BACKGROUND OF VENGOAL

The VENGOAL Civil Association is seeking applications for this position within the framework of the data collection and monitoring project for the Accountability and Monitoring Mechanism (AMM) of the World Food Programme (WFP) in Venezuela. The project covers the Capital District, Miranda, La Guaira, Carabobo, Yaracuy, Falcón, and Delta Amacuro, organized into three inter-state coordination areas (Central, Western, and Delta Amacuro), with an implementation period from October to December 2026. The scope of the role is exclusively the collection of data in the field and the reporting of qualitative findings; it does not include the analysis or presentation of results, which are the responsibility of the WFP.

POSITION OBJECTIVE:

The role of the Human Resources Officer is to guarantee, execute, support and comprehensively lead the human talent management processes, ensuring the coordination between the different assignments and compliance with institutional policies.

RESPONSIBILITIES:

  • Recruitment and selection: develops hiring processes according to the requirements of the areas and established profiles; publishes job postings, analyzes resumes and conducts preliminary screening interviews.
  • Interview coordination: organizes and coordinates interviews with those responsible for the areas or offices, ensuring an agile and orderly process.
  • Notifies and coordinates the hiring of selected candidates, complying with the process established by the organization.
  • Manages personnel files: coordinates the delivery and signing of required documents for new staff, signing of policies and ensuring compliance with mandatory training; also responsible for the document management of closing processes.
  • Supports the coordination of induction and training programs for new employees, in accordance with organizational requirements.
  • Enter employee information into SharePoint systems, training and vacation platforms, ensuring the correct recording of updates and payroll movements in coordination with the Finance area.
  • Responsible for managing the Project’s employee payroll, including all relevant payment vouchers and records. This also includes managing minimum wage payments, ensuring the accuracy of payroll calculations, and submitting the required payroll reports to Finance.
  • Administrator of the timesheets for all Project staff.
  • Audit personnel files, ensuring that employee records are complete.
  • Develops, updates and manages Human Resources procedures and policies, together with the Human Resources Management in Honduras.
  • Provides support in the development and monitoring of the staff performance evaluation process together with the Human Resources Management.
  • He is responsible for the control and management of Employment Contracts for the Project staff.
  • Support in affiliations to different entities such as IVSS, FAOV, LPP, private medical insurance if applicable.
  • Responsible for preparing employee severance packages upon retirement, ensuring timely payment and issuing the corresponding supporting documents for the final settlement and termination of employment. Also responsible for ensuring the monthly updating of the employee benefits and accrued interest accounting records, and guaranteeing compliance with current regulations regarding payments.
  • Managing staff vacations, monitoring timely records, and keeping the report updated.
  • Any other function, activity or responsibility that may be assigned to you by your immediate supervisor.

Academic Background

  • Bachelor’s degree studies in: Business Administration, Human Resources, Psychology or related fields.

Professional Experience

  • Minimum of 3 years in Human Resources and Administration positions.
  • Minimum of 3 years of experience working with international organizations.

Required knowledge in:

  • Extensive experience and knowledge in Human Resource Management and Administrative Processes.
  • Knowledge of human resource management as a payroll administrator, affiliations and labor laws.
  • Proficiency in English will be valued.
