Context:

The IOM Regional Office for Middle East and North Africa (RO MENA) in Cairo, Egypt covers and supports 18 Country Offices (CO) across the Middle East and North Africa Region. The key responsibility of RO MENA is to formulate regional strategies, administration and programmes in line with the overall priorities and policies of the Organization and to provide strategic and programmatic guidance and support to countries within its region. To this end, the Regional Project Support Unit (RPSU) was established to coordinate and facilitate the full range of RO MENA support and institutional quality assurance related to Project Cycle Management (PCM) and Results Based Management (RBM).

Under the direct supervision of the Regional Director (RD) of the RO MENA in Cairo, Egypt and guidance of the Deputies Regional Director for Operations and Management and in close coordination with other Units, the Regional Project Development Officer will carry-out the following duties and responsibilities:

Core Functions / Responsibilities:

Project Cycle Management (PCM)

  • Act as a resource person on all aspects of project development within the Region, keep abreast on the development of new IOM projects, and funding opportunities.
  • Coordinate the Project Development, Project Cycle Management (PCM) and Results Based Management (RBM) by providing capacity building, training, and general support to the Regional Office (RO) and Country Offices (CO) in the Region.
  • Develop and conduct regional and country level trainings on Project Development and Reporting, based on the IOM Project Handbook and RBM principles.
  • In coordination with the Regional Thematic Specialists (RTSs), Regional Meal & Evaluation Officer (ROMEO) and Risk/Compliance Officer (RCO) and Regional Resources Management Unit (RRMU), provide technical and substantive inputs to COs on project development while ensuring that relevant programmes, projects and strategies are results-based and aligned to IOM global and regional strategies and frameworks.
  • Coordinate and provide advice and guidance for the development of regional project proposals and cross-thematic project ideas, as well as conceive and develop projects in countries where IOM is not present, in close collaboration with RTSs.
  • Evaluate training needs and coordinate training initiatives as well as provide general guidance and support on project development and management to CO in line with the IOM Project Handbook and PRIMA.
  • Provide guidance to COs on inter-agency programme and project development with special reference to the United Nations (UN) and UN trust funds.

Institutional Processes

  • Ensure smooth project proposal endorsement and donor report review processes, in collaboration with relevant RTS, RRMU and/or designated endorser, and in line with institutional guidance such as the Donor Reporting Guidelines.
  • Coordinate the IOM Development Fund (IDF) processes in the Region.
  • Serve as the Regional Gender Focal Point for the RO on gender mainstreaming in project design and delivery.
  • Ensure the application and use of the Strategic Results Framework (SRF) in projects, in close coordination with the ROMEO and RCO, so as to ensure alignment to Sustainable Development Goals (SDGs), Global Compact on Migration (GCM), as the foundation for project development.
  • Enhance effective IOM knowledge management at the regional level on project development and reporting, including project development and reporting tracking, data capture and analysis, using existing IOM platforms and tools.

Resource Mobilization

  • Provide advice and guidance to COs, with RTSs as relevant, on how to match potential donor interests, respond to donor calls for proposals, and to follow through the complete application procedure.
  • Map, track and disseminate information on donor priorities, interests, funding trends and relevant opportunities, in close collaboration with RTSs where cross-thematic priority is evident.
  • Coordinate with relevant Units in headquarters (HQ) to ensure smooth collaboration, knowledge exchange and information flow and act as focal point for project development and reporting related initiatives as and when required.
  • Draft and coordinate with relevant stakeholders, briefings, talking points, speeches, and other relevant document for the Regional Director as required.
  • Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

  • Master’s degree in Political or Social Sciences, Business Administration, International Relations, Law or a related field from an accredited academic institution with seven years of relevant professional experience; or,
  • University degree in the above fields with nine years of relevant professional experience.

Experience

  • Experience in Project Cycle Management (PCM) and Results Based Management (RBM).
  • Experience in the field of migration issues, including operational and field experience, IOM project development, management and reporting.
  • Experience in liaising with governmental authorities, donors, academia, other national/international institutions and Non-Governmental Organizations (NGOs).
  • Excellent team building skills with a track record in team coordination and building trust.
  • Experience of regional issues in MENA a distinct advantage.
  • Lived experience as a migrant or migration-affected personnel, especially from countries that have large IOM operational footprint.

Skills

  • Knowledge on proposal writing.
  • Knowledge on IOM Project management.

  • Knowledge on project cycle.

Languages

IOM’s official languages are English, French, and Spanish. All staff members are required to be fluent in one of the three languages.

For this position, fluency in English is required (oral and written). Working knowledge of Arabic and/or another official UN language (Chinese, French, Russian, and Spanish) is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
