HPHB is a member of the Habitat for Humanity International network. As a National Organization (NO), it is a beacon of housing transformation, articulating a clear vision and strategy in support of national housing goals and the global mission of Habitat for Humanity. The NO convenes and leads public and private coalitions to implement systemic, innovative, evidence-based housing solutions; generate public awareness and support; and secure institutional funding in support of these solutions. The NO is expert in developing and implementing scalable housing solutions, empowering local communities to co-create sustainable solutions, and deepening the sector’s knowledge of potential solutions and their impact on human development and poverty alleviation.

HPHB is seeking a National Director:

  • Are you a compelling and transformational leader with 5+ years of leadership experience in development NGOs?
  • Do you have experience in strategic and operational planning processes , including the development and execution of projects with international financing agencies?
  • Do you have a strategic vision to develop investments aimed at the financial sustainability of the organization, ensuring the generation of resources that contribute to its stability and long-term growth?
  • Do you have experience in managing objectives for on-site and remote teams with high responsibility and demonstrating the achievement of results consistently?

PURPOSE OF THE POSITION

Assume the legal representation of Habitat for Humanity Bolivia before regulatory bodies, the community and the different actors of society. Lead the management of resources, planning, coordination, supervision and control of the institution’s programs and projects in order to guarantee compliance with the strategic plan and strategic guidelines for growth, leading the integration and alignment of the vision, mission and organizational values ​​towards collaborators, beneficiaries, the State and the organization’s network at a national and international level.

Coordinate the implementation of the objectives and operations required by the Board of Directors. Address and facilitate the strategic institutional requirements of the Area Office and Habitat for Humanity International, implementing corporate policies and enforcing the commitments signed in the Memorandum of Understanding between Habitat for Humanity International and Habitat for Humanity Bolivia. Safeguard the institutional assets.

MAIN FUNCTIONS

  • Orchestrate widespread donor, public and stakeholder engagement and support for the organization’s mission and strategy through a clearly articulated value proposition.
  • Build a highly competent technical leadership team and an agile, team-oriented organizational culture capable of developing and implementing organizational strategy.
  • Lead a broad range of internal and external stakeholders through complex organizational change.
  • Build and lead multi-sector coalitions and strategic partnerships to successfully scale up solutions, impact and expand financial support.
  • Secure institutional funding to ensure program sustainability and support scalable, innovative, evidence-based solutions.
  • Navigate the complexity of NGO matrix structures, demonstrating collaboration and accountability to local communities, donors, as well as local and international governance structures.
  • Oversee the operational excellence of a direct services organization, including safeguarding, financial management, monitoring and evaluation, and other quality controls.

KEY RESPONSIBILITIES

  • Project a clear and transformative vision of the future of housing to generate public and donor support.
  • Lead the organization in developing a clear vision, in developing, monitoring and evaluating an ambitious strategy that effectively responds to housing deficits, national housing objectives and the Habitat for Humanity Theory of Change.
  • Lead the organization in developing strategic positions on national housing deficits and interrelated issues (e.g. urban development, climate change) to inform strategy development.
  • Define/strengthen a clearly articulated value proposition to channel the participation of public and institutional donors in supporting housing deficits and proposed solutions.
  • Lead programmatic development, in order to expand its reach, detecting opportunities for positioning, growth, expansion, alliances, new programs, projects and business opportunities
  • Ensure project quality and accountability to various donors (European Union, Asian agencies, multilateral banks).
  • Plan and implement actions that generate financial sustainability, promoting institutional development.
  • Lead and coordinate the governance management of the institution, in coordination with the Board of Directors, to enable strategic management, proposed action plans and monitoring of results.
  • Recruit a leadership team of highly competent and supportive members who can clearly demonstrate a track record of driving organizational strategy through technical expertise and prioritizing the care and growth of their teams.
  • Champion an agile, transparent, respect-based and people-centered organizational culture by modeling this culture together with the national leadership team. Build a cohesive, collaborative, diverse and inclusive leadership culture that models effective decision-making and open and honest dialogue.
  • Oversee the implementation of effective talent management, organizational development and change management systems and processes, promoting critical mindsets and behaviors that support an agile, people-centric culture.
  • Provide institutional representation to the State, various associations, networks of the institution’s thematic line, state and other international organizations. Supervise the implementation and growth of innovative, evidence-based programming, ensuring institutional financing through cooperation projects to support housing solutions, guaranteeing accountability with a MEAL approach and community empowerment.
  • Serve as an opinion leader for advocacy management with national and local governments, NGO leaders and other key organizations in the development sector to influence public policies and leverage strategic partnerships to drive multi-sectoral, national and regional impact.
  • Cultivate and foster multi-sector strategic coalitions to advance housing innovation and scale housing solutions.
  • Uphold good governance and the highest standards of accountability, ethics and operational excellence, through the installation and enforcement of high-quality safeguards, financial management, monitoring and evaluation, and other quality control measures.
  • Leverage prior experience with NGOs and matrix governance structures to strengthen alignment and collaboration between the HPHB Board of Directors and the global Habitat organization.
  • He/she is responsible for recording the minutes and resolutions of each ordinary or extraordinary Board meeting, complying with the resolutions issued when appropriate and/or contributing to the achievement of the provisions of this body. He/she is also responsible for the minutes of the ordinary and extraordinary Assemblies.
  • Responsible for all documentation related to HPHB governance instances.

Technical skills

  • Determine the scope of critical technical expertise to develop and drive a transformative strategy.

  • Build and grow strategic relationships with external partners, including multi-sector and multicultural leaders, local and national governments, and foundations and institutions.

  • Knowledge and strategic relationship with key donors (minimally EU, KOICA, JICA, IDB, World Bank)
  • Familiarity with change management and the infrastructure and staff processes required to successfully navigate change.
  • Familiarity with M&E, financial management, and other infrastructure and quality control processes necessary to maintain effective operations and scheduling.

MINIMUM POSITION REQUIREMENTS

Vocational Training:

  • Bachelor’s degree in Social Sciences, Administration, Engineering or similar areas.

Specialized Training:

  • Master’s or Postgraduate Degree in Management, Project Evaluation, MBA, Strategic Management or other related fields

General Experience:- Time > 8 years:

  • In management positions in social development organizations, preferably non-profit or non-governmental, with a sustainable and enabling approach. Experience in project and program management, monitoring and evaluation, strategic management, planning and in productive ventures for financial sustainability.

Specific Experience: Time > 5 years

  • Experience in strategic and operational planning processes , including the development and execution of projects with international financing agencies. Experience in microfinance and in the relationship and implementation of projects with municipal or national governments will be especially valued.
  • In addition, the manager must have a strategic vision to develop investments aimed at the financial sustainability of the organization, ensuring the generation of resources that contribute to its long-term stability and growth.

Required Knowledge:

  • Experience in managing results-driven local and remote teams with high responsibility, demonstrating the achievement of consistent results.
  • Knowledge of the housing and urban development sector is desirable.

Geographic location: Central Office, La Paz, Bolivia.

Contract: Bolivia location

Environmental conditions: Office environment and hours. Availability to make frequent internal and external trips (20%).
