PURPOSE:

Ensure the implementation of the aligned programmatic strategy at the national and program unit levels, through the planning and timely implementation of quality programs and projects that adequately focus and optimize funds towards achieving significant impacts on the quality of life of children, adolescents and young people.

ROLE DIMENSIONS:

  • Management of programs and projects at the national level aligned with the Country Strategy, with programmatic quality and in accordance with organizational guidelines and those agreed with donors.
  • Monitoring compliance with national and local programs and projects, and identifying impacts in this regard.
  • Management of the National Programmatic Budget.
  • Project Coordination Team Management.
  • Inclusion of gender perspective guidelines and/or differential approach and protection policy in all processes and actions of the team.
  • Inclusion of risk management and safety policy guidelines for equipment and the organization in the actions under their responsibility.
  • At the request of the country’s representation, participate on a case-by-case basis in networks, working groups, alliances and other national and territorial spaces.
  • Support the formulation of new proposals, both in their design and in the relationship with partners and donors, in coordination with the country technical advisors.
  • Support the formulation of the Country Strategy and coordinate annual planning.

MAIN RESPONSIBILITIES:

Participates in the design and continuous improvement of the Country Strategy interventions

  • Ensure the alignment of all projects with the Country Strategy.
  • Ensures compliance with Corporate Policies regarding Programs.
  • Coordinates with the technical teams, all technical advice for the design and planning of programs, projects and actions of influence in the country.
  • Coordinates with support areas (finance, operations, P&C, Business Development, Safeguarding, Communications and Security) to ensure proper inter-area coordination throughout the entire project cycle.
  • Maintains ongoing communication with the regional office for all aspects related to the programmatic framework in all phases: planning, implementation, monitoring and evaluation, in accordance with the policies and corporate support systems defined for this purpose (YODA, SAP, PMERL).
  • Ensures alignment of programmatic and advocacy work with Plan International’s Corporate Project Management Manual and compliance with related corporate standards.

Lead the programmatic implementation team.

  • Direct management of project coordination and indirect management of project implementation teams in the field.
  • It ensures coordination between the technical advisory team and the needs of the projects.
  • It ensures effective coordination between the teams and needs of the projects and support areas at both the country and cluster levels and the service centers.
  • Ensures coordination between national project teams and the different areas of the regional office.
  • Promotes fluid and clear communication, a good internal work environment, respect for values, diversity and the rights of the members of its team.
  • Identifies and promotes development opportunities for their team, focusing on developing skills through new challenges and opportunities.

  • Ensures the correct implementation of all projects by complying with organizational guidelines, donor requirements, and commitments made.
  • It ensures effective coordination between the different projects in relation to, among other things:
    • Partners
      • Influence strategies
      • Communication strategies (programmatic)
      • Materials
      • Methodologies.
  • Together with the thematic advisory team, it ensures the correct use of the different approaches of the Programmatic Areas.
  • Together with gender and protection advice, it guarantees a transformative gender approach in all projects.

Lead the budget planning processes.

  • Ensure the annual financial planning process for all projects in accordance with organizational guidelines and donor requirements.
  • Ensures the detailed review of the Program Budget, its consolidation and submission for approval to the relevant authorities.
  • Ensure effective monitoring and reporting of what is planned in the budget vs. what is executed in the country, and provide timely and early warnings when there is a delay in execution.
  • Recommends managerial measures or actions to maximize the use of the budget for programs and support.
  • Review and approve the Programmatic changes in the Annual Plan/FABs in the programmatic aspects, its modifications of goals, budget and PCRs considered, according to its limit of authority, in coordination with thematic advisors and project coordinators/managers.

Ensures the monitoring and reporting of Programs

  • Leads the preparation and oversees the development of the various project and program reports required by donors, the regional office, GH and NOs.
  • Ensures proper accountability to donors, partners, and other relevant community stakeholders and other spaces with which there is interaction, in coordination with the Country Representation.
  • Ensures accurate information is provided to the Country Representation regarding the development of all projects and programs.

Resource mobilization and community leveraging with programmatic support

  • Together with the Technical Advisory team, it guarantees the programmatic quality of the Grant proposals to ensure the country’s sustainability processes.
  • Establishes and participates in defining funding priorities for Grants for projects and in line with the programs established in the country strategy.
  • Promotes the monitoring and recording of project leverage (Partners, Government).

Safeguard

Ensure that Plan International’s global safeguarding policy and PII’s policy to prevent harassment, exploitation, and sexual abuse, and to promote gender equality and inclusion, are fully integrated in accordance with the policy principles and requirements, including the relevant Implementation Standards and Guidelines as applicable to your area of ​​responsibility. This includes, but is not limited to, ensuring that staff and partners are aware of and understand their responsibilities under these policies and Plan International’s Code of Conduct (CoC), their relevance to their area of ​​work, and that concerns are reported and addressed in accordance with appropriate procedures.

Troubleshooting

  • Considering the changing social, political, and security context, it proposes relevant solutions when required.
  • It carries out ongoing monitoring of changes in the situation of vulnerability of the rights of children and adolescents in coordination with thematic advisors and country representation.
  • Managing the opportunity and relevance of submitting proposals for donations vs. investment of resources.
  • Negotiates agreements and contracts with national partners and allies, including the participation of children and adolescents.
  • She seeks opportunities for national advocacy in support of girls’ rights.
  • Applies Corporate Processes of Programs and Influence.
  • It reconciles a programmatic agenda with a country-wide perspective, aligned with the objectives of the country strategy, taking into account local contexts.
  • Prioritize spaces for participation in networks, roundtables, community, office, visits, field, etc.
  • Promotes the integration of Sponsorship with Programs based on organizational commitments.

KNOWLEDGE, EXPERIENCE AND SKILLS

Required knowledge

  • University degree in social areas, economics, educational management, development with emphasis on project management.
  • Preferably a Master’s degree or Postgraduate degree in the areas of social sciences, human rights, public health, children’s rights, human development, social management and gender approach.
  • Extensive knowledge and experience in community, local, regional and national work.
  • Strategic, operational and tactical aspects for project implementation
  • Situation of the rights of children and adolescents and gender at the local, regional and national levels, socio-economic reality.
  • Managing partnership and alliance processes and advocating for children
  • Human resources management
  • Proficient in Microsoft Office
  • Intermediate/advanced English proficiency preferred.

Required experience

  • Experience in similar roles in development organizations
  • Experience in planning and monitoring influence actions
  • Experience working with partners and supporting/monitoring their work
  • 5 years of experience in planning, design and strategic alignment processes, monitoring, evaluation and systematization of social development programs.
  • 5 years of experience in project formulation, negotiation of financing proposals for national or international organizations.
  • Experience with social communication campaigns and political advocacy is desirable.
