Data Reporting and Analysis Specialist Adviser At Norwegian Refugee Council

An exciting opportunity to head up the Data Reporting Systems and Analysis Specialistrole for a leading international NGO working in Oslo, Norway.

What we are looking for

The Norwegian Refugee Council (NRC) is seeking a highly qualified, resilient and dynamic Data Reporting Systems and Analysis Specialist to bridge the gaps between data administration, engineering, and analysis using our Global Output & Outcome Reporting System (GORS) implemented on DHIS2. The ideal candidate will play a pivotal role in managing, optimizing, and drawing insights from our data ecosystem to further NRC’s goals.

NRC established a M&E Unit in 2018. The unit is based in the Global Programme Section within Field Operations. This Unit is responsible for the development and operationalization of the centre of excellence for organisation wide results management, including a system for global accountability for programme impact and effectiveness.

What you will do

  1. Ensure the DHIS2 system is running and available for use, liaising with our hosting partners.
  2. Keep GORS meta-data clean, functional, and documented.
  3. Document backend processes thoroughly and implement.
  4. Lead on developing functionality to ensure the GORS meets both global reporting needs as well as country office reporting needs.
  5. Recruit & manage external consultants and service providers working on GORS product development.
  6. Lead on the building and maintenance of key Extract, Load, Transform processes for the GORS system.

What you will bring

  • Minimum 5 years relevant professional experience.
  • Proven experience with DHIS2 administration and optimization.
  • Strong knowledge of data engineering tools and techniques.
  • Proficient in data visualization tools, preferably PowerBI.
  • Strong analytical skills with the ability to collect, organize, analyse, and disseminate significant amounts of information with attention to detail and accuracy.
  • Ability to work cross-functionally and manage stakeholders’ expectations.

  • Duty station: Oslo Norway
  • Contract: Permanent
  • Travel: up to 15%
  • Salary/benefits: grade 9 on NRC’s Head Office salary scale, with accompanying terms and conditions
