How can you make a difference? Key functions / Responsibilities
The Community Engagement and Accountability Officer (CEA) is responsible for supporting the implementation, strengthening, and monitoring of Community Engagement and Accountability approaches within the programs, projects, and operations of the Venezuelan Red Cross. They work across technical areas and branches to ensure that communities have access to timely information, participate in decisions that affect them, and have safe and accessible mechanisms to share their comments, questions, and complaints.
He/She will be in charge of:
– Coordinate with subsidiaries and program areas the implementation of Community Participation and Community Accountability (CEA) activities, in accordance with the
institutional priorities and the standards of the Movement.
– Provide technical assistance to subsidiaries for the planning and implementation of community participation activities, community consultations, community meetings and participatory processes.
– Support the design, implementation and monitoring of community feedback mechanisms, ensuring that they are accessible, safe, inclusive and appropriate to the context.
– Follow up on the analysis, referral and closure of comments, questions, suggestions and complaints received through the community mechanisms established by the organization.
– Monitor trends, concerns, perceptions, rumors and access barriers identified in the communities, preparing periodic analyses to support programmatic decision-making.
– Support the implementation of participatory assessments, focus groups, community consultations and other methodologies that allow for a better understanding of the needs, priorities and preferences of the communities.
– Coordinate and facilitate training and capacity building processes aimed at staff and volunteers on CEA approaches, tools and minimum actions.
– Support the integration of CEA activities and indicators into projects, operational plans, evaluations, monitoring and institutional reports.
– Prepare technical reports, community feedback analysis, systematize learning, and document good practices related to CEA.
– Support the incorporation of risk communication and community engagement approaches into programs for health, emergencies, community resilience, protection, and other programmatic areas.
– To contribute to the adaptation of CEA tools, materials and methodologies for their implementation in different operational contexts of the Venezuelan Red Cross.
– Participate in internal and external technical coordination spaces related to CEA, when required and authorized by the corresponding coordination.
– Support the technical and programmatic monitoring of activities and budgets related to CEA in accordance with institutional procedures and project requirements.
– Perform other tasks assigned by the Community Participation Coordination, Protection Coordination or Program Management that contribute to the fulfillment of institutional objectives.

The Community Engagement Officer will report to the Protection Coordination or the Programs Directorate
Workplace
Caracas (Headquarters of the Venezuelan Red Cross), with availability to travel nationwide.
To qualify as a builder of the Venezuelan humanitarian system, you must meet the following requirements:
Education
University degree in sociology, anthropology, social work, community development, social communication, psychology, international relations, education or related areas.
Experience
– Minimum experience of three (3) years in community participation, community development, accountability, risk communication, social mobilization or humanitarian response.
– Experience in implementing community feedback mechanisms, participatory processes or community consultation.
– Experience in facilitating training and capacity building.
– Experience in monitoring, systematizing and analyzing community information.
– Previous experience in humanitarian or development organizations will be considered an advantage.
Knowledge and skills
– Knowledge of Community Participation and Community Accountability (CEA) approaches.
– Knowledge of participatory methodologies and community-centered approaches.
– Ability to analyze community information and identify opportunities for programmatic improvement.
– Facilitation skills, interpersonal communication and networking.
– Ability to write technical reports and present results.
– Proficient in office software and data collection and analysis platforms.
