Organizational Context
The International Federation of Red Cross and Red Crescent Societies (IFRC) is the world’s largest humanitarian organization, with a network of 191-member National Societies (NSs). The overall aim of IFRC is “to inspire, encourage, facilitate, and promote at all times all forms of humanitarian activities by NSs with a view to preventing and alleviating human suffering and thereby contributing to the maintenance and promotion of human dignity and peace in the world.” IFRC works to meet the needs and improve the lives of vulnerable people before, during and after disasters, health emergencies and other crises.
IFRC is part of the International Red Cross and Red Crescent Movement (Movement), together with its member National Societies and the International Committee of the Red Cross (ICRC). The work of IFRC is guided by the following fundamental principles: humanity, impartiality, neutrality, independence, voluntary service, unity, and universality.
IFRC is led by its Secretary General, and has its Headquarters in Geneva, Switzerland. The Headquarters are organized into three main Divisions: (I) National Society Development and Operations Coordination; (ii) Global Relations, Humanitarian Diplomacy and Digitalization; and (iii) Management Policy, Strategy and Corporate Services.
IFRC has five regional offices in Africa, Asia Pacific, Middle East and North Africa, Europe, and the Americas. IFRC also has country cluster delegations and country delegations throughout the world. Together, the Geneva Headquarters and the field structure (regional, cluster and country) comprise the IFRC Secretariat.
IFRC has a zero-tolerance policy on conduct that is incompatible with the aims and objectives of the Red Cross and Red Crescent Movement, including sexual exploitation and abuse, sexual harassment and other forms of harassment, abuse of authority, discrimination, and lack of integrity (including but not limited to financial misconduct). IFRC also adheres to strict child safeguarding principles.
On September 10, 2023, the northeastern region of Libya was struck by Storm Daniel, resulting in severe weather conditions characterized by powerful winds and sudden heavy rainfall. This inclement weather affected multiple areas, including Benghazi, Tobruk, Toukra , Talmeitha , Almarj , Taknes (Al Jabal Al Akhdar), Al Owailia , Bayada, Albayda , Shahhat , Sousa, and Derna.
The storm had devastating consequences, including the collapse of a dam in Derna, leading to entire neighborhoods being swept into the sea. It caused significant damage to infrastructure, including the road network, disrupted telecommunications services, and buildings, resulting in the displacement of at least 44,000 individuals.
Large-scale flooding occurred in Libya’s northeast areas, resulting in the loss of lives and extensive infrastructure damage in several coastal towns and along rivers, including Derna, Benghazi, Al-Jabal Al-Akhder, Al Marj, Batah , Bayada , Albayda , Shahat , and Sousa.
The Lybian Red Crescent Society (LRCS) teams were on the ground immediately, coordinating closely with the IFRC and local authorities to assess the situation, support the search and rescue operation and provide help to affected people.
Job Purpose
The CVA delegate is responsible for supporting the implementing the CVA interventions developed with the Libyan Red Crescent Society engaged in the response to the Storm Daniel. Initial cash support is designed to help meet the immediate and basic needs of identified vulnerable people, and through long-term sectoral interventions with CVA.
The CVA delegate is responsible for overseeing the operationalization of the CVA component of the Emergency Appeal, on-going management and ensuring that set objectives are met through the effective and efficient implementation of resources.
This position will also support liaising with key stakeholders, both Red Cross/Red Crescent (RCRC) and non-RCRC partners including UN/INGOs, and where required, Government and financial institutions to ensure successful project implementation.
The role has a strong focus on providing technical support and quality assurance of CVA initiatives undertaken by the NSs in response to the flood. Special attention will be provided to monitoring, coordination and mainstreaming RCRC Movement cash and market approaches, guidance, tools across operations in these NSs.
Job Duties and Responsibilities
Technical Support and Quality Assurance
• Support the implementation of CVA interventions undertaken by IFRC and NS.
• Ensure the provision of high-quality CVA technical support to NS emergency response operations in country, assisting in all stages (assessment, analysis, design, planning, implementation, monitoring, and evaluation), in line with international, RCRC Movement and IFRC standards, guidelines and good practice.
• Ensure technial quality assurance in all documents, including Plan of Action and budget, Operations Updates, Sitreps and other relevant documents.
• Ensure implementation follows the approved operational work plan, delivery mechanisms are properly established, and selection and distribution mechanisms follow agreed CVA guidelines and Standard Operating Procedures (SOPs).
• Ensure Community Engagement and Accountability (CEA) systems are in place and are in line with established communication strategies of the operation.
• Support in setting up and implementation of Monitoring and Evaluation (M&E) framework to ensure quality programming and to establish appropriate monitoring systems that accurately track targeted population, disbursement and reconciliation.
