About MCA – Ivory Coast Regional
The Millennium Challenge Account (MCA-Côte d’Ivoire Regional), in collaboration with the Government of the Republic of Côte d’Ivoire (GoCI) and the Millennium Challenge Corporation (“MCC”) of the Government of the United States of America, is implementing a $322.5 million project under the Compact. This program aims to strengthen regional energy security, reduce energy costs, and promote access to reliable and affordable electricity in West Africa by improving Côte d’Ivoire’s capacity to trade electricity on the regional market.
Job objective
The Operational Capacity Building Manager reports to the Director of Operational Capacity and Regulation. They are responsible for supporting public administrations, investors, and regional stakeholders in the successful implementation of the Regional Electricity Project, from its conception to its execution. They coordinate and monitor activities within their area of responsibility, foster effective collaboration between the teams and departments involved in the project (particularly with the Director of Blended Finance, the Legal Director, and the Directors of WAPP and ARREC Support, as well as the procurement, environmental, and social management functions), ensure rigorous risk management, and monitor adherence to work plans, budgets, and expected results. In this capacity, they provide regular and high-quality reporting to the Director of Regulatory and Operational Capacity Support for Côte d’Ivoire and to representatives of the MCC. It also contributes to strengthening the institutional capacities necessary for the development of the regional electricity market, particularly through initiatives aimed at improving the operational performance of sector stakeholders and promoting social objectives, such as increasing women’s participation in the energy sector. Finally, it ensures that the implementation of activities is aligned with the Compact’s objectives and that program resources are used efficiently.
Main responsibilities
- Ensure the planning, implementation, monitoring and evaluation of MCA project activities, ensuring their alignment with the Compact objectives and national development priorities.
- Monitor and evaluate project performance, propose necessary adjustments to address identified risks, challenges and opportunities, and ensure the achievement of expected objectives and results under the supervision of the Director of Regulatory and Operational Capacity Support of Côte d’Ivoire.
- Identify and report on the operational and programmatic issues related to the design and implementation of the Regional Electricity Project and its activities.
- Lead capacity building activities for institutions in the electricity sector in Côte d’Ivoire, particularly within the framework of the regional electricity market.
- Support technical assistance aimed at promoting gender inclusion in the electricity sector, supporting the implementation of energy policies and encouraging women’s participation in the professions and bodies of the energy sector.
- Oversee the development of capacity-building plans and the implementation of strategic training on regional electricity market practices.
- Contribute to the development and implementation of a strategy and action plan for gender integration in the energy sector in Côte d’Ivoire, in close collaboration with Social Analysis (SA) specialists.
- Develop and maintain effective working relationships with public administrations, local authorities, project beneficiaries and other stakeholders to ensure their active participation and support in the implementation of the project.
- Advise the Director of Regulatory and Operational Capacity Support for Côte d’Ivoire and the project teams on the best approaches to resource management, planning and execution of activities, in line with the strategies, reference frameworks and budgets of the MCA program.
- Ensure the communication of information relating to the plans, objectives and activities of the project to stakeholders (public administrations, beneficiaries, partners, etc.) in order to strengthen their support and commitment to achieving the results.
- Ensure consultation and involvement of stakeholders so that their needs, concerns and perspectives are taken into account in the design and planning of activities.
- Evaluate the effectiveness of the project’s management, planning and budgeting mechanisms to ensure that the expected results are achieved and the deadlines for the Regional Electricity Project are met.
- Supervise the project components and assess their contribution to the Compact objectives, ensuring compliance with quality requirements, Environmental and Social Performance (ESP) standards, Social Analysis (SA), Monitoring, Evaluation and Economic Analysis (MEEA), as well as MCC requirements.
- Represent the MCA project at meetings, conferences and other events, promoting its achievements, best practices and contribution to the development of the sector.
- Ensure compliance with the requirements applicable to donor-funded projects, particularly in terms of procurement, financial management, environmental and social safeguards, as well as applicable policies and procedures.
- Ensure the monitoring of the performance of awarded contracts, in particular by reviewing and approving the work plans and resource mobilization plans of service providers, as well as by negotiating the necessary adjustments to contractual deliverables.
- Perform any other tasks assigned by the MCA Management in order to contribute to the overall success of the project and the achievement of the Compact’s objectives.
Required skills
- University degree in Public Policy, Management, Economics, Operations Management, Infrastructure, International Development or any other relevant field related to electricity sector policies and capacity building.
- At least eight (8) years of professional experience in a relevant field, including electricity sector policy, regulation, governance, capacity building and/or planning.
- At least five (5) years of relevant experience in a leadership position, including program management and team supervision.
- Excellent knowledge of electricity markets, regional trade policies, industry regulation and operations, as well as international best practices in regulation, pricing, utility governance, low-cost investment planning and promotion of private investment.
- Proven experience in the design and implementation of capacity building and institutional development programs, ideally in the energy sector.
- Demonstrated experience in managing and delivering high-quality projects, respecting deadlines and budgets.
- Proven experience in managing complex and large-scale projects, preferably within international development organizations or agencies.
- Good knowledge of international norms and standards applicable to the management of projects financed by donors, including the MCC, the World Bank, USAID or similar institutions.
- Experience in performance monitoring and results reporting through predefined indicators and objectives.
- Demonstrated ability to coordinate and mobilize diverse stakeholders to achieve project objectives.
- Experience in competitive electricity markets, including their integration into regional energy markets.
- Experience in developing and implementing capacity-building plans aimed at improving the performance of institutions.
- Good knowledge of gender inclusion and equity issues in sub-Saharan West Africa; experience in this area is an asset.
- Proven experience in developing and maintaining effective working relationships with public and private stakeholders in the energy sector; experience in Ivory Coast is desirable.
- Experience in change management and implementation of institutional reforms is highly desirable.
- A professional certification in project management is a significant asset.
- Excellent command of written and spoken French; proficiency in professional English is highly desirable.
