The Danish Refugee Council (DRC) is one of the world’s leading humanitarian NGOs, working in over 40 countries to provide appropriate assistance and protection to refugees, asylum seekers, internally displaced persons, returnees, people on the move, and vulnerable local populations/host communities. Currently, as part of the emergency response to the earthquake, DRC is seeking a highly qualified Supply Chain Team Leader based in Caracas, Venezuela.
About the job:
DRC manages its operations in Venezuela through its country office in Caracas and three field offices located in the states of Sucre, Apure, and Zulia. DRC Venezuela implements protection monitoring, legal assistance, individual protection assistance for persons with specific needs (PWSN), information sessions for persons of concern (PoC), prevention of human trafficking, and food security initiatives.
As part of the emergency response to the earthquake that occurred in June 2026, DRC is opening a new implementation office in Caracas, separate from the country office, to address the needs of the affected populations. To this end, it is seeking a Supply Chain Team Leader who will be responsible for all procurement of goods and services, warehousing, transportation of goods and personnel, vehicle fleet management, and overall logistical coordination for DRC’s emergency programs in Caracas.
General objective of the position:
The Supply Chain Team Leader is responsible for all procurement of goods and services, warehousing, transportation of goods and people, vehicle fleet management and general logistics coordination for DRC emergency programs in Caracas, in accordance with the Danish Refugee Council – DRC internal framework and regulations imposed by donors.
Main Responsibilities
Management
- Technically lead the DRC purchasing and logistics team at the Caracas base.
- Ensure daily monitoring of the logistical operations of emergency programs.
- Provide technical support to the local purchasing team and the rest of the support areas.
- Report KPIs to the Supply Chain Manager.
- Conducting operational performance analysis of purchasing and logistics in the local operation.
Shopping
- Ensure procurement planning for emergency projects at the DRC Caracas base.
- Ensure compliance and internal auditing of the purchasing processes required for the proper functioning of DRC’s operations in Caracas.
- Monthly report of purchasing indicators.
- Develop and monitor the emergency procurement plan, in coordination with programs and supply chain officers.
- Contact with suppliers for quotes and local purchase evaluations.
Logistics
- Optimize logistics operations to reduce the organization’s operating costs.
- Ensure compliance with inventory and fixed asset policies.
- Ensure the integrity and documentation of the inventory present in the DRC base.
- Ensure the management of general services for work teams (accommodation, staff, visitors, offices, storage places and security).
Fleet
- Ensure compliance with fleet planning processes at the DRC Caracas base.
- Manage the availability and efficient use of internal transport.
- Ensure traceability of movements with the security department.
Administration
- Lead the implementation of the ERP (DRC Dynamics) in DRC’s operations.
- Coordination with the finance unit for the timely execution of payments.
- Drafting contracts and framework agreements for local operations.
- Other activities that the organization may require related to logistics management in DRC.
As Team Leader, the person will be responsible for the following:
- Employee management, usually working in the same work area.
- Ensure that agreed work plans and tasks set by the next level of management are implemented on time.
- Hiring and terminating employees based on performance evaluations.
- Liaison with the Base Manager, Supply Chain Manager and Head of Support to provide coordination in terms of purchasing and logistics.
Experience and skills:
- 3 years of experience in logistics (preferably humanitarian), procurement, transportation and warehousing.
- Maximum level of respect and integrity in dealings with suppliers
- Ability to work under uncertainty
- Willingness to learn, leadership, and the implementation of organizational policies and processes
- Willingness to relocate to Caracas, Venezuela.
- Driver license
Desired
- Advanced knowledge in the management of ERPs in purchasing, logistics and finance processes.
- Excellent skills in MS Word, Excel, PowerPoint and SharePoint.
- Advanced English written, spoken and read.
- Knowledge of the humanitarian sector.
Education:
- Relevant University Degree in administration, logistics and/or supply chain management or equivalent professional qualification.
Language:
- Native Spanish speaker
- Intermediate English
