The protection of those benefiting from and impacted by our work is our top priority in everything we do. Everyone collaborating with ALIMA commits to:

HEALTH – INNOVATE – TOGETHER : Since its creation in 2009, ALIMA has treated more than 10 million patients and now operates in 12 African countries. In 2021, we developed more than 60 humanitarian medical response projects to meet the needs of populations affected by conflict, epidemics, and extreme poverty. All of these projects are carried out in support of national health authorities through nearly 357 health facilities (including 45 hospitals and 312 health centers). We work in partnership, particularly with local NGOs, whenever possible to ensure that our patients benefit from expertise wherever it is found, whether in their own country or elsewhere in the world. Furthermore, to improve the humanitarian response, we conduct operational and clinical research projects, notably to combat malnutrition and viral hemorrhagic fevers.
THE ALIMA TEAM: More than 2,000 people currently work for ALIMA. The field teams, working closest to patients, receive support from the coordination teams, generally based in the capital cities of the countries where they operate. These teams are supported by the four desk teams and the emergency and openings team based at the operational headquarters in Dakar, Senegal. The teams in Paris and New York actively work on fundraising and representing ALIMA. The rest of the ALIMA network includes individuals and partner teams working for other organizations such as the medical NGOs BEFEN, ALERTE Santé, SOS Médecins/KEOOGO, and AMCP; the research organizations PACCI and INSERM; the Universities of Bordeaux and Copenhagen; the NGO Solidarités International; and many others.

CONTEXT
ALIMA programs in the DRC
The Democratic Republic of Congo (DRC), located in the heart of Central Africa, is one of the largest countries on the continent, with an estimated population of over 100 million inhabitants spread across 26 provinces and 512 health zones.
The country faces complex and recurring humanitarian and health crises, particularly in the eastern provinces, where protracted armed conflicts, population displacements, and climate shocks have severely weakened the health system. These vulnerabilities contribute to the emergence and spread of repeated epidemics, including measles, cholera, malaria, plague, meningitis, measles, and Ebola virus disease.
The DRC occupies a central place in the preparation and response to diseases with epidemic potential in Africa. Since the identification of the Ebola virus on its territory in 1976, the country has experienced several outbreaks, including the major epidemics of 2018–2020 in North Kivu and Ituri, which highlighted the need to sustainably strengthen capacities for early detection, surveillance, infection prevention and control (IPC), alert management and rapid response at the level of health facilities and communities.
In 2026, the DRC faced a new Ebola virus disease outbreak caused by the Bundibugyo virus, which spread to several provinces. The WHO declared this outbreak a Public Health Emergency of International Concern in May 2026. In this context, ALIMA actively contributed to the epidemic response, particularly in the provinces of North Kivu and Ituri, alongside the Ministry of Health and other response partners.
More than 500 national and international organizations support the Ministry of Health in responding to these challenges. However, the needs remain considerable, particularly in the face of persistent food and nutritional insecurity in the east of the country, recurring epidemics, and difficulties in accessing essential health services as well as water, hygiene, and sanitation.
ALIMA has been working in the DRC since 2011, where it initially responded to a measles epidemic. Since then, the organization has been supporting the Ministry of Health in managing health emergencies, strengthening health services, and preparing for and responding to epidemics, particularly in the provinces of North Kivu and Ituri.
ALIMA’s presence and interventions in the DRC
To date, ALIMA is present in three provinces (South Kivu, North Kivu and Ituri), with integrated multi-sectoral interventions including:
emergency response to diseases with epidemic potential and research activities (Mpox, Ebola, etc.)
the management of acute malnutrition
rapid and integrated interventions in health, nutrition, WASH, protection and TEUM for vulnerable populations
In certain contexts, specific support for women and girls who are victims of armed violence
These activities are implemented in a manner adapted to the operational contexts, within an integrated and flexible response framework.
The ALIMA mission in the DRC is supported by a diverse range of institutional donors as well as foundations – GHSD (US State Department), ECHO, CDCS, OFA/OCHA, FH, CIFF, FCDO, enabling coverage of the different components of interventions and strengthening the continuity of activities across all intervention areas.

