How can you make a difference? Key functions / Responsibilities

  • The Accounting Officer will be responsible for supporting the Administrative Officer in the accounting, financial, and banking management of projects supported by the German Red Cross (CRAL) and implemented by the Venezuelan Red Cross (CRV), ensuring that financial operations are carried out efficiently, promptly, transparently, and in strict compliance with institutional procedures, applicable regulations, and donor guidelines. The Accounting Officer will be responsible for providing technical and operational support in the recording and control of financial transactions, the management of payments and bank transfers, the administration and accounting of funds, bank reconciliations, monitoring budget execution, and the preparation of financial and accounting reports, guaranteeing the proper traceability of resources and contributing to the efficient, responsible, and transparent management of the projects.

He/She will be in charge of:

  • Manage and monitor national payment processes for projects, verifying the availability of funds, supporting documentation, and compliance with institutional procedures.
  • Manage and control the movements of the projects’ bank accounts, tracking transfers, payments and other national financial operations.
  • Prepare and review monthly bank reconciliations for accounts assigned to projects, identifying and promptly following up on discrepancies or outstanding items.
  • Verify that the supporting documentation for expenses (invoices, receipts, payment vouchers and other supporting documents) complies with current tax legislation, institutional procedures and the requirements established by the donors.
  • Manage the issuance, receipt, review and filing of professional fee receipts and other accounting documents required for the administrative and financial processes of the projects.
  • Maintain an organized and up-to-date physical and digital archive of financial and accounting documentation for projects, ensuring its availability for internal and external audits.
  • Prepare and submit to the Finance Directorate of the Venezuelan Red Cross the financial reports and documentation required for the execution of payments and the monitoring of accounting operations of the projects.
  • Review and consolidate the financial and accounting documentation of the projects for delivery to the Finance Officer of the German Red Cross, ensuring that the supporting documents are complete, organized and comply with the established requirements for registration and reporting.
  • Support the updating of the Budget Follow-Up (BFU) and other financial monitoring tools, providing accurate and timely information on the budget execution of projects.
  • Provide support in the financial closing processes, audits and information requirements by the Venezuelan Red Cross, the German Red Cross and donors, ensuring the availability and traceability of financial documentation.

Report

The Accounting Officer will report to the Project Administrative Officer and the CRV Finance Department.

Workplace

Caracas, with availability to travel to project implementation sites.

To qualify as a builder of the Venezuelan humanitarian system, you must meet the following requirements:

  • University degree in a relevant field (Public Accounting, Administration, Economics or related fields).
  • A combination of relevant training and relevant work experience may be considered equivalent, in accordance with applicable internal policies.
  • Minimum three (3) years of experience in administration, accounting closings, logistics, inventory management and purchasing processes.
  • Experience in budget management, financial monitoring, and preparation of technical and budgetary reports.
  • Experience in projects funded by international donors.
  • Technical background in one or more areas such as: Health, Emergency Response, Disaster Risk Management, Migration, Finance and Logistics (advantage).
  • Experience in preparing documentation for audits.
  • Experience working with local organizations and supporting institutional strengthening (desirable).
  • Experience with the Red Cross and Red Crescent Movement (desirable).
  • Administrative and documentary rigor; ability to organize, monitor and close processes.
  • Ability to plan, prioritize, and work with multiple processes in parallel.
  • Communication and coordination skills with internal teams and subsidiaries.
  • Ability to work independently and as part of a team, while maintaining confidentiality.
  • Commitment to the Fundamental Principles of the Red Cross and Red Crescent.
  • Experience in emergency contexts and with volunteering (preferred).
  • Oral and written fluency in Spanish (required).
  • Knowledge of English (desirable).
