Consulting support for technical-programmatic monitoring of German Red Cross interventions in Latin America At German Red Cross

Background:

The German Red Cross has defined in its roadmap for the Americas two focus areas and 7 sub-areas of intervention. Among these 7 subareas is support to develop actions to adapt to climate change, preparation for disasters, promotion of the adoption of anticipatory actions and response to disasters and crises. Within this framework, I develop various initiatives aimed at strengthening the capacities of the National Security Councils in Latin America.

These initiatives range from accompaniment to response actions to the cross-border migrant crisis, to work at the community level to improve resilience in the face of disasters. This work requires a precise technical approach that involves having human resources trained in the task of providing methodological solutions to the various challenges faced with its implementation.

Description of the consultancy: the German Red Cross has identified the need for temporary support for the programmatic and technical monitoring of various initiatives that it implements jointly with the National Societies of Red Cross (SNs) in Latin America. The contract would be made effective through the Honduran Red Cross.

Estimated duration: 6 months

Start date: February 01, 2024 End date: July 31, 2024

Objective: Support the fulfillment of the technical interventions executed with National Societies in Latin America within the framework of the project agreements that are developed in 2024.

Product/services supervisor: Officer and program delegate of the German Red Cross in Honduras (CRAL).

Trip description: Continuous and scheduled trips to the 12 Latin American countries where activities are carried out and others where your presence is necessary. Travel expenses will be covered by the German Red Cross delegation.

Place of work: Tegucigalpa Honduras.

Specific objectives

  1. Support the documentation and analysis of needs both for migration in transit and the challenges of Gender Protection and Inclusion (PGI) in migration in general.
  2. Accompany the development or updating of feasibility studies of anticipatory action in Panama and Ecuador.
  3. Accompany and follow up on the development or update Early Action Plans (complete or simplified) in support of the SNs.
  4. Support the development and proposal of new cooperation opportunities, including the presentation of proposals to donors in Costa Rica and South America.
  5. Accompany post-activation evaluation processes of anticipatory action mechanisms in Honduras and Ecuador.
  6. Support in the leadership of country inter-institutional technical groups for anticipatory action.
  7. Monitor the operational and methodological effectiveness of capacity development processes for community resilience.
  8. Provide technical support in the design processes of anticipatory actions in the face of crises and prioritized threats.
  9. Assist in the design and implementation processes of environment and climate change actions.

Essential requirements:

  1. Proven knowledge of working in human mobility crisis contexts in the Americas.
  2. Proven knowledge of working in risk management at the community level.
  3. 10 or more years of verifiable experience within the International Red Cross and Red Crescent Movement.
  4. Proven experience through CV in facilitating the design process and/or implementation of anticipatory actions and FbF mechanisms.
  5. Proven experience through CV in facilitating training processes.
  6. Experience in facilitating risk analysis processes using the AVCA tool and environmental planning and adaptation to climate change.

Proposal evaluation:
The consultant or the company will be directly responsible for the development of the consultancy and the only focal point.
If the candidacy comes from outside Honduras, the economic proposal must consider that the Honduran tax regime retains 25% of the sales tax. Individual consultants will be evaluated based on the following criteria:

Cumulative analysis: The contract will be awarded to the individual consultant or company that obtains the best technical-economic combination. Where technical experience is equivalent to 60% and economic experience is equivalent to 40% of the total qualification.
