Education Project Manager Libya (Open to Nationals Only) At Norwegian Refugee Council

What we are looking for:

seasoned professional to support and coordinate the implementation of the education projects and activities in Libya.

What you will do:

  • Coordinate with Area Office and Country Office management to ensure the implementation of the education development and emergency response plans.
  • Provide clear and structured guidance to the education team to implement the education department plans and strategy.
  • Work closely with other actors working in education, such as Civil Society Organizations (CSOs), UN Agencies, and government authorities working in the sector of education to ensure integrated approach in project planning and implementation.
  • Holds the responsibility on providing proper and contextualized education department curriculums, ensuring they are tailored to the context.
  • Ensure the use of existing monitoring and evaluation processes with the Education team and collaborate with the Country Office to develop or streamline new Monitoring and Evaluation (M&E) tools to support a responsive and effective programming approach.
  • When required lead and/or contribute, to all the department reports, both internal and external.
  • Promote increased inclusion and accessibility within all education activities both internally and externally.
  • Ensure quality control of education activities through the development and rollout of output and outcome level monitoring and evaluation tools, guidelines and procedures.
  • Participation of BVA and PCM meeting to provide updates on work, spending and procurement plans.
  • Ensure appropriate Financial and Logistical NRC systems/ procedures are adhered to within the Education team (including supply chain management).
  • Overall budget management and holds the responsibility for all the Education projects implemented in the Area and ensure appropriate burn-rates are maintained and that solutions to over/under expenditure are applied.
  • Drawing up plans, proposals, and budgets for new projects/extensions of projects in conjunction with the relevant team, both programme and support staff.
  • Ensure the completion of planned activities in a given time frame.
  • Ensure coordination and communication with all the education team members.
  • Support and facilitate staff capacity building.
  • Lead on the HR procedures for Education projects at different levels, including project staff, structure staff, as well as lead on recruitments and performance monitoring of staff.

What you will bring:

  • Minimum 3 years of experience from a senior level project implementation position in a humanitarian/recovery context, especially in the Education in Emergencies (EiE) sector
  • Experience from working in complex and volatile contexts. Knowledge of the context in Libya is highly desirable.
  • Technical education expertise with proven experience in managing humanitarian operations remotely.
  • Knowledge about own leadership skills/profile with documented results related to the position’s responsibilities.
  • Fluency in English, both written and verbal (working language of office). Good knowledge of Arabic Language is an advantage.

  • Duty station: Benghazi, Libya
  • Contract: Fixed term 6 months (renewable based on performance and funding)
  • Travel: Frequent travel within Libya.