PROTECTION OF BENEFICIARIES AND COMMUNITY MEMBERS
Level 3: As part of their duties, the incumbent will be required to visit programs and be in contact with children and/or vulnerable adults. Therefore, a criminal record check or a certificate of good conduct will be required. In situations where it is impossible to provide a criminal record check or a certificate of good conduct, a sworn statement will be requested.
FUNCTIONAL AND HIERARCHICAL LINKS

MAIN MISSION
Under the supervision of the DRC Donor Relations Manager, the Grants Officer ensures the operational and contractual monitoring of GHSD financing, ensuring the proper implementation of commitments made to the donor and the quality of project deliverables.
More specifically, he/she is responsible for coordinating, preparing, and monitoring all contractual deliverables and reports intended for the donor, in collaboration with the program, finance, MEAL, and implementing partners. He/she is also the focal point for operational communication with the donor in the DRC.
He/she ensures the operational coordination of the consortium, facilitating the flow of information, monitoring the commitments and deadlines of the various partners, as well as consolidating the contributions necessary for the project deliverables and reports.
He/She ensures compliance with the donor’s contractual requirements and ALIMA procedures, identifies potential risks of non-compliance and monitors them. He/She also contributes to the development and monitoring of files related to funding and projects connected to the Ebola response, as well as to the regular activities of the ALIMA mission in the DRC.
MAIN ACTIVITIES
- Management of deliverables and landlord reporting
Coordinate the preparation, consolidation and submission of narrative, financial and other contractual deliverables required by the lessor, in compliance with deadlines and quality requirements.
Ensure monitoring of the schedule of contractual obligations and anticipate deadlines, contribution needs and potential delays.
Centralize and verify contributions from program, finance, MEAL, operations and partner teams before transmission to the donor.
Ensure the archiving and traceability of documents and exchanges related to financing.
2. Communication and management of the relationship with the landlord
Ensure operational communication with the donor at the DRC level, under the supervision of the Donor Relations Manager.
Prepare and coordinate responses to landlord requests, as well as meetings, follow-up points and technical exchanges related to the project.
To monitor the commitments made to the landlord and ensure the consistency of the information provided.
3. Coordination and monitoring of the consortium
Ensure operational coordination with consortium partners and facilitate the regular flow of information between the various stakeholders.
Monitor partners’ commitments, activities, deadlines and deliverables, and ensure the consolidation of their contributions in project reports and other deliverables.
Organize and prepare consortium coordination meetings, and ensure follow-up on decisions taken and actions to be implemented.
Identify and report any delays, difficulties or risks related to the implementation of partners’ commitments.
4. Monitoring of compliance and contractual obligations
Ensure compliance with contractual requirements and landlord obligations in collaboration with the relevant teams.
Identify non-compliance risks and ensure their monitoring and resolution in conjunction with the relevant managers.
Ensure compliance with ALIMA procedures and specific donor requirements in the implementation and reporting of the project.
Ensure the monitoring of indicators and contractual commitments in collaboration with the program, MEAL and finance teams.
5. Support for the development and monitoring of related funding
Contribute to the identification and development of funding applications related to the Ebola response and the strengthening of the health system in the intervention areas.
Support the preparation of concept notes, proposals and other funding documents in collaboration with the relevant teams.
Contribute to monitoring funding opportunities and projects related to the Ebola response as well as to the regular activities of the ALIMA mission in the DRC.
To ensure the capitalization of relevant information and documents for the development of future funding.
6. Internal coordination and support for teams
Ensure smooth flow of information relating to GHSD funding between the programme, finance, MEAL, operations and coordination teams.
Supporting teams in understanding and complying with the landlord’s contractual and reporting requirements.
Participate in relevant coordination meetings and ensure follow-up on actions within the Grants scope.
Experiences & Skills
Advanced degree (Master’s level or equivalent) related to the position (development studies, public health, international relations, project management, etc.)
Excellent level of English and French, both spoken and written.
Good command of project management tools (project cycle, logical framework, project proposal, reporting, etc.)
Professional experience in reporting, design and/or project management of at least one year, as well as field experience.
Excellent analytical, synthesis, and writing skills
Autonomy, initiative, ability to work in a team and to communicate

Contract type: Fixed-term contract under French law with possibility of renewal

Accommodation costs
