Head of Delegation in Palestine At Spanish Red Cross

We are looking to incorporate a Delegation Manager into the Palestine branch of the Spanish Red Cross with the aim of ensuring institutional representation, monitoring and execution of the Delegation’s projects and identifying new opportunities for intervention and funding.

Functions:

  • You will represent the Spanish Red Cross before the National Society counterpart, donors, authorities and humanitarian actors present in the country.
  • You will lead CRE’s strategy and positioning in the country, identifying financing opportunities and new lines of intervention.
  • You will represent CRE in the country before other members of the International Movement (IFRC, ICRC and other National Societies) seeking synergies, complementarity and collective impact, as well as participating in the dialogue process with DG ECHO, DG MENA, INTPA.
  • You will represent CRE in the country before funding entities, humanitarian and development actors (AECID, EU, ECHO, NGOs).
  • You will coordinate and supervise the delegation’s project portfolio, including, when necessary, the formulation, monitoring, and direct justification of interventions.
  • You will ensure the proper operational functioning of the delegation in administrative, logistical, financial, HR and security matters.
  • You will coordinate and support the delegation team, promoting their well-being, performance, and professional development.
  • You will ensure compliance with CRE’s internal procedures and donor regulations.
  • You will promote coordination, communication and accountability with partners, donors and the target population.
  • You will support the institutional visibility and external communication of the actions developed by CRE in the country.
  • Those other tasks that may be relevant during the course of the mission within the framework of the action plan or in response to an emergency situation

Essential requirements:

  • Bachelor’s degree/Diploma/Degree or equivalent experience.
  • Minimum of 18 months’ experience in identification, formulation, technical and economic monitoring, justification and evaluation of projects funded by public donors.
  • Knowledge of the operation and regulations of institutional funders, especially AECID, DG ECHO or the European Union, as well as Spanish decentralized cooperation.
  • Proven experience in team coordination of at least 6 months.
  • English level C1 or equivalent (test will be carried out).
  • Knowledge of relevant cross-cutting approaches in humanitarian action and international cooperation (protection, gender, accountability, community participation, localization, etc.).
  • Advanced handling of office tools and collaborative environments (Microsoft 365, especially Excel, Teams, SharePoint, videoconferencing, etc.).
  • B1 driving license (and driving experience)

Valuable:

  • Training in Humanitarian Diplomacy.
  • Experience in Spanish Red Cross branches of at least 1 year.
  • Experience in the country.
  • Specific knowledge in: gender violence, accountability or cash transfers.
  • Knowledge and experience with the tools and procedures used by the Spanish Red Cross in the management of international cooperation projects on the ground with the Spanish Red Cross.
  • Basic skills of the Spanish Red Cross: Commitment to the Spanish Red Cross, Achievement orientation-perseverance, Organizational and leadership skills.
  • Be an active Red Cross employee or volunteer, or belong to one of the vulnerable population groups included in the Red Cross Employment Plan.
