RECRUITMENT CONTEXT
As part of a newly created position, we are seeking a Technical Assistant for the Mérieux Foundation office in Madagascar.
THE POSITION
The Technical Assistant Madagascar provides technical support to the Regional Director for the development and coordination of activities and teams in the intervention area, in accordance with the strategy and values of the Mérieux Foundation.
He works under the responsibility of the Regional Director and contributes to the definition of the regional strategy with the technical management at headquarters.
He also works closely with project managers and managers at headquarters and offices.
Finally, he interacts with the RAF Madagascar as well as the Support Functions at headquarters (Partnerships, Finance, HR, Legal, Communication, Monitoring and Evaluation), for the proper monitoring of projects.
The Deputy notably performs the following duties:
- In conjunction with the Regional Director, he defines intervention strategies and action plans in the area, in line with the vision defined by headquarters.
- Working with the Regional Director and headquarters, he identifies project and funding opportunities, participates in the development of new national and multi-regional projects, and identifies potential partners. He monitors the regional relevance and coherence of projects to develop the office’s activities.
- He manages the technical coordination of a portfolio of projects, relying on field technical teams and in liaison with headquarters. He oversees the achievement of objectives and provides field support for problem-solving.
- He monitors the relevance and consistency of projects in the area with the Programs Directorate,
- By delegation from the Regional Director, he represents the Foundation at the institutional level to promote the programs in Madagascar to partners, local authorities and donors.
- He can participate in project exploration missions, also on delegation.
- He manages the technical HR for the office.
- He provides the technical interface with headquarters on regional and/or national projects and on prospective topics (such as RAM, support for laboratories, TB, etc.).
The Technical Assistant for Madagascar will be directly responsible for managing certain projects. The project portfolio will be decided jointly with the Director for Madagascar (and in conjunction with headquarters).
YOUR PROFILE
You are sensitive to global public health issues;
You have a good knowledge of the health system and the laboratory system, of public health in general and of the functioning of biological laboratories in particular in Madagascar;
- Initial training in general medicine with a specialization in either medical biology, public health, infectious diseases, or pediatrics.
- Prior experience of 5 to 7 years in managing development programs, preferably in the medical and scientific field
- Experience in institutional representation of organizations
- Experience in the development, management, monitoring and evaluation of donor-funded projects
- Experience in writing responses to calls for projects
- Excellent oral and written communication skills in French, proficiency in written and spoken English is required;
- Excellent writing skills;
- Strong interpersonal skills and ability to work within a multidisciplinary team, including remotely. Autonomy, diplomacy*.* Rigor and analytical skills. Ability to remain objective in sensitive situations. Adaptability to the local context. Strong initiative.
