We are seeking to hire one delegate related to the crisis in Ukraine. The delegate’s role is to manage and coordinate the support project for veterans and their families, carried out by the Spanish Red Cross in conjunction with the Ukrainian Red Cross and in partnership with the Danish and German Red Cross. The delegate will ensure the project is implemented as planned, using available resources and within established deadlines. To carry out this intervention, we require a technical profile with experience in program management and knowledge of livelihoods.
Functions:
- Management, monitoring and justification of the assigned project, both the technical and economic aspects, in accordance with the procedures, formats and regulations of CRE and funders (DG ECHO and others).
- Maintain constant communication, coordination and cooperation on the progress of project activities with the CRE delegation in Ukraine and the CRE central office, following the guidelines of the same and the CRE strategy in the operation of support to the Ukrainian Red Cross.
- Support the monitoring and implementation of the activities of the local teams of the Ukrainian Red Cross, coordinating the work between the different teams, in those cases where it is required.
- Support the coordination and technical development of assigned projects, according to the matrix, budget and work schedule, ensuring compliance with the designed indicators and establishing corrective measures for any deviations that may occur.
- Conduct market assessments and/or analyses for the referenced project and make recommendations for improving the methodology and coverage of the needs of the stakeholder groups.
- To ensure the proper management of the resources allocated to the project, as well as to ensure the completion of activities in accordance with the available material and financial resources.
- Coordination in Ukraine, under the supervision and approval of the CRE Head of Delegation, with the actors relevant to the project (both other SSNN part of the project as well as participants in other related projects, and other local, state and non-governmental actors).
- Prepare and submit monitoring, justification and final evaluation reports for the project, ensuring the production, archiving and submission to the OC of Verification Sources and quality graphic material with visibility of the Red Cross and, if applicable, of the funders.
- Promote and facilitate information for seeking funding for actions to care for veterans and host communities in the country, as well as actions aimed at promoting social welfare and increasing the capacities of the local population, in coordination with OC and the rest of the members of the CRE Delegation in Ukraine.
- Identification and formulation of new proposals, as well as the search for funding.
- Collaborate in the logistical procedures related to the acquisition of the materials necessary for the execution of the projects.
- Review the administrative, financial and project management processes, propose improvements and implement them.
- Perform any other tasks or functions that may arise and that are considered part of the development of this mission by the central office or the CRE delegation in Ukraine.
Essential requirements:
- Degree, Bachelor’s or Diploma or equivalent experience in the field of international cooperation.
- Experience in managing development cooperation projects and experience in emergency response of at least one and a half years.
- Experience in team management and coordination for at least six months.
- Specific experience in managing Livelihood projects and/or cash transfers for at least six months.
- C1 level of English, written and spoken. A level test will be administered.
- Knowledge of Microsoft Office suite.

- Previous experience in projects funded by the European Union, DG ECHO and/or other major donors.

- Knowledge of the procedures and tools (application) of management in the Spanish Red Cross within the field of International Cooperation
- Experience with the International Red Cross and Red Crescent Movement.
