National Consultancy For The Design And Development Of Visibility Tools For The National Coordination Office For Migration At International Organization for Migration

Recruitment of a national consultant for the design and development of visibility tools for the National Coordination Bureau for Migration (BCNM) as part of its 5th anniversary celebrations.

Context and justification:

The Republic of Djibouti, thanks to its strategic position in the Horn of Africa, is a country of transit, destination, and origin for migration flows. The migration dynamics observed in recent years, particularly along the eastern route towards the Gulf countries via Yemen, have reinforced the need for coordinated and inclusive migration governance based on robust institutional mechanisms.

In this context, the National Coordination Office for Migration (BCNM), established in 2019 and operational since July 2021 under the coordination of the Ministry of the Interior, plays a central role in coordinating migration-related actions with state and non-state actors. The BCNM contributes to the implementation of the national migration strategy adopted by the Republic of Djibouti in 2022, as well as to monitoring the five-year action plan aimed at strengthening migration governance, migrant protection, and regional cooperation.

With the support of the International Organization for Migration (IOM) through the European Union, the National Migration Bureau (BCNM) has organized several initiatives, workshops, and consultation frameworks on various aspects of migration in Djibouti. In 2025, in collaboration with the BCNM, the IOM notably supported the organization of a multi-sectoral workshop on migration governance, bringing together state institutions and non-state partners. The BCNM also contributed to the development of the national plan and budgeted roadmap for the Khartoum Process, a cooperation initiative between countries in the Horn of Africa and Europe aimed at strengthening migration management, combating human trafficking and migrant smuggling, and promoting enhanced regional cooperation.

As part of the BCNM’s fifth anniversary celebrations planned for July 2026, a commemorative event will be organized to highlight its institutional history, achievements, accomplishments, and future prospects. For this occasion, several visibility materials and communication tools will need to be developed to strengthen the BCNM’s institutional image and ensure consistent communication surrounding the event.

It is with this in mind that IOM wishes to recruit a consultant to support the BCNM in graphic design, technical finalization and the provision of visibility tools necessary for the celebration.

This initiative is part of the programs implemented by the IOM, through the project to support migration governance in Djibouti funded by the European Union in collaboration with the Ministry of the Interior via the BCNM.

General objective

Supporting the BCNM in the design, development and technical finalization of institutional visibility tools related to the celebration of its 5th anniversary, in accordance with its visual identity and the communication objectives of the event.

Specific objectives

The consultant’s mission will be to:

  • Design visibility materials that highlight the mandate, achievements and prospects of BCNM;
  • Develop communication tools adapted to the celebration of its 5th anniversary;
  • Ensure the graphic and visual consistency of all produced materials;
  • Prepare the final technical files for printing and/or digital distribution
  • Design an institutional roll-up banner for the office.

The scope of the mission

As part of this consultancy, the consultant will be responsible for proposing, designing, and finalizing the visibility materials deemed priorities for the event. For example, these materials may include:

  • An institutional roll-up by BCNM;
  • An institutional brochure or fact sheet;
  • A visual or banner for the event;
  • Digital communication visuals;

Any other visibility support agreed upon with the BCNM at the start of the project. The project covers graphic design, creative proposals, revisions, finalization, and technical file preparation.
Printing or physical reproduction of materials is included in this consultancy.

Expected results

The following results are expected at the end of the mission:

  • Institutional visibility materials designed, harmonized and validated by the BCNM;
  • A consistent visual identity applied to all tools developed for the event
  • The achievements, accomplishments and prospects of BCNM are showcased through professional graphic materials.
  • A coherent set of communication tools available for the event;
  • A set of final files available for printing and digital distribution
  • An institutional roll-up banner, reproduced and ready to use.