• Support NSs to plan an appropriate scale-up of CVA interventions based on the results of the phase 1, capacity of the NS and available funding.
• Support in producing accurate monthly reports of cash disbursements and utilisation using a secure system of accountability and control, ensuring beneficiary data management and protection.
• Support post-distribution monitoring and markets monitoring to understand use and impact of cash provided along with levels of recipient satisfaction. Provide recommendations for future improvement.
• Undertake staff and volunteer orientation on CVA providing training as required. Develop and lead trainings and other initiatives to build the capacity of volunteers, NS and IFRC staff in CVA. Prepare training materials and conduct or facilitate trainings, drawing on existing resources within the RCRC Movement, Cash Hub and CALP Network.
• Work closely with other team members to ensure coordinated technical support on CVA is provided to the NSs and IFRC Country Delegation.
• Support in development of tools and templates, and standardization of CVA responses. Support the roll out of these tools across all NSs engaged in floods response.
• Ensure that appropriate feedback mechanisms meet the needs and regular updates are collected and reflected in all the relevant reports, as well as share with the wider CVA team.
Cash and Voucher Assistance Preparedness (CVAP)
• Provide technical support to the NSs to effectively plan, design, implement, manage, and evaluate cash preparedness projects and initiatives.
• Be responsible for coordinating the roll out of RC/RC Movement CVA preparedness framework, tools, procedures, and advocacy activities contributing to CVA institutionalization and preparedness enabling both NSs and IFRC to scale up humanitarian CVA responses.
• Carry out CVA delivery mechanism assessment. Ensure that the NSs have identified and signed agreements appropriate and cost-efficient financial services providers for CVA scale-up for any CVA intervention in future.
• Support the development of knowledge products and marketing material and ensure the dissemination of those through Cash-Hub.

Adopt training materials and conduct or facilitate trainings, drawing on existing resources within the RCRC Movement, Cash Hub, and CALP Network.
• Deliver capacity building initiatives such as conducting face-to-face trainings, learning by doing exercises, simulations, pilots, and remote/face-to-face coaching.
General
• Work closely NS CVA counterparts and other IFRC staff to promote technical CVA awareness, capacity, delivery, and learning. Coordinate CVA teamwork as required to provide support to senior colleagues, ensuring that CVA programs and project objectives are met.
• Participate in internal and external CVA meetings and contribute to technical, coordination and advocacy initiatives within the RC/RC Movement and with other partners, the wider humanitarian community, donors and public sector in both countries.
• Support the development and documentation of learning, reviews, evaluations and case studies; with focus on CVA operational and programmatic challenges, use of CVA in wide range of humanitarian contexts, lessons learned; good practices and recommendations that can be.
Education
- Relevant university degree or a combination of equivalent knowledge and experience in relevant field. – Required
- Basic Delegates Training Course (BTC), WORC, IMPACT or equivalent knowledge. – Required
- Practical Cash in Emergencies Training (PECT). – Required
Experience
- Demonstrated experience of successfully implementing and coordinating medium / large-scale humanitarian emergency response operations that include CVA. –Required
- At least 5 years of experience working for the Red Cross/Red Crescent, preferably IFRC. – Preferred
- At least 3 years of professional experience in successfully implementing and coordinating large scale humanitarian emergency response operations that include CVA component, preferably within the RC/RC Movement. – Required
- Experience building a network and/or team. Required
- Experience facilitating training on CVA-related skills. Required
- Experience living and working in challenging and multicultural environments. Required
- Proven capacity building experience with National Society or equivalent, delivering trainings and providing on the job training and coaching. Required
- Experience in proposal writing, project planning, monitoring, evaluation and reporting (PMER). Required
- Experience of successful institutional fundraising and managing donor relations and adequate narrative and financial reporting. Required
- Demonstrated experience in different aspects of CVA implementation (i.e.: assessments and market analysis, CVA feasibility, design, implementation and M&E) and in developing CVA programmes that are inclusive and gender sensitive. Required
- Experience in the MENA Region. – Preferred
Knowledge, Skills and Languages
- Self-supporting in digital and software (including MS Office Suite including Excel, internet, email).
- Skills in developing and training staff.
- Highly developed analytical and communication skills and ability to assimilate and process information for wide-ranging audiences.
- Proven analytical and programme design skills and the ability to think strategically while under pressure.
- Technical/professional knowledge within the areas of CVA in humanitarian and/or development contexts, with an emphasis on the ability to design, implement and monitor cash responses, in a variety of contexts and in an inclusive manner.
- Solid and tested team coordination and/or support skills.
- Proven skills in operational planning, budgeting and reporting for an emergency response that included cash assistance.
- Knowledge about National Societies and RC/RC Movement.
