International Consultant – Training of Trainers in Cooperative Entrepreneurship

Coopermondo – Association for International Development Cooperation is selecting an International Consultant expert in training trainers (ToT) on the cooperative methodologies of the International Labour Organization (ILO), as part of the project «Training, Dignity, Inclusion and Innovation: keys to sustainable economic growth in Senegal» (AID 013244/06/2) .
Duration: Mission estimated at approximately three months, including a remote preparatory phase, a six-day in-person mission in Senegal, and remote follow-up.
Contract type: Consultancy.

Context
Coopermondo, an NGO within the Confcooperative (Confederation of Italian Cooperatives) system , promotes the cooperative model as a lever for sustainable economic and social development, with a particular focus on the empowerment of women and youth. As part of the project “Training, Dignity, Inclusion, and Innovation: Keys to Sustainable Economic Growth in Senegal” (AID 013244/06/2) , funded by the Italian Agency for Development Cooperation (AICS) and implemented with international and local partners, Coopermondo supports the formalization and strengthening of cooperatives, particularly women’s cooperatives, in the regions of Dakar, Thiès, Kaolack, and Tambacounda .
To ensure the sustainability of the project’s activities, Coopermondo intends to establish a national core of trainers capable of consistently disseminating ILO cooperative methodologies. The trained individuals will subsequently contribute to the coordination of future Regional Committees for the Promotion of Cooperativism and to the support of the cooperatives supported by the project.
Mission objectives
The consultant will be responsible for designing, adapting, and implementing a Training of Trainers (ToT) program based on the Think.COOP, Start.COOP, Manage.COOP, and My.COOP methodologies, adapting them to the Senegalese context.
- Adapting ILO methodologies to the Senegalese context.
- Developing the pedagogical skills of future trainers.
- Strengthen their capacity to support the development of cooperatives.
- Integrate the gender approach throughout the entire training program.
The group will consist of 24 participants (at least 60% women) from the project’s main partner institutions and selected community promoters. The final composition will be determined by Coopermondo and the partners.
The course will be based on the four ILO-certified modules (Think.COOP, Start.COOP, Manage.COOP, and My.COOP) and will also include two sessions dedicated to integrating a gender approach into cooperative entrepreneurship.
Expected results
- The trainer training program is designed in accordance with the program approved by Coopermondo. It includes remote sessions, an in-person bootcamp, and complementary sessions dedicated to integrating the gender approach.
- The teaching materials are adapted to the Senegalese context.
- The 24 participants acquired the skills needed to disseminate ILO methodologies and support the development of cooperatives. They thus formed a national core of trainers.
Methodology
Phase 1 – Preparation and remote support (up to 64 hours)
- Kick-off meeting with Coopermondo.
- Analysis of project documentation.
- Adaptation of modules and teaching materials.
- Preparation of evaluation tools.
- Animating remote sessions.
Phase 2 – Mission in Senegal (6 days)
- Implementation of the intensive in-person training workshop (plus two sessions dedicated to female participants).
- Facilitating practical exercises.
- Coaching future trainers.
- Assessment of learning.
- Final return to Coopermondo.

Consultant Profile
Required qualifications
- Proven experience using ILO Coop Training Packages (Think.COOP, Start.COOP, Manage.COOP, and/or My.COOP) or equivalent methodologies.
- Experience in designing and managing ToT courses.
- Experience in the social and solidarity economy and in strengthening cooperative organizations.
- Excellent knowledge of the French language.
- Skills in participatory pedagogy, hybrid training and coaching.
Preferred qualifications
- The official ILO Master Trainer certification, or equivalent, is a preferential qualification.
- Experience in West Africa.
- Experience with women’s cooperatives or rural women’s organizations.
- Experience integrating a gender approach into training programs.
- Knowledge of Italian and/or local languages.
Supervision and coordination
The consultant will work under the supervision of the Project Manager and in coordination with the designated local partners. Regular monitoring meetings will be held to ensure the quality and proper progress of the mission.
