Context:
IOM Libya’s Displacement Tracking Matrix (DTM) and Research Unit operates in accordance with IOM’ strategy to strengthen Libya’s migration management through the provision and analysis of reliable data on migration and internal displacement to support an all-encompassing approach to migration management. IOM works with relevant governmental agencies, as well as civil society, encouraging inter-agency cooperation and collaboration, as important components of the improvement of migration management.
Under the overall supervision of the Chief of Mission (COM) and the direct supervision of the Deputy Chief of Mission, the incumbent will be responsible and accountable for directing the effective development, management, implementation and coordination of the diverse portfolio of migration and displacement data collection, analysis, research and related cooperation with national authorities in Libya.
Core Functions / Responsibilities:
- Oversee, manage and lead IOM Libya Country Office’s( CO) Displacement Tracking Matrix Programme (DTM Programme) and its research initiatives, including the management and new areas of the programme’s Mobility Tracking, Flow Monitoring, Detention Center Profiling, Thematic Studies, Rapid Response Assessments, Technical Assistance and Event Tracker components, and assume administrative, operational and financial management responsibility for all projects under the DTM Unit, including financial/budgetary planning, mobilizing resources and ensuring overall quality control, in compliance with IOM rules, regulations and procedures.
- Oversee, manage and guide the work of CO’s research initiatives, develop partnerships with relevant external actors to strengthen, expand IOM Libya’s analytical capabilities, and develop linkages between DTM data and broader IOM policy-oriented research.
- Provide evidence-based strategic advice and inputs to the COM and the Senior Managemenon migration data and trends to assist in formulating the strategy, policies and approaches of the CO.
- Develop partnerships and lead strategic information management capacity building initiativewith Government counterparts, including inter alia Ministry of Displacement, National Center for Disease Control and Municipal Crisis Committees.
- Lead the provision of technical guidance to project managers and other programme staff on assessments and studies to strengthen evidence-based programming across IOM Libya’s interventions.
- Chair the Assessment Working Group (AWG) on behalf of IOM and represent Libya CO in the inter-sector coordination group (ISCG), Area-based Coordination Groups (ACG), Rapid Response Mechanism (RRM) and other relevant inter-agency bodies;
- Provide expert advice to IOM Libya’s Public Information Unit (PIU) and Project Development and Support Unit (PDSU) on the effective communication of IOM Libya’s migration data and ensure quality control of data products.
- Organize briefings and updates to donor representatives and embassies on relevant migration topics based on IOM Libya’s data collection and analysis
- Coordinate field data collection on the humanitarian situation of Internally Displaced Peoples (IDPs) and migrants through local partners, third party staff, DTM regional Focal Points, data enumerators and local authorities.
- Evaluate and enhance DTM’s data collection tools, processes and methodologies and, where appropriate, implement improvements in adaptation to the dynamic operating context as necessary.
- Oversee the preparation and dissemination of all DTM information packages, including but not limited to ensuring comprehensive data analysis, coherent report structure, appropriate contextualization, design and translation to Arabic.
- Regularly monitor, propose, and implement all necessary modifications in compliance of the information management systems and infrastructure as per IOM IT policies, standards and best practice for high performance, reliability and information security.
- Lead thematic studies in partnership with key stakeholders, including short to long term analytical research using data collected through the DTM, whilst identifying knowledge gaps and opportunities for the expansion of DTM data collection and research activities.
- Ensure the integration of IOM’s data protection principles and best practices on humanitarian data protection and ethical use of data across all Displacement Tracking Matrix (DTM) data management, sharing and dissemination activities.
- Perform such other duties as may be assigned.
Required Qualifications and Experience:
Education
• Master’s degree in Political or Social Science, Law, Management, Information Management, Disaster Risk Management or a related field from an accredited academic institution with five years of relevant professional experience; or
• University degree in the above fields with seven years of relevant professional experience.
Experience
• Experience in humanitarian emergencies;
• Experience in the development and implementation of the Displacement Tracking Matrix
(DTM) or similar assessment, research and information management activities; and,
• Demonstrated ability to supervise and manage staff at an operational level in humanitarian emergencies.
Skills
• In depth knowledge of the broad range of migration related subject areas dealt with by the Organization;
• Knowledge of UN and bilateral donor programming; and,
• Knowledge of financial rules and regulations.
Languages
IOM’s official languages are English, French, and Spanish.
External applicants for all positions in the Professional category are required to be proficient in English and have at least a working knowledge of one additional UN Language (French, Spanish, Arabic, Russian or Chinese).
