has initiated an essential project: the construction of the French Medical Center of Sinjar (SFMC), built in partnership with the Iraqi Ministry of Health and with the support of Nadia’s Initiative, and financed by the Crisis and Support Center of the French Ministry of Foreign Affairs as well as by the European Madad fund. This hospital opened its doors in 2025. It offers a full range of care, including emergency and intensive care services as well as obstetric and specialized care for mothers and children.
POSITION AND MISSION
In preparation for an external audit of the SFMC project, funded by an institutional donor, Chaîne de l’Espoir is recruiting a Pre-Audit Officer to conduct a comprehensive review of the project’s financial, accounting, administrative, and contractual documents.
This role aims to proactively identify any compliance discrepancies, secure supporting documentation, and prepare the teams for the donor’s audit.
Part of the pre-audit will take place in Paris, within the Operations Department, under the supervision of the Institutional Funding Manager and in collaboration with the Program Coordinator and the headquarters teams contributing to the project.
The second part of the mission will be conducted in Erbil, working closely with the local team (Head of Mission, Program Manager, HR/Finance Manager, Logistics Manager).
MAIN ACTIVITIES
1. CONDUCTING A PRE-AUDIT
- Analyze the work already started by a document review and compliance check in conjunction with the team leaders at headquarters and in the field (program coordinator, management control, accounting, institutional funding manager, etc.).
- Monitor expenditure compliance with the funding agreement, the association’s internal procedures, applicable tax and social security requirements, and donor regulations.
- Verify the completeness and compliance of supporting documents related to the project: accounting documents (purchase orders, invoices, contracts, proof of payment), logistics files (purchasing and tendering documents), HR files, and “program” support documents attached to the contract.
- Perform the various checks necessary to identify financial risks within the project scope, in conjunction with the financial manager in the field and the management controller at headquarters.
- Ensure financial reconciliation by verifying the consistency between: accounting records, financial reports submitted to the landlord, and available supporting documents.
- Identify discrepancies and incidents of non-compliance, anomalies or potentially ineligible expenses.
- Produce risk tables
- Draft the compliance recommendations report
2. COMPLIANCE AND SUPPORT FOR TEAMS
- Identify corrective actions with the relevant departments, and assess the remaining work required to achieve risk management objectives.
- Define the compliance action plan
- Produce the necessary tracking and reconciliation tables, in conjunction with the teams in the field and at headquarters.
- Propose corrective actions in preparation for the audit
- Supporting teams in ensuring compliance of files prior to the audit
3. AUDIT PREPARATION
- Prepare and organize audit files.
- Prepare audit trails and document classifications
- Develop a list of identified points of vigilance and risks.
- Ensure follow-up on the collection of missing documents from headquarters and field teams.
- Write a pre-audit report
PROFILE SOUGHT
EDUCATION AND PROFESSIONAL EXPERIENCE
- Higher education (Bac +4/5) in finance, auditing, accounting, management control or international project management.
- A minimum of 3 years of experience in auditing, internal control, financial management of projects, NGOs or international cooperation.
- Experience in auditing institutional donors is highly valued (AFD, ECHO, UNICEF, European Union, etc.)
REQUIRED SKILLS AND QUALITIES
- Proficiency in accounting and auditing principles
- Good knowledge of procurement procedures
- Mastery of the principles and procedures of good management required by institutional donors
- Proficiency in Excel
- Analytical and synthesis skills
- Strong organizational skills and ability to analyze a large volume of documents
- Documentary rigor and a sense of control
- Autonomy
- Ability to work under tight deadlines
- Good interpersonal skills with multiple stakeholders
- Fluent in English and French. Proficiency in Arabic is an advantage.

CONDITIONS
- Executive status – 3-month fixed-term contract
- Desired start date: September 2026
- Health insurance covers 80%
- 50% reimbursement of transport pass or sustainable mobility allowance (bike) of 45 euros/month
- Meal vouchers worth €12.10 covered at 60%
- Teleworking policy: occasional
- 23 days of annual RTT (reduced working time)
- Salary range: between €34,800 and €39,600 gross per year depending on profile and experience
