The Danish Refugee Council (DRC) is one of the world’s leading humanitarian NGOs, working in over 40 countries to provide appropriate assistance and protection to refugees, asylum seekers, internally displaced persons, returnees, people on the move, and vulnerable local populations/host communities. Currently, as part of the emergency response to the earthquake, DRC is seeking a highly qualified Community Outreach Officer based in Caracas, Venezuela.
About the job:
DRC manages its operations in Venezuela through its country office in Caracas and three field offices located in the states of Sucre, Apure, and Zulia. DRC Venezuela implements protection monitoring, legal assistance, individual protection assistance for persons with specific needs (PWSN), information sessions for persons of concern (PoC), prevention of human trafficking, and food security initiatives.
As part of the emergency response to the earthquake that occurred in June 2026, DRC is opening a new implementation office in Caracas, separate from the country office, to address the needs of the affected populations. To this end, it is seeking to hire a Community Outreach Officer who will be responsible for supporting DRC’s engagement with the communities affected by the earthquake.
General objective of the position
The Community Outreach Officer will be responsible for supporting DRC’s outreach to earthquake-affected communities, facilitating an understanding of the community context, identifying needs, and planning interventions based on the priorities of the affected people.
Reporting directly to the Base Manager, the Community Outreach Officer will support the processes of identifying, mapping, and contacting communities, community leaders, local organizations, community structures, and other relevant stakeholders, providing key information for geographic prioritization and the development of a multi-sectoral response. The role will contribute to gathering information on needs, social dynamics, local capacities, risks, and potential operational barriers, facilitating communication between communities and DRC technical teams. The officer will work closely with the Security Coordinator, ensuring that community outreach and territorial planning processes consider context analysis, identified risks, and necessary mitigation measures.
It will also support the implementation of community participation mechanisms, feedback and communication with communities, promoting an inclusive, transparent response adapted to the identified needs.
Responsibilities:
- Support the processes of identifying and mapping affected communities, local actors, and relevant community structures.
- Establish initial contact with community leaders, local organizations and territorial references to facilitate understanding of the context and existing needs.
- Gather qualitative information on needs, risks, community capacities, and social dynamics.
- Support community visits, rapid assessments, and consultation activities with affected populations.
- Facilitate communication between communities and DRC technical teams.
- Support the identification of potential intervention areas and response opportunities based on observed needs.
- Report relevant changes in the community context, risks of acceptance, or potential tensions that may affect implementation.
- Work in coordination with Security to ensure that community activities take into account context analysis and mitigation measures.
- Support the dissemination of information on activities, attendance criteria, and complaint and feedback mechanisms.
- Promote an inclusive approach considering groups with higher risks or barriers to accessing assistance.
- Document lessons learned, community contacts, and findings relevant to the response.
Experience and skills:
- Minimum 2 to 3 years of experience in community work, local development, community participation, social programs or humanitarian response.
- Experience working directly with communities affected by emergencies, natural disasters or humanitarian crises.
- Experience in gathering community information, mapping local actors, and facilitating community consultations.
- Ability to establish trusting relationships with local communities and actors.
- Knowledge of the social and community context of Venezuela.
- Ability to collect, organize, and transmit contextual information clearly.
- Desirable experience using digital information gathering tools (Kobo, ODK or others).
Education : (including certificates, licenses, etc.)
- Relevant diploma or professional title (e.g., political science, law, social work, international development, psychology, human rights).
