How can you make a difference? Key functions / Responsibilities
The Human Resources Leader will have the main responsibility of leading the comprehensive management of paid human talent at the Venezuelan Red Cross, ensuring the implementation of standardized, efficient, transparent and coherent processes for personnel planning, recruitment and selection, incorporation, contract management, development, performance evaluation, welfare, retention and termination of employees.
She will be responsible for leading the national Human Resources team and consolidating an institutional system that allows for reliable and up-to-date information on personnel, strengthening the capabilities of the teams and ensuring the consistent application of Human Resources policies and procedures at headquarters, projects, operations and subsidiaries of the Venezuelan Red Cross.
He/She will be in charge of:
- To lead, coordinate and supervise the operation of the Human Resources area of ​​the Venezuelan Red Cross.
- Supervise the Human Resources staff under your responsibility, including Human Resources Officers, Assistants and Aides, setting priorities, distributing workloads and ensuring the quality and timeliness of the team’s products.
- Establish work plans, objectives, and performance indicators for the Human Resources team and regularly monitor their fulfillment.
- Lead the implementation, standardization and continuous improvement of the institutional Human Resources management system.
- Plan and monitor the human talent needs of the organization, in coordination with the Directorates, National Coordinators, project managers, operations and subsidiaries.
- Consolidate and keep updated the institutional staffing plan, identifying vacancies, critical positions, temporary needs and future personnel requirements.
- Coordinate and supervise the recruitment and selection processes, ensuring transparent, competitive, documented, timely and competency-based procedures.
- Ensure the correct management of calls for applications, pre-selection of candidates, interviews, reference checks and other stages established in the institutional selection processes.
- Coordinate the development, review, updating and standardization of the organization’s Terms of Reference and job profiles, ensuring clarity in functions, responsibilities, reporting lines and professional requirements.
- Keep the institutional catalog of positions, profiles and Human Resources structures up to date.
- Coordinate the onboarding and institutional induction processes for new employees, ensuring that they are familiar with the structure, policies, procedures, Fundamental Principles, Code of Conduct and responsibilities associated with their position.
- Design, implement and supervise the institutional performance evaluation system, ensuring that employees have clear objectives, periodic evaluations, feedback and improvement or development plans when appropriate.
- To provide guidance and support to Directors, Coordinators, Project Leaders and team leaders to strengthen their skills in people management, leadership, feedback, performance management and team development.
- Coordinate the identification of training needs and lead the development and monitoring of the Annual Training and Development Plan for staff.
- Promote professional development pathways, capacity building, and mechanisms for identifying and retaining critical talent for the organization.
- Coordinate institutional initiatives for employee well-being, recognition, organizational climate, and staff care.
- Implement and monitor periodic employee satisfaction and work climate surveys, analyze their results and propose improvement plans.
- Identify trends related to turnover, retention, absenteeism, work overload, satisfaction and other factors that may affect the performance or continuity of teams, proposing corrective actions.
- Maintain the institutional Human Resources information system up-to-date, ensuring reliable information on employees, positions, structures, contracts, personnel movements, evaluations, training and other data relevant to management.
- Ensure the correct creation, updating, digitization, confidentiality and safeguarding of employee records.
- Ensure that personnel files contain the required documentation and establish periodic control and update mechanisms.
- Coordinate the administrative processes related to hiring, renewals, contractual modifications, personnel movements and terminations, in conjunction with the Legal Department and the Finance Department.
- Maintain alert and monitoring mechanisms for contract expirations, probationary periods, vacations, performance evaluations, pending documentation and other milestones related to the employee life cycle.
- Coordinate with the Legal Department the correct application of Venezuelan labor legislation, as well as the proper handling of processes related to labor relations.
- Support the development, review and updating of salary scales, benefits and compensation mechanisms, providing technical information and analysis for institutional decision-making in coordination with the Organizational Development Directorate and the Finance Directorate.
- Ensure the updating of the master personnel database and promptly provide the Finance Department with the necessary updates for the correct execution of payment processes, maintaining an adequate segregation of duties.
- Provide advice to team leaders on situations related to performance, labor relations, discipline, work organization, labor conflicts and application of institutional policies.
- Design, update, socialize and supervise the application of institutional Human Resources policies, procedures, manuals and tools.
- To support subsidiaries in the progressive implementation of national Human Resources standards and to strengthen the capacities of the people responsible for these processes at the territorial level.
- Establish mechanisms for support, supervision and quality control over the Human Resources processes developed by projects, operations and subsidiaries.
- Coordinate Human Resources management during emergency situations, including accelerated recruitment processes, temporary expansion of structures and mobilization of personnel when appropriate.
- Plan the temporary Human Resources structures needed for large-scale humanitarian operations and ensure their integration with institutional systems.
- Ensure the application of institutional policies on integrity, safeguarding, protection against exploitation, abuse and harassment, the Code of Conduct and other rules related to the management of people, in coordination with the responsible bodies.
- Maintain appropriate mechanisms for the confidential and responsible handling of sensitive information related to employees.
- Design, consolidate and monitor Human Resources management indicators, including at least vacancy coverage, average hiring time, turnover, retention, induction, performance evaluation, training, absenteeism, job satisfaction and file updates.
- Prepare periodic Human Resources reports for the Organizational Development Management and the General Management, identifying results, trends, risks, gaps and recommendations for decision making.
- Promote an organizational culture based on Fundamental Principles, integrity, performance, respect, responsibility, continuous learning and care for people.
- Ensure the professional development of the Human Resources team under your supervision, through support, feedback, training and periodic performance evaluation.
- Maintain strict confidentiality regarding the personal, contractual, salary and employment information of employees.
- Perform other duties of the position and those assigned by your immediate superiors to contribute to the fulfillment of the organization’s strategic objectives.

The Human Resources Leader will report to the Organizational Development Directorate.

To qualify as a builder of the Venezuelan humanitarian system, you must meet the following requirements:
- University degree in Industrial Relations, Human Resources, Psychology, Administration, Law, Industrial Engineering or related areas.
- Postgraduate training or specialization in Human Resources, Talent Management, Labor Relations, Organizational Development or related areas is desirable.
- Minimum five (5) years of progressive professional experience in Human Resources or human talent management.
- Proven experience supervising or coordinating Human Resources teams.
- Proven experience managing recruitment and selection processes, hiring, induction, performance evaluation, training, welfare and termination of personnel.
- Experience in designing, implementing or improving Human Resources policies, procedures and systems.
- Solid knowledge of Venezuelan labor legislation and the main obligations related to personnel management.
- Experience in developing and evaluating job profiles, organizational structures, and staffing planning.
- Experience in implementation or administration of Human Resources management systems, databases or HRIS.
- Experience in digitization and administration of employment records and personnel information systems.
- Proven ability to design, analyze and monitor Human Resources indicators to support decision-making.
- Experience in performance management, talent development, training and capacity building.
- Experience in compensation, benefits, salary structures, or salary analysis is desirable.
- Experience advising team leaders on situations related to performance, labor relations, people development and policy application.
- Experience in managing labor relations and resolving complex Human Resources situations.
- Experience working in organizations with multiple locations, projects, operations, subsidiaries, or geographically distributed teams is highly desirable.
- Previous experience in humanitarian organizations, NGOs, international cooperation or the International Red Cross and Red Crescent Movement is desirable.
- Experience in Human Resources management in emergency contexts or rapid team expansion is desirable.
- Advanced proficiency in Microsoft Excel and digital tools for information management and analysis.
