👉 In a context marked by a continuing deterioration of the security situation, high inflation, a decline in household purchasing power, and worsening food insecurity, AVSI is implementing, on behalf of the Economic and Social Assistance Fund (FAES), several components of the Community Program for the Promotion of Human Security (HA-J0008), financed by the Inter-American Development Bank (IDB).
The project aims to strengthen the livelihoods of the most vulnerable populations through cash transfers, labor-intensive community work, support for the inclusion of children and youth, and the rehabilitation of community infrastructure and essential services.
In this context, AVSI is recruiting a Technical Coordinator responsible for ensuring the operational and technical coordination of the project, the quality of its implementation, and the daily management of teams and activities in accordance with the requirements of the donor, the FAES, and AVSI’s internal procedures.

🎯Objective of the position:
The Technical Coordinator is responsible for the planning, coordination, technical supervision, and operational monitoring of the project. They ensure the quality of interventions, adherence to the schedule, budget, contractual requirements, and AVSI procedures. They also ensure effective coordination between field teams and support functions to guarantee the achievement of project results.
📑 Main reservoirs and responsibilities:
- Ensure the overall technical coordination of the project and ensure the proper implementation of activities in accordance with the work plan and the requirements of FAES, BID and AVSI.
- Ensure the operational planning of the project, monitor the progress of activities and ensure compliance with the implementation schedule as well as the achievement of expected results.
- Oversee the processes of community consultation, planning, beneficiary targeting and preparation of technical documents.
- Coordinate and control the implementation of community work, infrastructure rehabilitation activities and youth inclusion actions, ensuring compliance with technical, environmental and safety standards.
- Supervise data quality, activity monitoring, CommCare usage, and the preparation of technical reports.
- Contribute to the preparation of narrative reports and contractual deliverables, ensuring their quality and timely submission.
- Monitor project indicators, analyze any discrepancies and propose corrective measures to improve project performance.
- To ensure capacity building and technical support for field teams.
- Ensure close coordination with the Program, MEAL, Logistics, Finance and Security departments.
- Participate in the budget monitoring of the project in collaboration with the Finance department, contribute to forecasting exercises and report any risk likely to affect the proper execution of the project.
- Identify technical risks, propose corrective measures and contribute to the continuous improvement of the quality of interventions.
- Ensure compliance with AVSI procedures, the requirements of the landlord and the FAES, as well as the principles of accountability, compliance and risk management.
- Represent AVSI at technical meetings with FAES, local authorities and partners, according to the delegations received by the Programme Coordinator.
📑 Required skills and experience:
- University degree in civil engineering, rural engineering, architecture, rural development, project management or a similar field.
- Minimum of 7 years of experience in the technical coordination of development or humanitarian projects.
- Proven experience in managing community work, infrastructure or Cash for Work programs.
- Experience with international donors (IDB, World Bank, European Union, USAID or United Nations agencies) is highly desirable.
- Experience in managing multidisciplinary teams.
