About MCA – Ivory Coast Regional
The Millennium Challenge Account (MCA-Côte d’Ivoire Regional), in collaboration with the Government of the Republic of Côte d’Ivoire (GoCI) and the Millennium Challenge Corporation (“MCC”) of the Government of the United States of America, is implementing a $322.5 million project under the Compact. This program aims to strengthen regional energy security, reduce energy costs, and promote access to reliable and affordable electricity in West Africa by improving Côte d’Ivoire’s capacity to trade electricity on the regional market.
Job objective
The Network Technology Engineering Manager for MCA-Côte d’Ivoire reports to the Infrastructure and Programs Director and plays a key role in the successful implementation of the various network technology engineering projects funded under the Compact, aimed at addressing development challenges in Côte d’Ivoire. In this capacity, they work closely with the Government of Côte d’Ivoire, MCA-Côte d’Ivoire, MCC, and project stakeholders (including CI-ENERGIES, CIE, DGE, and ANARECI) to ensure that technical solutions are designed and implemented effectively, efficiently, and in compliance with applicable standards and regulations. They supervise the teams responsible for implementing the technical and engineering activities of the projects, ensuring effective collaboration among the teams, close coordination with other departments involved in project execution (including the WAPP and ERERA Support Directors, Procurement, and Environmental and Social Safeguards), and rigorous risk management. He also ensures adherence to work plans, budgets, and expected results. Finally, he ensures that project implementation aligns with the overall objectives of the Compact and that resources are used efficiently.
Main responsibilities
- Oversee the planning, design and implementation of engineering projects under the MCA-Côte d’Ivoire Regional Compact, ensuring their alignment with program objectives and compliance with MCC policies and procedures.
- To lead the technical analyses, assessments and feasibility studies necessary for project design and decision-making, taking into account environmental, social and economic aspects.
- Oversee the development, review and updating of technical specifications, plans, diagrams and other engineering documents, ensuring their compliance with applicable norms and standards.
- Collaborating with the Procurement team in the preparation and evaluation of tender documents, technical proposals and the supplier selection process, in order to ensure that the technical requirements of the projects are taken into account.
- Represent MCA-Côte d’Ivoire projects at meetings, conferences, workshops and other relevant events, highlighting achievements, best practices and results obtained.
- Evaluate the project components and their impacts in light of the Compact’s strategies and frameworks, in order to ensure the achievement and sustainability of quality objectives, in accordance with the requirements of Environmental and Social Performance (ESP), Social Analysis (SA), Monitoring, Evaluation and Economic Analysis (MEEA), as well as MCC standards.
- Represent MCA-Côte d’Ivoire projects at meetings, conferences and other events, promoting their achievements, the good practices implemented and their contribution to the development of the sector.
- Ensure compliance with the requirements applicable to donor-funded projects, particularly in terms of procurement, financial management, environmental and social safeguards, as well as applicable policies and procedures.
- Ensure the monitoring and evaluation of project performance, propose the necessary adjustments to address identified risks, challenges or opportunities, and guarantee the achievement of expected objectives and results.
- Supervise the construction and deployment activities of network infrastructure, ensuring compliance with the scope of work, quality standards, contractual deadlines and safety requirements.
- Coordinate actions with MCA-Côte d’Ivoire officials, public administrations and other stakeholders to ensure effective communication and collaboration throughout project implementation.
- Provide technical support and guidance to MCA-Côte d’Ivoire teams, Government representatives and project partners on network engineering and infrastructure issues.
- Oversee the preparation of progress reports, presentations and other technical documents related to projects, intended for internal and external stakeholders.
- Advise teams on best approaches to resource management, project planning and execution, consistent with MCA program strategies, frameworks and budgets.
- Ensure the monitoring of the performance of awarded contracts, in particular by reviewing and approving the work plans and resource mobilization of service providers, as well as by negotiating the necessary adjustments to contractual deliverables.
- To continuously stay informed of emerging trends, best practices and innovations in the field of engineering, and to contribute to knowledge sharing within the MCA-Côte d’Ivoire Regional team.
Required skills
- University degree in engineering or a related field. Specialization in network technology engineering, infrastructure engineering, civil engineering or electrical engineering is highly desirable.
- At least eight (8) years of relevant experience in the planning, design and implementation of engineering projects, preferably within large-scale development programs, energy projects or network technology projects.
- Proven experience in collaborating with public administrations, bilateral or multilateral agencies and other development institutions in the implementation of engineering projects, ideally in the energy or network technology sectors.
- Ability to supervise, support and motivate teams, particularly through coaching and skills development, in order to optimize performance, quality of work and achievement of objectives.
- Demonstrated ability to establish a climate of trust within teams and to foster a culture of results and continuous improvement oriented towards impact.
- Experience in the engineering sector in sub-Saharan West Africa, particularly in Ivory Coast, is an asset; experience in the energy or network technology sectors is highly desirable.
- Proven experience in managing and delivering high-quality projects, respecting deadlines and budgets.
- Demonstrated experience in managing complex and large-scale projects, ideally within international development organizations or agencies.
- Good knowledge of international norms and standards applicable to the management of projects financed by donors, including the MCC, the World Bank, USAID or similar institutions.
- Experience in performance monitoring and results reporting based on predefined indicators and targets.
- Demonstrated ability to coordinate and unite diverse stakeholders to achieve project objectives.
- A project management certification is a significant asset.
- Excellent command of written and spoken French; proficiency in professional English is highly desirable.
