SOLIDARITES INTERNATIONAL (SI) is an international humanitarian aid association that, for over 40 years, has been providing assistance to populations affected by armed conflicts and natural disasters by meeting their vital needs: drinking, eating, and shelter. Particularly committed to combating diseases linked to unsafe water, the world’s leading cause of death, SI implements through its interventions expertise in the field of access to drinking water, sanitation and the promotion of hygiene, but also in the essential field of food security and livelihoods. Present in 26 countries, SI’s teams – 3,200 people in total, made up of expatriates, national employees, permanent staff at headquarters, a few volunteers, etc. – intervene with professionalism and commitment while respecting cultures.
Solidarités International began its interventions in France in March 2020 to respond to the consequences of the health crisis. Designed as an emergency intervention, the mission was developed to respond to the challenges of access to water and sanitation for “unconnected” populations in situations of great precariousness on French territory, particularly those living in precarious housing sites (shanty towns, squats, etc.).
The mission today is to contribute to reducing waterborne and vector-borne diseases among vulnerable populations living in Mayotte.
General objective:
The program manager supports the Field Coordinator in assessing WASH needs and proposing suitable projects. He/she is responsible for implementing and achieving the objectives defined in the operation proposals.
He/she is responsible for supervising technical service providers and any volunteers assigned to his/her activities.
He/she is the guarantor of the proper execution and quality of the activities implemented, and where appropriate, suggests adjustments or developments to ensure their relevance.
– Monitoring and support for hygiene trainers
– Specialized training on waterborne diseases for associations
– Implementation of the containment program (Targeted interventions around cholera cases/clusters) and prevention (Access to safe water and sanitation, hygiene awareness), distribution of home filters and hygiene kits, implementation of small projects to improve conditions of access to WASH.
Tasks and responsibilities
Relevance, quality and design of projects:
Implement activities to achieve program results in compliance with the annual operational strategy, Solidarités International technical requirements and French standards for drinking water and sanitation / Propose adjustments to programs if necessary / Participation in WASH evaluation missions and technical diagnostics and in writing reports under the supervision of the WASH coordinator and in conjunction with the co-mobilizer / Participate in the technical, final, human and log design of activities to be implemented / Participate in technical support, training and capacity building for volunteers, associations and institutions with the WASH coordinator and the field coordinator of the base.
Implementation and operational monitoring:
Plan EHA activities and activity cycles (human resources, purchases, etc.) based on the objectives set
Organize and manage the distribution of equipment to beneficiaries on the mobilization of the field coordinator and in conjunction with the EHA coordinator, the community mobilizer and the log.
Implement activities to improve access to WASH with the support of beneficiaries, volunteers and even identified service providers
Organize the monitoring and maintenance of EHA installations implemented or rehabilitated
Use EHA project management and monitoring tools, and more specifically the planning and monitoring schedule
Provide support and advice to the basic logistics department for the purchase of equipment specific to EHA activities and participate in preparatory discussions and the selection of suppliers and service providers on the market
Plan and supervise the implementation of the EHA program for which he is responsible, respecting the deadlines and technical specifications defined
Anticipate difficulties in conducting EHA activities and facilitate the resolution of problems related to EHA programs
Propose reorientations of EHA activity according to the evolution of the context
In collaboration with the administrative department, monitor expenditure and forecast budgets in the OFU
Job Description
Capitalization:
Participate in the centralization and dissemination of procedures, guides and tools related to EHA activities
Participate in capitalizing on intervention methods and techniques and on experiences acquired by Solidarités and other stakeholders for EHA activities
Participate in the creation of tools and their improvements
Write handover and tiling reports before the end of the employment contract, and transmit them to those concerned on the mission and to headquarters
Human resources management :
Welcome and brief volunteers and service providers working on their activities. Support the technical services for which he/she is responsible in their activities
Reporting/communication/representation:
Report any information on the security context or any event having a possible consequence on IT activities and team security
Ensure partnership, community and technical monitoring of the epidemic prevalence of waterborne and vector-borne diseases in conjunction with the community mobilizer, and pass on information to the Field Coordinator and EHA Coordinator.
Ensure compliance with deadlines and formats for the delivery of various documents Actively participate in the operational communication network
Maintain good relations with public authorities and associations
Coordinate with technical services (operational level) and, if necessary, support the EHA coordinator in conjunction with technical services (management level)
Ensure, upon request and/or delegation, the representation of Solidarités International with external stakeholders
Participate upon request and/or delegation in meetings or forums concerning the activities of the France program
Participate on request and/or delegation in representation activities
Prepare in collaboration with the EHA coordinator the administrative documents to be signed (MOU, hand over) with government authorities, communities or partners
Participate on request and/or delegation in the media productions of the com department
Inventory management:
Ensure proper maintenance of storage-related documentation
Track stock entries and exits from bases and supply needs
Priorities for the first 2/3 months:
Continue activities in conjunction with the community mobilizer in identified risk areas
Ensure monitoring (or even rehabilitation) of the latest technical installations (wells and community filters)
Monitor 2 rainwater recovery projects: within a small school, and within the accommodation center.
Specific issues and challenges:
Strong xenophobia, strong police presence impacting activities, inertia of public authorities, laborious partnership, lack of skills
Appetite for field work and carrying out programs by oneself
Appetite for working in a multidisciplinary team
Good command of WASH techniques and management of small-scale work
Ability to adapt to local political and logistical issues
Awareness of security difficulties
Security constraints:
Territory subject to security constraints, particularly around travel (traffic hours to be respected, increased vigilance on the roads during and outside working hours, increased vigilance in intervention zones, constant monitoring of the local security context, health issues – water cuts and limited medical availability)
Training:
Technician on water and sanitation themes (e.g. GEMEAU or Bioforce) 3-4 years of experience in the humanitarian sector and in a similar position.
Experience and technical skills:
Technical skills
1. Ability to implement an EHA project (in particular small hydraulic works) with external service providers or oneself, with the capacity to manage small construction sites including masonry
2. Design and implementation of a program to contain waterborne diseases and prevention in precarious EHA neighborhoods
3. Mastery of epidemic aspects (cholera, typhoid, etc.) and ability to provide training
Cross-disciplinary skills
1. Ability to implement an EHA project (in particular small hydraulic works) with external service providers or oneself
2. Teaching skills for the transmission of know-how / Ability to develop and ensure SERA/MEAL processes (desired) / good external relations (residents, service providers, technical services
3. Class B license and ability to drive utility vehicles (Class A or 2-wheel license desired)
