GENERAL PROGRAM DESCRIPTION

The VENGOAL Civil Association is seeking applications for this position within the framework of the data collection and monitoring project for the Accountability and Monitoring Mechanism (AMM) of the World Food Programme (WFP) in Venezuela. The project covers the Capital District, Miranda, La Guaira, Carabobo, Yaracuy, Falcón, and Delta Amacuro, organized into three inter-state coordination areas (Central, Western, and Delta Amacuro), with an implementation period from October to December 2026. The scope of the role is exclusively the collection of data in the field and the reporting of qualitative findings; it does not include the analysis or presentation of results, which are the responsibility of the WFP.

POSITION OBJECTIVE

Ensure the correct execution, registration and financial reporting of the project, guaranteeing compliance with VENGOAL standards and the donor’s financial requirements.

RESPONSIBILITIES / MAIN FUNCTIONS

  • Process and record project payments, advances and settlements, verifying eligibility and sufficiency of supporting documentation.
  • Maintain budgetary control by line and by activity, with monthly monitoring of execution versus budget.
  • Prepare periodic financial reports and the final project report in the format required by the donor.
  • Apply and document the exchange rate policy and the multi-currency treatment of transactions.
  • Verify compliance with social security contributions and labor obligations associated with project personnel.
  • Coordinate with administration and field coordination the projection of funds and cash requirements.
  • Prepare and safeguard payment files for internal, external, and donor audits.
  • To provide timely alerts regarding budget deviations, risks of ineligibility, or procedural non-compliance.
  • Other functions that may be assigned by the supervisor, within the framework of the program’s objectives and needs.

MINIMUM REQUIRED PROFILE

  • Venezuelan National

Professional Studies:

  • University professional in Public Accounting, Administration, Economics or related areas.

Professional Experience:

  • Minimum three (3) years of experience in finance or project accounting.
  • Experience in financial reporting to institutional donors or United Nations agencies (desirable).
  • Experience in handling multi-currency operations in the Venezuelan context.

Knowledge

  • Project accounting, budget control, and cost eligibility.
  • Advanced proficiency in Excel and accounting systems (SAGE or others).
  • Venezuelan labor, tax and parafiscal regulations.
  • Compliance and anti-fraud standards applicable to the humanitarian sector.

Skills:

  • Analytical rigor and attention to detail.
  • Integrity, confidentiality, and professional ethics.
  • Ability to work under strict reporting deadlines.
  • Clear communication with non-financial teams.

RESOURCES

  • For the development of the activities, VENGOAL will provide the necessary work equipment.
  • The employee will have a physical space available to work in the VENGOAL office or at the corresponding operational base.
