The Adventist Development and Relief Agency (ADRA) is a global humanitarian organization with a mission to work with people in poverty and distress to create just and positive change. ADRA Somalia belongs to the worldwide ADRA network, comprised more than of 120 supporting and implementing country offices. ADRA’s five core sectors include Food Security; Health; Economic Growth; Education; and Emergency Management. ADRA Somalia has developed its expertise in these sectors and in various subsectors, specifically in institutional development, food security, livelihoods and resilience, energy, water, sanitation and hygiene (WASH), education, emergency and relief.

ADRA is inviting qualified and experienced individual sectoral experts, subject matter specialists and suppliers with contextual knowledge across Somalia to submit applications for pre-qualification for consultancy opportunities. Pre-qualified individuals and firms will be considered for shortlisting for assignments during 2026-2027 period.

Required areas of epertise:

We are seeking consultants with experience in the following areas:

  • Research, Assessment, Monitoring and Evaluation Specialists
  • Baseline, Midline and Endline Evaluation Experts
  • Business incubation/Enterprise/Value chain development Specialists
  • Institutional safety and inclusion Experts
  • Strategy and Policy Analysts
  • Renewable Energy and Climate Solutions Experts
  • Smart Agriculture and Food Security Experts
  • GBV/Protection/MHPSS/SEL/SRHR/Safeguarding Specialists
  • Gender Equality, Disability, and Social Inclusion (GEDSI) Advisors
  • Disability screening, assessment, interventions and inclusion Experts
  • Child Rights and Protection Consultants
  • Capacity Building and Training Experts
  • Monitoring, Evaluation, Accountability, Research and Learning (MEARL).

The applicants must be able to apply evidence-driven and inclusive approaches, supported by strong analytical capacity, flexible delivery, and responsive, client-focused models that can realistically drive excellence and impact.

Eligibility and Submission Requirements

Interested individuals and firms must submit:

  1. Cover Letter stating sector(s) and specific areas of expertise
  2. Detailed CV (maximum 4 pages)
  3. Copies of Academic and Professional Certificates
  4. Copy of registration certificate and the Tax Compliance Certificate for firms
  5. Evidence of past assignments (3–5 examples with client references, where available)
  6. Professional affiliations/certifications (optional but preferred)

Important Information:

  • Being pre-qualified does not guarantee contract award.
  • Late or incomplete submissions will not be considered.

The applicant shall possess the following minimum qualifications and experience:

  • A minimum of graduate degree in a relevant field from a recognized university.
  • Proven professional experience in the area of expertise including the Somalia context.

The applicant will be selected in accordance with ADRA’s internal evaluation and selection criteria.
