The Millennium Challenge Account (MCA-Côte d’Ivoire Regional), in collaboration with the Government of the Republic of Côte d’Ivoire (GoCI) and the Millennium Challenge Corporation (“MCC”) of the Government of the United States of America, is implementing a $322.5 million project under the Compact. This program aims to strengthen regional energy security, reduce energy costs, and promote access to reliable and affordable electricity in West Africa by improving Côte d’Ivoire’s capacity to trade electricity on the regional market.

Job objective

The Governance Manager, reporting to the Director of Operational Capacity and Regulation-CI, is responsible for supporting governments, investors, and regional stakeholders in the successful implementation of the Regional Electricity Project, from its conception to its execution. They ensure the coordination and monitoring of project activities, foster effective collaboration between the teams and departments involved in its implementation, particularly with the Blended Finance Director, the Legal Director, and the WAPP and ARREC Support Directors, as well as the procurement, environmental, and social management functions. They also ensure rigorous risk management and adherence to work plans, budgets, and expected results. In this capacity, they provide regular and high-quality reporting to Management and MCC representatives. Furthermore, they contribute to strengthening the regulatory framework of the regional electricity market by supporting stakeholders in improving market rules, governance mechanisms, management systems, and contract execution. Finally, it ensures that the implementation of the project is aligned with the objectives of the Compact and that the resources made available are used efficiently.

Main responsibilities

  • Ensure the planning, implementation, monitoring and evaluation of the Regional Electricity Project, ensuring its alignment with the objectives of the Compact and national development priorities.
  • Monitor and evaluate project performance, propose necessary adjustments to address identified risks, challenges and opportunities, and ensure the achievement of expected objectives and results, under the supervision of the ECOWAS Regional Electricity Market Support Director.
  • Identify and report on the operational and programmatic issues related to the design and implementation of the Regional Electricity Project and its activities.
  • Provide technical support and contribute to capacity building of regional stakeholders to support regulatory reforms, market monitoring and enforcement of contractual provisions.
  • To lead the development, revision and improvement of regional electricity market rules and associated management systems.
  • Ensure the collection, analysis and use of regulatory data as well as benchmarking and performance evaluation exercises.
  • Develop and maintain effective working relationships with public administrations, local authorities, project beneficiaries and other stakeholders in order to promote their active participation in the implementation of the project.
  • Advise the ECOWAS Regional Electricity Market Support Director and project teams on optimal approaches to resource management, planning and execution, in accordance with the strategies, frameworks and budgets of the MCA-CI Regional program.
  • Ensure communication of the project’s objectives, action plans and expected results to stakeholders in order to strengthen their buy-in and commitment.
  • Ensure that the needs, concerns and perspectives of stakeholders are taken into account in the design, planning and implementation activities of the project.
  • Evaluate the effectiveness of the project’s management, planning and budgeting mechanisms to ensure that expected results are achieved and deadlines are met for the Regional Electricity Project.
  • Supervise the project components and assess their contribution to the Compact objectives, ensuring compliance with quality requirements, environmental and social performance (ESP) standards, and MCC monitoring, evaluation and economic analysis (MEEA) requirements.
  • Represent the Regional Electricity Project at relevant meetings, conferences and other events, promote its achievements and best practices, and contribute to discussions on sector development.
  • Ensure the project complies with donor requirements, particularly in terms of procurement, financial management, environmental and social safeguards, and applicable policies and procedures.
  • Ensure the monitoring of the performance of awarded contracts, in particular by reviewing and approving the work plans and resource mobilization plans of service providers, as well as by negotiating the necessary adjustments to contractual deliverables.
  • Perform any other task assigned by the MCA-CI Regional Management in order to contribute to the success of the Regional Electricity Project and the achievement of the Compact objectives.

Required skills

  • Master’s degree (Bac + 5) in public policy, energy economics and/or policy, management, economics, governance, political science, international development or in any other relevant field related to electricity sector policies and capacity building.
  • At least eight (8) years of professional experience in a relevant field of coordination or management (electricity sector policies, regulation, governance, capacity building and/or planning)
  • At least five (5) years of relevant experience in a leadership position, including program management and team supervision.
  • Excellent knowledge of regulatory development, benchmarking and operations, as well as international best practices in sector regulation, tariff setting, utility governance, lowest cost investment planning and private sector investment frameworks.
  • Proven experience in rule development, market monitoring and systems implementation, ideally in the energy sector.
  • Proven experience in managing and delivering high-quality projects on time and within budget.
  • Proven experience in managing complex and large-scale projects, preferably within international development organizations or agencies.
  • Good knowledge of international norms and standards applicable to the management of projects financed by donors, including the MCC, the World Bank, USAID or similar institutions.
  • Experience in monitoring and reporting project results based on performance indicators and defined targets.
  • Demonstrated ability to coordinate and influence diverse stakeholders to achieve project objectives.
  • Experience in competitive electricity markets, including their integration into regional energy markets.
  • Experience in developing and implementing regulatory reforms aimed at strengthening regional cooperation, particularly in the energy or market sectors.
  • Good knowledge of regulations applicable to energy markets in sub-Saharan West Africa is desirable.
  • Proven experience in developing and maintaining relationships with public and private stakeholders in the energy sector; experience in Ivory Coast is an asset.
  • Experience in leading institutional change and implementing institutional reforms is desirable.
  • A certification or qualification in project management is a significant asset.
  • Excellent command of French, both written and spoken; proficiency in English is a highly desirable asset.
