JOB PURPOSE

As part of zero hunger SDG 2 and Partnerships SDG 17, WFP’s shift from delivering to delivering and enabling countries aims at improving efficient and effective institutions, systems and programmes that will be able to tackle the root causes of food insecurity and emergency responses. WFPs experience during the COVID-19 response demonstrated that national partners had a high demand for WFP’s bilateral logistics and procurement services. Procurement Services- particularly food procurement for government social protection agencies is the largest service being provided in the region. Country offices are requiring additional support to effectively manage these services activities for their partners, while WFP tries to streamline professionalize it’s supply chain processes. Additionally, RBP seeks integrate procurement concepts into its Country Capacity Strengthening Strategy as the are becoming an increasingly important part of the supply chain gap assessments performed on national social protection programmes.

KEY ACCOUNTABILITIES

Under the supervision of the Senior Regional Supply Chain Officer in the WFP Regional Bureau, the incumbent will be expected to perform the following tasks:

1. Contribute to the development and implementation of supply chain plans and procedures,

in line with the global WFP supply chain strategy and regional/functional strategies, policies

and plans, to achieve operational cost efficiency, agility, reliability, quality and to support

national capacity strengthening.

2. Provide substantive contributions to regional/country context analyses and to the

management of end-to-end operational supply chain and retail networks, in support of

operational supply chain challenges and operational optimization.

3. Contribute to planning and implementation of supply chain operations, initiatives and

services to ensure a timely,cost-effective and integrated approach and in close

cooperation with key supply chain stakeholders.

4. Perform analyses and detailed conceptual work putting together comprehensive reports

identifying opportunities for improvement and effective operationalization of supply chain

within the area of responsibility.

5. Conduct regular financial analysis and budget reviews, drawing out insights and recommending actions to senior staff for maximizing use of resources and effectiveness of supply chain operations.

6. Build and maintain productive partnerships mostly at the operational level and collaborate

with counterparts in the key supply chain functions contributing to an integrated supply

chain approach to food assistance and cross-functional operational alignment.

7. Build and maintain productive partnerships with supply chain counterparts amongst

government and other national organizations, UN agencies, NGOs and private sector to

share operational knowledge contributing to coordinated and cost-effective supply chain.

8. Provide technical contribution to market analysis and supply chain network mapping to

inform the selection of an appropriate operation modalities to improve supply chain

performance.

9. Support management of supply chain operations, or manage less complex supply chain operations, in compliance with the established supply chain strategies, policies, procedures and controls, and following corporate standards, with special emphasis on quality control, loss prevention, risk mitigation and cost effectiveness.

10. Support the monitoring of supply chain activities to check that appropriate internal controls are followed to increase the day-to-day efficiencies and overall performance of supply chain operations.

11. Support management of service providers/vendors, port, fleet and warehouse operations to promote safe, efficient planning and execution of WFP operations.

12. Prepare accurate, comprehensive and timely reports, dashboards and other visual materials on supply chain activities including trends to support informed decision-making and consistency of information presented to the stakeholders.

13. Guide and supervise staff, acting as a point of referral, providing training and supporting them with more complex analysis and queries.

14. Contribute to preparedness actions and support quick emergency response to deploy food and resources at the onset of the crisis.

DELIVERABLES AT THE END OF CONTRACT

By the completion of this contract date, the incumbent will have presented to full completion, the following deliverables:

1.Create a training module for partners in basic humanitarian procurement practices and principles.

2.Develop a guidance note for Procurement Service Provision based on the experiences and best practices from RBP country offices.

3.Support the Supply Chain Gap Assessment in providing input the procurement component.

STANDARD AND MINIMUM QUALIFICATIONS

Education: Advanced University degree in International Affairs, Economics, Procurement and Supply chain or other field relevant to international development assistance, or First University Degree with additional years of related work experience and/or trainings/courses.

Experience: Minimum of 3 years in procurement in the both the private sector and/or humanitarian sector experience. Experience in capacity strengthening highly preferred.

Language: Fluency (level C) in English and Spanish. French is desired.

KNOWLEDGE AND SKILLS

Good analytical skills: ability to communicate clearly both orally and in writing; ability to work in a team and establish effective working relations with persons of different national and cultural backgrounds. flexibility in accepting work assignments outside normal desk description. Demonstrated ability to develop and maintain effective work relationships with counterparts and staff within the office, ability to establish priorities and to plan,coordinate and monitor own work plan.

Successful candidates will be placed in a roster for two (2) years.

Consultants are recognized authorities or specialists in a specific field and whose services are utilized in an advisory, consultative, or demonstrative capacity.
