About Bahar:
Bahar Organization is an independent non-profit and non-governmental organization that provides humanitarian aid to vulnerable people without any discrimination in all its forms. BO is operating to respond to the needs and basic requirements of the humanitarian crisis in Syria in the middle of the affected communities caused by the conflict the basic principles of BO’s activities are to enhance the basic living standards of the affected population by delivering humanitarian aid based on the needs.
Purpose of Position:
Under the overall guidance of the Program Manager in HQ, the Protection Program Coordinator is responsible for the development, planning, implementation, monitoring, and evaluation of Protection interventions. He/she will mobilize the material and financial resources required to run the program properly and supervise its management. This position is only open to applicants who possess management, reporting, and leadership skills, as well as a good overview and understanding of the “Support” and “Programs” issues.
The Program Coordinator is responsible for Bahar’s Protection department through supervising the department’s field program coordinator(s) in the Syria office and providing the technical support needed for the organization’s staff in Syria. The Program Coordinator is responsible for all aspects of the organization’s Protection program in Northwest Syria (NWS), including program design and development, ensuring quality implementation, and supervising and monitoring project progress operationally and financially according to the work plans. S/he ensures strict adherence to humanitarian and Protection principles.
The Program Coordinator is responsible for the overall management of operational aspects in support of the program team. S/he will work closely with the Field Program Coordinator to ensure proper planning and implementation of activities per work plans and expenditure pipelines. S/he will possess excellent analytical and writing skills to prepare clear, concise, and informative reports. S/he will ensure that Bahar’s procedures are respected and followed by the field teams and will serve as the team leader and focal person. This position maintains an open line of communication with and reports to the HQ Program Manager. The Program Coordinator is the line manager of the Field Program Coordinators.
Job Duties and Responsibilities:
Communication and representation:
- Represent Bahar in Protection clusters and sub-clusters meetings and workshops.
- Represent Bahar in the meetings and communications with donors, partners, and other stakeholders related to Protection.
- Participate in the coordination meetings with the Turkish government related to Protection projects.
- Maintain good relationships with projects’ donors to ensure sustainable funding and partnership.
- Explore partnership opportunities with new donors and funders in collaboration with programs manager.
Program Management and Development:
- Managing and supervising the protection program coordinators in NW Syria and providing the technical support needed.
- Oversee the overall implementation of the designated projects in accordance with the project proposals / contract, while ensuring objectives are met within the required time frame and budget.
- Develop periodic strategies, SoPs, Technical forms/check lists for the sectors / department in line with Bahar’s strategic priorities. Promote the use of operating procedures, ensuring that all standardized formats are used, and guidelines followed.
- Develop concept notes/proposals in coordination with HR, MEAL, Supply Chain and Finance Dept. as per donor guidelines.
- Ensure consistent coordination between the PRT department and other sectors/operations departments including the liaison team to ensure quality and timely implementation of the projects’ activities.
- Ensure applying and maintaining an integrated approach between the previous sectors/sub-sectors and with the other sectors as well in order to provide comprehensive and cost-efficient assistance to the affected population.
- Contributing to the Protection and GBV mainstreaming in Bahar organization’s programs.
- Support the field program coordinators in developing the projects’ work plans and closely monitor the implementation and progress of the projects according to the pre-set milestones.
- Contribute to projects proposal and budget development and writing.
- Support in developing MEAL tools based on projects’ activities and indicators.
- Developing the projects reports’ templates according to the projects’ activities and donors’ requirements.
- Providing the technical support needed for the organization’s teams in Turkey, and Syria.
- Preparing cash flow plan, financial tracking to the ongoing project and follow up on forecast/financial plan VS actual expenditures.
- Reporting the challenges and achievements to the programs’ manager.
- Travelling to Syria to closely supervise the field teams and monitor the projects’ implementation.
- Developing Human Interest Stories (HIS) to be published by Bahar organization and its donors.
- Networking and approaching donors to maintain and expand the scope of the Protection Program.
- Set periodic project management teams (PMT) meetings with other departments to discuss the progress of the projects and find solutions for any existing and potential barriers and challenges.
- Ensure designated projects are implemented in line with donor proposals and requirements and in accordance with Bahar, donor, country, and international standards.
- Regularly assess and provide feedback and recommendations on the quality of the program and interventions during and after the implementation period.
- Undertake ongoing assessments of protection situations, including developing situation analysis capacity to ensure that priority interventions are identified and determined based on Work plans and the PRT Strategic Plan.
- Modify the implementation plan of the project as required and shared it with focal point & stakeholders (if needed) Including Kick Off meeting, regular follow up meeting).
- Follow up with MEAL Dept. to ensure that regular monitoring and evaluation assessments against project objectives are conducted and complaints are responded to in a timely manner.
- Ensure department field staff have job descriptions and up to date performance management plans to maximize efficiency and effectiveness in job performance.
Reporting:
- Ensure complete, timely & quality reporting of activities to donors.
- Submit periodic reports to donors and revising the reports prepared by the field program coordinators before the final submission to donors.
- Take the lead in building the technical capacity of field coordinators in quality and impact reporting skills.
- Receive / endorse Finance/M&E reports and act according to their recommendations.
Capacity Building:
- Monitor and assess program implementation and decide on required corrective action. Assists in planning and organizing training programs for capacity building and program sustainability, contributing to increasing staff knowledge; proposes training by facilitating training and knowledge exchange.
- Coordinate the overall capacity building plan for program staff in coordination with the relevant field program coordinators including the training needs assessments, training kits development and trainings supervision.
- Provide relevant training to field team (the method is discussed with the Program Manager and HR in HQ.
- Attend related trainings held by donors, other INGs/NGOs partners etc. as nominated by Program Manager in HQ.
- Delivering training to the field teams on Protection such as GBV and CP.
Adherence:
- Reflect the vision and values of Bahar with team members, local staff, beneficiaries, and external contacts.
- Contribute to the creation of a positive image and overall credibility of the organization, notably through the application of the organization’s Code of Conduct, ethics, values, and standpoint regarding internal and external actors.
- Flag any potential risk on Bahar reputation, underspending & overspending to the Program Coordinator.
Academic Qualification/s and Professional Experience:
- Holder of bachelor’s degree in related sector.
- Minimum 5 years’ experience in INGOs/NGOs.
- Extensive experience in the administrative and financial management of overseas programs at the management level.
- English and Arabic language proficiency: very good (writing, reading, and speaking).
- MS Office suit proficiency: very good.
- Demonstrated ability to train and improve the capacity building of other staff.
- Ability to transfer gained skills to other staff.
- Ability to work in a multi-cultural and multi-ethnic environment with respect for diversity.
- Empathy with organizational vision, mission, goals, and objectives; commitment to humanitarian principles and actions.
