HR Business Partnering Manager (PLMSP – Palladium)
Project Overview:
The Pacific Australia Labour Mobility (PALM) scheme is a signature initiative for the Australian Government that enables workers from 9 Pacific Island Countries (PICs) and Timor- Leste to work in priority sectors in Australia. The Pacific Labour Mobility Support Program’s (PLMSP) role is to provide the Department of Foreign Affairs and Trade (DFAT) and governments in 9 PICs and Timor-Leste with support to enable workers to access PALM scheme in inclusive ways that maximise the benefits for the workers and national economies while minimising risks from labour mobility participation. Palladium is contracted to deliver PLMSP on behalf of DFAT.
Role Overview:
Supporting the Project HR Manger and the Senior Leadership team (SLT) the Human Resources (HR) Business Partnerin g Manager will develop, drive and deliver contemporary and strategic people focused HR strategies to support the business and project outcomes. This position is a critical link between the transformational and transactional HR support, partnering with Leads and Managers to provide generalist HR support and operating as a strategic business partner, people and administrative champion and change agent for the business. This is a fixed term opportunity required for 4 years with possibility of extension.
Primary Duties and Responsibilities:
The HR Business Partnering Manager will:
- Work closely with the Project HR Manager to provide strategies and advice to managers on best practice HR processes including performance management, case management, cyclical HR activities, employee investigations.
- Develop and oversee the administrative processes of the HR team ensuring efficient, compliant practices.
- Use HR and employee data to provide key insights to the senior leadership team (SLT) for people initiatives.
- Provide subject management expertise to the SLT on building organisational capability, retention and engagement, performance management and culture.
- Foster equality, diversity and inclusion, drawing on capabilities from across the Program and palladium wherever possible.
Required Qualifications:
Successful candidate will possess the following qualifications and experience:
- Work experience providing HR Business partner/ Senior business partner support providing people-focused solutions that align to business needs.
- Demonstrated experience managing and leading a small HR team with a coaching and mentoring approach.
- Experience working across a Pacific context, including support to ex-pat and locally engaged staff.
- Demonstrated experience working within an agile, adaptable business and managing HR activities in an adaptive and responsive manner.
- Strong communication skills, ability to build relationships with hiring managers and leads, ability to communicate effectively with all levels of staff (from Senior Leadership to Officers).
