The Co-operative Development Foundation of Canada (CDF Canada) is seeking a qualified consultant (individual or firm) to manage the multi-country final evaluation for the 4R Nutrient Stewardship Project (4R-NSP) and prepare a final, consolidated evaluation report. The 4R-NSP project is funded by Global Affairs Canada (GAC) for a period of 5 ½ years from 2019 through 2024.
The objective of the final project evaluation is to provide CDF Canada, project partners, and stakeholders with an independent final review of the project after five years of implementation. The review is anticipated to be participatory, involving a dialogue with key participants and stakeholders. It is also expected to be a comprehensive assessment of issues related to the coherence, relevance, effectiveness, efficiency, impact, and sustainability of the project’s intervention. Specifically, the review is expected to serve the following purposes:
- To determine the results and performance of the project against anticipated or planned outputs and outcomes, as articulated in the project’s logic model and the related performance management framework (PMF), specifically assessing progress made toward achieving the Ultimate, Intermediate, and Immediate Outcomes.
- To assess the potential impact of the project on direct and indirect beneficiaries.
- To gather lessons learned and make recommendations that:
- Help project beneficiaries sustain project interventions in the long term.
- can inform future projects of CDF Canada and its national partners.

REQUIREMENTS & QUALIFICATIONS
- Proven professional experience conducting evaluation of international development projects, with experience using a variety of participatory research methodologies (mixed method approach) in the field.
- Demonstrated experience in managing country-level assessments and preparing consolidated reports.
- Demonstrated experience working with sub-contractors
- Expert knowledge of the international approaches and tools for program evaluation with a minimum of five years working in African context.
- Demonstrated experience applying a gender-sensitive approach to research is an asset.
- Understanding the GAC Feminist International Assistance Policy is an asset.
- Educational background in social sciences, international development, women studies, market-based approaches, gender and development, or a related field is an asset.
- Demonstrated cross-cultural sensitivity and ability to work in cross-cultural environments.
- Excellent analytical and writing skills.
- Holds a valid passport and be willing to travel to the project countries where needed.
- Designation as a Credentialed Evaluator is an asset.
