About MCA – Ivory Coast Regional

The Millennium Challenge Account (MCA-Côte d’Ivoire Regional), in collaboration with the Government of the Republic of Côte d’Ivoire (GoCI) and the Millennium Challenge Corporation (“MCC”) of the Government of the United States of America, is implementing a $322.5 million project under the Compact. This program aims to strengthen regional energy security, reduce energy costs, and promote access to reliable and affordable electricity in West Africa by improving Côte d’Ivoire’s capacity to trade electricity on the regional market.

Job objective

Under the supervision of the Administrative and Financial Director, the Finance & Budget Manager is responsible for the financial, budgetary, and accounting management of the MCA-Côte d’Ivoire Regional Office. They ensure the efficient, transparent, and compliant use of the Compact’s financial resources, monitor budget execution, manage cash flow, prepare financial reports, and ensure compliance with internal control procedures and MCC compliance requirements.

Main responsibilities

  • Ensure the planning, preparation, monitoring and control of the program’s budget execution in order to guarantee the efficient use of resources and compliance with financial objectives.
  • Oversee all financial, accounting and treasury operations, ensuring their compliance with MCA policies, MCC guidelines and applicable accounting standards.
  • Prepare and submit, within the required timeframes, reliable and accurate periodic financial reports to Management, the Board of Directors, the MCC and other stakeholders.
  • Ensure that commitments and expenditures comply with approved budgets, financing agreements, internal procedures and applicable regulatory requirements.
  • Monitor cash flow, develop disbursement forecasts and manage operational relationships with banking institutions to ensure the availability of financial resources.
  • Coordinate internal and external audits and financial review missions, and ensure effective follow-up on the implementation of recommendations made.
  • Strengthen and maintain a robust system of internal control, financial risk management and fraud prevention in order to secure program resources.
  • To conduct financial analyses, budget projections and financing scenarios in order to inform strategic and operational decision-making by Management.
  • To guide, develop and supervise the Finance & Budget team, fostering a culture of performance, integrity, accountability and continuous improvement.
  • Collaborate closely with technical teams, project managers, procurement units and institutional partners to ensure integrated and effective financial management of the program.

Required skills

  • Bachelor’s degree (4 or 5 years of higher education) in Finance, Accounting, Auditing, Management Control or a related field.
  • Minimum 8 years of relevant experience including at least 3 years in a financial management position.
  • Desired experience in a project funded by an international donor.
  • Excellent command of budget management, financial reporting and internal controls.
  • Advanced proficiency in Excel and financial management software.
  • Good writing and communication skills in French and English.
  • Good knowledge of the financial management requirements of international donors, particularly in terms of budgeting, financial reporting, compliance, internal control, auditing and management of project funds financed by development partners.
  • Fluent English
