CONTEXT AND JUSTIFICATION
Established in 1951, IOM is the leading intergovernmental organization in the field of migration, working closely with governmental, intergovernmental and non-governmental partners. IOM works to promote humane and orderly migration for the benefit of all. It does this by providing services and advice to governments and migrants.
IOM is engaged alongside the Ivorian Government to support conflict prevention and peacebuilding efforts and to promote a balance between facilitating the mobility of people and goods and the imperatives of controlling cross-border movements. IOM’s programmes and activities combine access to basic social services, peacebuilding and migration management, while investing in conflict prevention and management. At the same time, it implements programmes aimed at fostering trust and dialogue at the community level in order to restore relationships between communities themselves, communities and authorities, and security forces that have deteriorated as a result of conflict, violence, chronic fragility or the effects of climate change.
Under the general supervision of the Head of Mission and the direct supervision of the Community Stabilization Program Officer, the consultant will provide technical support, information and advice to support the capacity building of relevant actors in conflict prevention and resolution, ensuring coordination with the Government and partners, while supporting administrative, financial and logistical processes for effective implementation of activities.
JOB DESCRIPTION
- Tasks to be performed under the contract
- Provide technical and administrative support to capacity building activities in conflict prevention and resolution, including conflicts related to natural resources.
- Mapping existing mechanisms and key actors involved in conflict prevention and resolution in target regions.
- Assess the current situation, capacities, needs and gaps, perspectives of relevant stakeholders (local state actors, CSOs, community leaders, etc.) in terms of conflict prevention and resolution. Identify priorities for conflict prevention and resolution, including conflicts related to natural resources.
- Assess existing training resources and support the development of training modules and manuals in coordination with state actors involved in conflict prevention and resolution (including conflicts over natural resources).
- Strengthen the capacities of key stakeholders in conflict prevention and resolution. Support the development, implementation and monitoring of action plans in conflict prevention and resolution.
- Ensure regular liaison with all key stakeholders including government, UN agencies and technical partners on specific conflict prevention and resolution issues. Identify and explore opportunities for partnerships and development of relevant conflict prevention and resolution programmes.
- Provide general assistance in the organization of activities, in accordance with IOM rules and procedures.
- Develop regular reports capturing recommendations, lessons learned and best practices.
- Participate in relevant conferences, workshops and technical working groups, as well as other events; ensure coordination and presentation of IOM activities.
- Carry out trips to areas targeted by projects for the implementation and monitoring of activities.
- Effectively track deadlines, commitments, action items and deliverables.
- Perform any other tasks that may be assigned.

PROFILE
Education
- Master’s degree or equivalent in Social or Political Sciences, Conflict Management and Resolution, Law, International Relations, or another related field, from an accredited educational institution.
Experiences
- At least 5 years of experience in the above field or a related field.
- Experience in facilitation, training, learning, capacity building in the field of conflict prevention, peacebuilding, social cohesion and other related areas.
- Solid experience in implementing projects in the field of conflict prevention, peacebuilding, social cohesion and other related areas.
- Experience working in the border regions of Côte d’Ivoire, notably Bounkani and Tchologo.
- Experience in communicating and collaborating with a wide range of stakeholders, including governments and international institutions, is an advantage.
- Experience working in humanitarian, development and peace fields.
Skills
- Good knowledge of the country context in terms of conflict dynamics, violent extremism, development and politics;
- Excellent writing skills; Ability to present information clearly and concisely; to engage with diverse stakeholders at all levels of education.
- Personal commitment, efficiency, flexibility, search for results; ability to work effectively and harmoniously within a team composed of colleagues from varied cultures and professional backgrounds.
LANGUAGES
Required
- Excellent oral and written command of the French language, good knowledge of the English language.
Advantageous
- Knowledge of local languages such as Malinke is an advantage.

Notes
