Here’s where you come in:

As People and Culture Manager, you will ensure the Syria Response is staffed with high performing, engaged, and well-supported employees who enable the successful implementation of programs across Jordan, Syria, and Türkiye. You will lead the delivery of end-to-end People & Culture functions, including talent acquisition and onboarding, performance management, employee relations, staff care, compensation and benefits, learning and development, and the implementation of P&C policies, systems, and best practices.

You will provide strategic and operational leadership to the People & Culture team based in Syria and Jordan, supervising a team of approximately six staff members, including two direct reports. You will partner closely with the Senior Leadership Team (SLT) to drive organizational development initiatives, workforce planning, and people strategies that strengthen employee engagement, capability, and organizational effectiveness.

You will serve as a trusted advisor to SLT, providing guidance on people-related decisions that impact the workforce across the Syria Response. You will ensure compliance with organizational policies and local labor regulations, promote a positive and inclusive workplace culture, and support the design and implementation of P&C interventions that align with operational priorities and program objectives. Through strong collaboration with cross-functional teams, you will contribute to strategic planning, change management, and the continuous improvement of People & Culture practices across the response.

Requirements include:

  • University degree in Business Administration, Social Sciences, Psychology or a related field
  • Minimum 8 years of experience in Human Resources field preferably with international NGOs, minimum of 3 years in a supervisory/management role.
  • Professional certification in HR in locally or internationally recognized HR institutions is a plus.
  • Experience of work in an INGO setting and past exposure with the international working culture and practices is a huge advantage.
  • Experience with providing People and culture services for humanitarian aid projects in Syria, Jordan and Turkiye
  • Excellent knowledge of local labour law and related legislations.
  • Thorough working knowledge of office systems. Computer aptitude and experience with word processing, database management, and spreadsheet software
  • Emotional maturity and ability to deal with matters of strict confidentiality.
  • Excellent organizational and planning skills.
  • Cross-cultural sensitivity.
  • Arabic and English fluency is required
  • Required travel and/or work environment accommodations: Travel within the areas of responsibility will be required as needed
