This Call for Interest is open to all eligible consultants, in accordance with hulo’s procedures and principles.
Context of the consultancy:
The Humanitarian Logistics Cooperative, also known as “hulo”, is the first humanitarian European Cooperative Society (SCE) created in June 2021. Hulo now regroups 19 organisations: ACTED, Action contre la Faim (ACF), International Federation of the red Cross and Rd Crescent (IFRC), the French Red Cross (FRC), Fleet Forum, Bioport, Handicap International / Humanity & Inclusion (HI), INTERSOS, International Rescue Committee (IRC), Médecins du Monde (MDM), Norwegian Refugee Council (NRC), Oxfam Intermón, Plan International, Première Urgence International (PUI), Solidarités International (SI), and Welthungerhilfe (WHH).
Its objective is to increase the impact of humanitarian aid by strengthening links and solidarity between humanitarian logistics actors and improving performance through the pooling of logistics and supply chain resources and expertise. Hulo’s “Joint Initiatives” are already underway in Burkina Faso, Central African Republic, Chad, the Democratic Republic of the Congo, Lebanon, Iraq, Jordan, Syria, and Colombia and include on the ground: Joint Procurement Initiatives, Joint human Resources Initiatives, the shared resources application, Joint Mobility Initiatives and Joint Environmental Initiatives focusing on waste management (hazardous and non-hazardous). At global level (i.e., across Headquarters of hulo member organisations), hulo activities focus on data analysis, Joint Procurement Initiatives and advancing the strategic use of the humanitarian supply chain. These initiatives save time and money, improve the quality of goods and services provided, and therefore provide more effective assistance to those who need it most.
Background and Rationale
Hulo’s Donor Unit requires immediate, expert technical assistance to navigate evolving humanitarian institutional donor compliance environments and maximize high-value resource mobilization. The organization has planned to submit by mid-September 2026 at least one fast-tracked proposal to the Bureau of Disaster and Humanitarian Response (DHR) of the U.S. Department of State (DoS). This urgent window requires immediate, advanced administrative management of federal platforms alongside a rigorous risk analysis of the newly implemented Promoting Human Flourishing in Foreign Assistance (PHFFA) policy (the expanded 2026 Mexico City Policy enacted under the Trump administration).
Concurrently, looking toward the end of the year (October–December 2026), the organization must strategically expand its field level humanitarian footprint by applying for UN Office for the Coordination of Humanitarian Affairs (OCHA) emergency grants and Central Emergency Response Funds (CERFs). This consultancy will inform these immediate compliance requirements with field level and organizational realities.
Overall scope of work expected from the Consultant:
The primary objective is twofold:
- Immediate (September 2026): Secure a seamless application pipeline to the Bureau of DHR of the U.S. DoS by optimizing federal portal management and providing definitive risk mitigation strategies regarding the expanded 2026 Mexico City Policy.
- Mid-Term (October–December 2026): Build and refine field-level resource-mobilization mechanisms for OCHA Country Based Pool Funds (CBPFs) through precise financial modeling and administrative support (e.g. online application portals, support with compliance).
Phase 1 (September 2026): U.S. Department of State Proposal Submission & Policy Alignment
- Federal Portal Infrastructure Management:
Oversee and execute administrative actions, registrations, and workspace configurations across critical U.S. systems, including SAM.gov, Grants.gov, and the Department of State’s MyGrants platform. - PHFFA / 2026 Mexico City Policy Impact Analysis:
Conduct a clear implications analysis of the final rules effective February 2026 with regards to hulo’s specific hosting
model. Specifically, assess the organizational legal exposure across the policy’s three main pillars:
o Protecting Life in Foreign Assistance (PLFA): Abortion restrictions extending across non-U.S. funding lines.
o Combating Discriminatory Equity Ideology Rule: DEI restriction compliance.
o Combating Gender Ideology Rule: Guidance on biological sex definitions and healthcare restrictions. - Operational Risk Strategy:
Design strict operational protocols, sub-award compliance checks, and messaging guardrails to prevent organizational “chilling effects” while ensuring total adherence to DoS award terms.
Phase 2 (October – December 2026): OCHA Emergency Field Grants & Strategic Budgeting
- Field-Level Proposal Development:
Support the co-positioning and technical packaging of country-specific emergency funding proposals for OCHA calls. - Emergency Budget Modeling:
Analyze the direct field-level budget implications, indirect cost recoveries, and strategic trade-offs of OCHA grants relative to ongoing emergencies. Provide scenarios for budget choices when managing co-mingled humanitarian funds.
Ad-Hoc Grant Management Support:
Deliver rapid-response advisory services on ongoing and potential grant with donor administrative correspondence.
Key Priorities and Deliverables:
For each of the two objectives listed above, the key deliverables are:
- Portal Diagnostic & Verification Report:
Fully operational SAM.gov, Grants.gov, and MyGrants pipelines with active workspace setups for impending DoS
proposals (by week 4). - PHFFA Legal & Operational Compliance Paper:
An actionable brief detailing the organization’s compliance posture regarding the 2026 expansion of the Mexico City Policy, tailored to the specific hulo organizational context (cooperative and hosting setup) (by week 8). - OCHA Field Funding Toolkit:
End-to-end process and attention points given the hulo model for OCHA emergency applications, including localized budget implications (by week 10). - Ad Hoc Requests:
To be determined during initial briefings and before week 4.
Qualifications and Experience:
Interested Consultants should possess the following qualifications and experience:
- Education: Advanced degree (Master’s or equivalent) in International Relations, Development Economics,
Business/Grants Administration, public policy, or a related field. - U.S. Compliance Expertise: At least 3-5 years of direct experience managing U.S. federal assistance programs (previously with USAID BHA).
- Systems Proficiency: Demonstrated high-level mastery of the back-end architectures of SAM.gov, Grants.gov, and the DoS MyGrants platform.
- Regulatory Knowledge: Proven, up-to-date expertise on 2 CFR 200 and a comprehensive understanding of the 2026 Promoting Human Flourishing in Foreign Assistance (PHFFA) rules.
- System Experience: Proven track record of submitting and managing OCHA or UN (e.g. WFP) grants, with competency in UN humanitarian budget structures.
- Must be available online during the work week at least between 3pm and 6 pm CET.
- Strong writing skills in English and ability to work both in English and French.
- Able to work autonomously and report or alert on its activity.
Management and Reporting Lines:
The Consultant will be working under the direct line management of the hulo Head of the Donor Unit.
The Consultant will also be working in close collaboration with the Support Department Director.
Schedule:
This consultancy is targeting a maximum of 45 working days within the 13-week period going from mid-September to mid-December 2026.
How to apply
Application & Contracting Process:
The selected consultant will be contracted by hulo for a duration of 3 months but is not expected to work full time during this period. He/She is expected to outline the main key steps of the process as part of the Expression of Interest (EOI). These tasks can be fully carried out remotely.
Hulo invites applications for the provision of services described above. Interested candidates must submit their EOI outlining their financial offer (daily rate with clarifications on other cost covering expectations, plus a proposed overall cost), proposal to meet the ToR, scheduling and CV providing information on capacity and experience, showing qualification for the technical skills required by the scope of work, including:
- Experience operating the SAM.gov, Grants.gov and MyGrants platforms.
- Experience applying US policies to humanitarian projects
- Experience operating the various UN portals for project submission.
Selection Criteria:
Applications will be evaluated based on the following criteria:
- Experience with US donor platform management.
- Demonstrated a bility to provide analysis regarding US Policy implications for humanitarian organisations.
- Availability to start in September 2026.
