GENERAL PROGRAM DESCRIPTION

The non-profit organization VENGOAL is seeking applications for this position within the framework of the data collection and monitoring project for the Accountability and Monitoring Mechanism (AMM) of the World Food Programme (WFP) in Venezuela. The project covers the Capital District, Miranda, La Guaira, Carabobo, Yaracuy, Falcón, and Delta Amacuro, organized into three inter-state coordination areas (Central, Western, and Delta Amacuro), with an implementation period from October to December 2026. The scope of the role is exclusively the collection of data in the field and the reporting of qualitative findings; it does not include the analysis or presentation of results, which are the responsibility of the WFP.

POSITION OBJECTIVE

Ensure the administrative and logistical support of the field deployment, guaranteeing the timely availability of resources, services and documentation in accordance with VENGOAL policies and donor requirements.

RESPONSIBILITIES / MAIN FUNCTIONS

  • Manage the acquisition of goods and services for the project according to the VENGOAL purchasing manual: quotes, comparative tables, purchase orders and files.
  • Coordinate the logistics of the deployment: land and river transport, lodging, food and fuel for the teams in the field.
  • Manage advances and settlement of travel expenses for field staff, verifying supporting documents and deadlines.
  • Keep track of assigned assets and equipment (laptops, mobile devices, information table furniture) with their registration and assignment record.
  • Organize the logistics of the face-to-face training and project meetings.
  • Maintain a complete and auditable physical and digital archive of the project.
  • Support the management of permits, cover letters and procedures with local authorities.
  • Verify compliance with internal control procedures in each purchase and payment process.
  • Other functions that may be assigned by the supervisor, within the framework of the program’s objectives and needs.

MINIMUM REQUIRED PROFILE

Nationality: Venezuelan National

Professional Studies:

  • University professional in Administration, Accounting, Logistics, Industrial Engineering or related areas.

Professional Experience:

  • Minimum two (2) years of experience in project administration, purchasing or logistics.
  • Experience with procurement and reporting procedures of NGOs or cooperation agencies (desirable).
  • Experience in logistical coordination of field operations in Venezuela.

Knowledge

  • Procurement processes, asset control, and file management.
  • Advanced proficiency in Excel and office tools.
  • Venezuelan labor and tax regulations applicable to contracts and services.
  • Concepts of donor compliance and document traceability.

Skills:

  • Organization, planning and meeting deadlines.
  • Transparency, integrity and confidential handling of information.
  • Problem-solving skills in complex logistical contexts.
  • Effective communication and teamwork.

RESOURCES

  • For the development of the activities, VENGOAL will provide the necessary work equipment.
  • The employee will have a physical space available to work in the VENGOAL office or at the corresponding operational base.