Consultant’s tasks

Under the supervision of the BCNM and in coordination with the IOM, the consultant will be required to:

  • Participate in a scoping meeting to clarify the objectives, key messages, priorities and the list of materials to be developed;
  • Submit a methodological note accompanied by a work schedule;
  • To propose a creative approach adapted to the institutional context and to the celebration of the 5 years of BCNM;
  • Design the graphic mock-ups for the various agreed media;
  • Incorporate the content, logos, visual elements and institutional guidelines provided by the BCNM;
  • Submit the mock-ups for review and incorporate the consolidated feedback.
  • Finalize the approved materials in the required formats.
  • Prepare the technical files ready for printing and/or digital distribution
  • Submit the editable source files as well as the validated final versions.
  • Design a roll-up banner mockup.

Expected deliverables

The consultant will need to provide:

  • A methodological note including an understanding of the mission, the proposed approach and the work schedule;
  • The initial mock-ups of the agreed visibility materials;
  • Revised versions of the materials after incorporating comments
  • The final approved versions of the communication materials;
  • Editable source files and print-ready files (high-resolution PDF);
  • Digital versions adapted for electronic distribution, where applicable;
  • The final version of the institutional roll-up.

The expected technical formats should include, as needed:

  • Editable source files (e.g., AI, PSD, INDD or equivalent);
  • High-resolution PDF files for printing;
  • PNG/JPEG files for digital distribution.

Validation method

The consultant will work under the supervision of the BCNM, with support from the IOM.
The validation process will include the following steps:

  • Validation of the methodological note;
  • Review of the first models;
  • Consolidation and transmission of comments to the consultant;
  • Submission of revised versions;
  • Final validation of the materials.

The number of review cycles included in the offer must be specified by the consultant. As a guideline, at least two review cycles should be planned.

Consultant profile

The consultant must demonstrate the following qualifications and skills:

  • Degree in visual communication, graphic design, graphic arts, communication or any other relevant field;
  • Proven professional experience of at least three (3) years in graphic design and development of communication materials
  • Proven experience in creating institutional visibility materials; Excellent command of graphic design software (Adobe Illustrator, InDesign, Photoshop or equivalent);
  • Demonstrated ability to produce professional materials intended for public institutions, international organizations or development partners;
  • Excellent creativity and presentation skills.
  • Good understanding of institutional communication codes;
  • Excellent ability to be creative, organized and to meet deadlines;
  • Good command of French; knowledge of English is an asset.
  • The candidate will be required to submit a portfolio of similar work.

Mission duration

The mission will take place over a period of four working weeks from the date of signature of the contract.

As a guide, the schedule could be structured as follows:

  • Week 1 : scoping meeting, submission of the methodological note and validation of the scope;
  • Week 2 : design and submission of the first mock-ups;
  • Week 3 : Integration of comments and submission of revised versions;
  • Week 4 : Finalization of materials and submission of final files.

The final schedule will be validated at the start of the mission, taking into account the date of the event.

Sponsor’s Responsibilities

The BCNM and the IOM will provide the consultant with the necessary elements to carry out the mission, including:

  • The validated institutional content;
  • Key messages to emphasize;
  • Logos and other available elements;
  • Existing photographs or visuals, if available;
  • Consolidated strategic directions and commentary.

The consultant will be responsible for the graphic formatting of the content and, if necessary, for its slight reformulation for the purposes of visual readability, without altering the content validated by the client.

Submission guidelines

Interested consultants should submit:

  • A technical offer including an understanding of the mission, the proposed methodology, the timeline and the number of revision cycles included;
  • A detailed financial offer;
  • References to similar work or a portfolio;
  • An updated CV.All submitted proposals must be submitted as a PDF (Portable Document Format) file.

Selection criteria

Bids will be evaluated according to the following criteria:

  • Understanding of the TDRs: 20%
  • Quality of the methodological approach: 25%
  • Consultant’s experience in similar assignments: 25%;
  • Quality of the portfolio or references presented: 20%;
  • Financial offer: 10%.Ownership of deliverablesAll deliverables produced within the framework of this mission, including source files and validated final versions, will become the property of the client upon final validation of the mission and payment for the service.
