Internationally, the FRC is active in 16 countries alongside National Societies and 2 regional platforms (PIRAC and PIROI), on the following themes Health and Disaster Risk Management.

MISSION CONTEXT

The French Red Cross (FRC) is part of a worldwide community assisting victims of conflicts and disasters and people affected by social or health related crises. The Red Cross / Red Crescent Movement provides vulnerable people with assistance and adheres to the seven Fundamental Principles of the Movement: Humanity, Impartiality, Neutrality, Independence, Voluntary Service, Unity and Universality. The French Red Cross assists in disaster response, health programs and capacity building projects on appeals of their sister organisations within the Movement.

Following the 2011 crisis in Syria, French Red Cross (FRC) established a permanent presence in Lebanon in 2013 in order to reinforce the capacity of the Lebanese Red Cross to better respond to the needs of Syrian refugees and the Lebanese host populations. The current financial and economic situation in the country imposes many additional challenges to all entities, institutions and communities (host communities and refugees) largely affected by the growing needs in the country. French Red Cross activities in Lebanon are mainly focused on supporting the Lebanese Red Cross (LRC) Strategy in the country aiming to respond to the needs of the most vulnerable, especially in the field of Health and Disaster Risk Reduction (DRR).

The strength and recurrence of natural hazards are augmented by increased climate warming and Lebanon’s exposure to these hazards is exacerbated by a steady demographic growth intensified by the arrival of 1.5 million Syrian refugees, an economic vulnerability of a large part of the Lebanese population, and an urbanization development out of control.

This position based in Beirut aims aswell to supporting FRC team in Damascus in our mid-term response in the earthquake impacted areas where FRC has developed joint activities with Syrian Arab Red Crescent (SARC). Those activities are mainly Health and Wash in Health (rehabilitation, hygiene promotion, NFIs distribution..)

Role

Under the supervision of the Head of Delegation, the Logistics Coordinator is a key role that will help drive excellence in Lebanon and Syria. The role will focus on building country capacity through focused capacity building initiatives with Lebanese Red Cross (LRC) and Syrian Arab Red Crescent (SARC) in compliance with FRC procedures.

Responsibilities

  • Ensure the implementation and respect of FRC and back donors logistics/ procurement procedures + archiving
  • Oversee the logistic department and resources optimization.
  • Technical support to FRC Lebanon and Syria delegation.
  • Coordinate with RC movement partners and logistics stakeholders.
  • Support LRC and SARC logistic and procurement department to ensure back donors compliance
  • Supervise and train the log manager and log assistant
  • Responsible for ensuring the proper use and maintenance of IT (computers, software, backups, etc.), communication tools and FRC premises.
  • Responsible for defining and monitoring the technical aspects of the risk reduction policy, transport, communication, protection, identification and preparation of the technical aspects of the mission security policy and guidelines, evacuation plan and contingency plan
  • Implement and follow-up audit’s recommendations

Hierarchical and functional links

The Logistics Coordinator is under the responsibility of the Head of Delegation and manages of the Logistic Manager.

The Logistics Coordinator is under the functional management of the HQ Logistics Advisor.

PROFILE REQUIRED

  • Similar position on the field for an international NGO for at least 2 years
  • 3 years of experience in managing humanitarian logistics and supply chain
  • Strong experience in managing local staff and strong capacity building skills
  • Experience in providing (remote) technical advice in a broad range of logistics areas
  • Experience in managing logistics aspects of projects implemented by partners
  • Strong supply chain skills
  • Proper understanding of donor rules and regulations
  • Strong interpersonal and intercultural skills
  • Ability to work under high pressure without constant supervision
  • Ability to work in altered security context and under strict security rules
  • Rigor, flexibility, adaptability, and multitasking
  • English mandatory (oral and written), Arabic and / or French would be an asset
  • Previous field experience with FRC or the Red Cross Red Crescent Movement is an asset
  • Experience in Middle East context is an asset

Requirements :

  • Passport valid for more than 6 months at the time of departure
  • Up-to-date vaccination records / fitness to travel
  • Full vaccination schedule required

Conditions of employment:

  • Type of status: expatriate
  • Type of contract: Fixed-term contract under French law
  • Salary: According to the classification of the position on the CRf grid and the experience of the candidate
  • Per diem: daily per diem which varies according to the country
  • Leave: 10 to 15 days minimum every 6 months – Airfare paid at 100% by CRF for home travel
  • Health coverage: CFE + Mutuelle MSH (covered 100%) – covered at 75% by the CRF
  • MedEvac/repatriation insurance: YES
  • Other insurances: Provident insurance (death and disability)
