Planning, Monitoring, Evaluation, Accountability and Learning (PMEAL) Coordinator
1 Year Contract (with possible extension)
Organisation Description: Johanniter-Unfall-Hilfe e.V. (www.thejohanniter.org) is a German Christian non-governmental organisation, dedicated to excellence in the field of first aid, ambulance service, social service programmes and other projects in the medical and social field. The Federal Headquarters are based in Berlin, Germany. Johanniter International Assistance is the operational unit for humanitarian aid, development co-operation and emergency relief, implementing and supporting projects in Health, Nutrition, WASH as well as Food Security & Income Generation worldwide.
Background
The overall objective of Johanniter in South Sudan is to reduce people’s vulnerability, specifically through contributing to morbidity and mortality reduction by improving the population’s health and nutrition status. Furthermore, improved access to water, sanitation and hygiene (WASH), and protection services are an existential part of Johanniter’s South Sudan programme. At present, Johanniter runs four integrated projects in Western Bahr el Ghazal State (WBeG) and Eastern Equatoria State of South Sudan focusing on maternal and basic health, nutrition (CMAM), WASH, Food Security and Livelihoods, and GBV/Protection. Funding is secured through the German Federal Foreign Office, German Federal Ministry for Economic Cooperation and Development, UN organisations (FAO, UNICEF) as well as a variety of private foundations. One of our strategic goals is to continue our comprehensive programme through to 2026/2027 and beyond, while seeking opportunities to expand our programmes in other areas of South Sudan.
In a Nutshell
- We are looking for an experienced PMEAL Coordinator to lead and strengthen PMEAL systems in South Sudan. This is an exciting opportunity for an experienced humanitarian professional who is passionate about evidence-based programming, organisational learning, and supporting country teams to maximise impact.
- Working closely with country offices and headquarters, you will serve as key link between the regional and global PMEAL strategies, strengthening country capacities, and promoting a culture of learning and accountability.
- Success in this role depends on your technical expertise, strong influencing skills, and ability to work collaboratively.
What you will do:
Strategy and Organisational Development
- Promote Johanniter’s values and contribute to achieving our 2027 Strategy.
- Support the implementation of regional and global PMEAL strategies with HQ and Country Office teams.
- Strengthen evidence-based decision-making, organisational learning and collaboration across Headquarters, the Regional Office and Country Offices.
Planning, Monitoring, Evaluation, Accountability and Learning
- Establish and strengthen country-level PMEAL systems aligned with organisational and donor requirements.
- Provide technical support for project design, monitoring frameworks, evaluations, donor reporting and accountability mechanisms.
- Coordinate assessments, evaluations and data quality processes to promote high-quality evidence and programme improvement.
- Strengthen organisational PMEAL standards, knowledge management systems and facilitate learning across programmes.
- Participate actively in Johanniter’s Global PMEAL Community of Practice.
Consortium and Donor Coordination
- Provide PMEAL support for multi-partner consortium programmes and institutional donor-funded projects.
- Harmonise monitoring approaches, strengthen data quality and support high-quality donor reporting.
Capacity Strengthening
- Design and facilitate trainings, workshops, webinars, and coaching for staff and partners on topics including:
- Planning and project design
- Results-Based Management (RBM)
- Theory of Change
- Needs assessments
- Quantitative and qualitative data collection
- Digital data collection and data quality
- Outcome Mapping and Most Significant Change
- Accountability and community feedback mechanisms
- Other PMEAL methodologies.
Communication & Collaboration
- Represent Johanniter in relevant PMEAL networks and working groups.
- Promote best practices, innovation and cross-country learning.
- Ensure stakeholders are informed of changes to PMEAL systems and processes.
- Collaborate closely with programme, technical and operational teams to strengthen programme quality.
Safeguarding and Inclusion
- Promote safeguarding, accountability and inclusive approaches in PMEAL systems.
- Support the collection and use of sex-, age- and disability-disaggregated data to improve programme quality and inclusion.
What you bring:
- Advanced degree in social sciences, international development, humanitarian assistance, or a related field.
- At least 5 years of PMEAL experience in humanitarian and/or development programmes, including work with local NGOs, community-based organizations, and partner organizations.
- Strong expertise in qualitative and quantitative PMEAL methodologies, including Theory of Change, Outcome Mapping, surveys, remote monitoring, and data analysis.
- Experience designing and facilitating participatory workshops, trainings, and capacity-strengthening initiatives.
- Proficiency in data collection and visualization tools (e.g. Survey CTO or similar) and presenting data in a clear, actionable way.
- Excellent communication, analytical, organizational, and stakeholder engagement skills, with the ability to work effectively across cultures and in complex environments.
- Fluency in English; additional regional languages are an asset.
- A willingness to travel, including to challenging and insecure operational contexts.
