- Context
Doctors of the World (MdM) is an independent non-governmental organization of active volunteers who provide care, bear witness, and support social change, both in France and internationally. For 40 years, we have been committed to supporting the most vulnerable people and their communities to remove the barriers they face in accessing healthcare.
Brief presentation of the project
The Harm Reduction (HR) program for People Who Use Drugs (PWID), launched in 2015 by Doctors of the World in Abidjan, has improved access to care for PWID living in precarious situations. After an initial phase focused on advocacy and outreach, the second phase (2018) helped strengthen community engagement, introduce opioid substitution therapy (OST), and open an Addiction Support and Care Center in Abidjan. The third phase expanded the range of services to Yamoussoukro, Bouaké, and San Pedro, consolidating achievements and empowering local partners. In April 2024, a fourth regional phase began in Togo and Benin to disseminate HR expertise and support the fight against HIV and tuberculosis.
Doctors of the World wishes to develop an interactive e-learning module for professionals working in specialized centers providing opioid agonist treatment (OAT). This project emerged at the request of doctors working in several centers in West Africa during meetings of the community of practice group.
This ambition is taken into account during the implementation of the regional project for disseminating RdR expertise in Francophone Africa (Togo/Benin), funded by L’Initiative – Expertise France.
- Description of the consultancy mission
Objective
To promote tailored training on CAT tools for professionals working in centers in West Africa. Specific objectives and pedagogical details, as well as additional information, are outlined in the terms of reference.
Budget
The budgets are allocated as follows:
Consultant 1:
Original design of interactive support (digital comics for the mobile learning device for healthcare professionals in West Africa) => 7,000 euros
Consultant 2:
Consultancy (Scientific supervision and creation of clinical content for a French-language mobile learning platform in CAT tools) => 7,000 euros
- Desired Profile
The consultants in charge of these projects must be able to provide sufficient guarantees of availability throughout the entire process. They must also have the necessary time to complete the activities.
Required skills:
Consultant 1:
With a background in visual communication, graphic design, illustration, multimedia, instructional design, communication or a related field;
Proven experience in the design of comics, illustrations or digital narrative content for educational purposes;
With experience in designing content for mobile learning, ideally accessible on smartphones and adapted to environments with limited connectivity;
Skills in educational and narrative scriptwriting, enabling the translation of complex professional situations into short, accessible and engaging stories;
The ability to design interactive and visually appealing materials, incorporating illustrations, dialogues, scenarios, quizzes or other elements that promote learning;
A good understanding of the principles of communication in health and of popularizing technical content;
An ability to work from scientific and technical content provided by experts in order to transform it into suitable educational materials
Consultant 2:
With advanced training in medicine, pharmacy, public health, addiction studies, psychiatry, or a relevant medical or scientific field
Provide scientific and clinical supervision of the module’s development;
Proven professional experience in the management of disorders related to the use of psychoactive substances, particularly for people benefiting from PTSD;
Expertise in protocols, clinical practices and recommendations relating to CAT, including initiation, monitoring, treatment adjustment, prevention and management of adverse effects and special situations;
Experience in the design, writing, revision or validation of scientific and clinical content intended for healthcare professionals;
The ability to transform scientific knowledge and clinical recommendations into accessible, structured educational content adapted to a mobile learning device;
Working in collaboration with the teaching, digital and graphic teams to ensure the faithful translation of clinical content into the various mobile learning media;
Integrate a non-stigmatizing, rights- and person-centered approach, consistent with harm reduction principles.

Deadline for expressing interest and submitting a complete proposal: 05/10/2026
Desired start date for the mission: October 2026
Desired dates for design, development, testing and adjustments: October to December 2026
Final delivery: January 2027 (Beta version, functional online) – February 2027 (mobile application)

Documents to submit
Service providers wishing to express their interest are invited to provide the following information:
A letter of interest of a maximum of three (3) pages indicating: experience in similar missions, at least two (2) references concerning the execution of similar contracts, dates of availability to carry out the consultancy, etc.
The up-to-date curriculum vitae (CV) of a maximum of 3 pages for the members of the proposed team, specifying where applicable the consulting firm to which each member of the team is attached.
A financial proposal including:
The total TTC budget.
The budget breakdown including VAT of expenses, if needed.
The completed and signed Declaration of Honour, attesting to what is legally required.
The expression of interest will only be considered complete if it includes these elements.
