Purpose
To lead the mainstreaming of the Gender Transformative Approach in all Plan programs and projects and to be responsible for leading the design and supporting the implementation of programs, projects and actions on Sexual and Reproductive Rights, in the development context defined in the Country Strategy. To provide support for the implementation of the Gender and Inclusion policy in the organizational culture in line with regional and global policies and strategies.
The Gender and Sexual and Reproductive Rights Advisory Office will work closely with the Country Representation and in collaboration with the national program team.
General Responsibilities
– RESPONSIBILITY FOR PLAN REPRESENTATION: The person will be responsible for representing Plan International in the spaces, networks, technical tables, as well as partners on gender issues and/or issues of sexual rights and reproductive rights, among other issues related to their role. This at the national level and when required also at the territorial, regional and global levels.
– MEDIA: At the request of the Country Representation, the person may be appointed as a spokesperson before the media on gender issues and/or issues of sexual rights and reproductive rights.
– RESPONSIBILITY FOR FORMULATING PROPOSALS: The person will play a key role in the formulation of new proposals, both in their design and in the relationship with partners and donors.
– RESPONSIBILITY FOR STRATEGIC PLANNING: The person will play a fundamental role in the formulation of the Country Strategy, annual planning, as well as project planning. Ensure that the Gender Transformative Approach and its six elements of Plan International are incorporated into the Country Strategy programmes and projects.
– RESPONSIBILITY FOR TRANSMITTING TECHNICAL AND INSTITUTIONAL KNOWLEDGE: will be responsible for training teams from all areas on issues related to gender and/or sexual and reproductive rights.
Knowledge, skills, behaviors, and experience required to achieve the objectives of the position:
Previous experience and knowledge
– Graduates or professionals in areas related to the specific topic required
– Extensive demonstrable experience in gender and sexual rights and reproductive rights
– At least 5 years of experience in advising on issues related to gender and sexual rights and reproductive rights.
Knowledge:
– Knowledge of key concepts of gender equality and inclusion, girls’ rights, and feminist and women’s rights movements at national and regional levels, including:
– Concepts, theories and sectoral debates on patriarchy, privilege, power relations and plural masculinities across developmental stages and their impact on boys, girls and any young person who transgresses traditional ‘binaries’.
– Adoption of an intersectional approach to gender, age and inclusion.
– Concepts of social and gender norms, gender socialisation, formative research and behaviour change communication.
– Feminist values, concepts of feminist leadership, theories of power and organisational policies and how to apply feminist principles in the evolution of organisational culture and identity.
– Knowledge of how social movements, especially feminist, women’s rights and LGBTIQ movements, grow and have evolved.
– United Nations instruments on the Human Rights of girls and women and understanding of the “invisibility” of girls’ rights in policy making and data collection by governments and policy makers.
– Understanding the links between gender-based violence, including harmful practices, sexual and reproductive rights and the theory of change of social and gender norms, their relevance and application to harmful norms and practices related to sexuality, as well as their practical implications for work aimed at our main impact group.
– Reasoning skills, understanding to be able to influence others through logical arguments, as well as to lead change through motivation and inspiration.
– Ability to propose solutions to different programmatic and contextual scenarios that guarantee quality programmatic implementation.
Skills:
– Ability to communicate theoretical concepts on gender and sexual and reproductive rights issues in simple terms and apply them to practical solutions.
– High-level communication skills and ability to interact with a range of stakeholders, including government representatives, CSO representatives and community members.
– Negotiation and influencing skills to achieve collective agreements that impact expected outcomes.
– Facilitation skills to lead a team through the full proposal development cycle.
– Skills to work effectively with diverse teams.
– Facilitation and training skills for adult education and children and youth.
– Excellent command of Spanish, both spoken and written.
– Mastery of English is highly valued.
