Organizational Context
The International Federation of Red Cross and Red Crescent Societies (IFRC) is the world’s largest humanitarian organization, with a network of 191-member National Societies (NSs). The overall aim of IFRC is “to inspire, encourage, facilitate, and promote at all times all forms of humanitarian activities by NSs with a view to preventing and alleviating human suffering and thereby contributing to the maintenance and promotion of human dignity and peace in the world.” IFRC works to meet the needs and improve the lives of vulnerable people before, during and after disasters, health emergencies and other crises.

Together, the Geneva Headquarters and the field structure (regional, cluster and country) comprise the IFRC Secretariat.

IFRC Libya Delegation is supporting the Libyan Red Crescent after Storm Daniel in implementing a response operation which includes WASH activities in the floods affected areas including hard and soft WASH activities.
Job Purpose
The WASH Officer is expected to contribute and support the Libyan Red Crescent operations supported by IFRC, including delivery of all national initiatives and activities covered by the WASH programs (water supply, sanitation, hygiene) with equal emphasis on both emergency and development efforts inclusive both rural and urban with a public health focus, ensure sound and consistent coordination between the IFRC Delegation , the National Society and the wider international and humanitarian network, and to ensure linkages and integration in a resilience based program approach. Moreover, the WASH Officer will contribute to and backstop coordination of WASH support during emergencies and provide growth and quality management to developmental WASH.
Job Duties and Responsibilities
WASH activities
- Contribute to and support the coordination of the work of LRRC in publications, conferences and meetings and ensure that relevant advocacy themes are well presented and to the positioning of the LRCS as a leader in all WASH aspects at both emergency and long-term programmes.
- Contribute to national society input in the development of WASH related national policies, strategies, guidelines, and tools as well as the integration of these into the work of LRCS to ensure feasible and sustainable WASH projects and programmes with effective public health
- Contribute to and support community-based WASH initiatives, both rural and urban, as an effective means of contributing towards achievement of the health-related Sustainable Development Goals (SDGs).
Capacity Building and Program implementation
- Provide technical and operational support for LRCS to ensure that all WASH activities of the emergency appeal are implemented as planned in operating strategy.
- Oversee expenditures related to agreed WASH interventions as per approved budget allocations.
- Support the mapping of WASH programming, monitor progress and best practices and priority needs of LRCS especially in the context of developmental and emergency WASH and contribute to the formulation of strategy and policy by the National
- Contribute to the LRCS leadership role in the scaling up of WASH programmes covering emergency and developmental needs.
- Contribute through specific technical support to enable the National Society to effectively incorporate WASH needs within each stage of the emergency management and along the resilience continuum: strengthening of WASH as part of prevention; WASH disaster preparedness; water quality surveillance as part of disease prevention and early warning; emergency WASH response including full spectrum of public health related WASH capacities and WASH during recovery aimed at ‘building back better’.
- Collaborate with the National Society to achieve comprehensive WASH programme implementation by addressing both hardware and software components.
M & E and Program Sustainability
- Ensure that tools, guidelines, and Key Performance Indicators (KPIs) shared with LRCS are based on evidence, applicable international standards and follow a resilience-based health
- Ensure that behavioural change components and training are following good standards, respect local context and culture, and are aligned to department wide
- Contribute to supervision, monitoring, and evaluation missions and activities for LRCS WASH interventions and ensure all related reporting requirements are submitted in highly efficient and timely manner.
- Explore innovations in WASH sectors and adopt/promote these to NS and potential donors to enhance efficiency and effectiveness of WASH programmes and interventions during emergency and development responses.

Education
- Advanced degree or diploma in engineering, environment, disaster management, public health, or any other relevant discipline. – Required
- Degree or Diploma in International Humanitarian sector studies. – Preferred
Experience
- Minimum 5 years working in the humanitarian sector in WASH\Public Health related activities. – Required
- Experience working with vulnerable communities and individuals at grass roots. – Required
- Experience in developing and delivering theoretical and practical training for staff and affected populations. – Required
- Experience in representation and dialogue with government, authorities and external stakeholders and donors. – Required
- Experience in purchasing and logistics. – Preferred
- Experience working with the RC\RC. – Preferred
Knowledge, Skills and Languages
- Knowledge and skill in formulating plans, strategies, proposals, and budgets. – Required
- Knowledge and skill in developing and contextualizing tools, guidelines and methodologies related to WASH and Public Health. – Required
- Knowledge and skill in meeting deadlines in reporting, both narrative and financial. – Required
- Fluently spoken and written Arabic. – Required
- Good command of another IFRC official language (English, French, Spanish). – Required
