3iS is an international non-profit organization that provides information management services to humanitarian and development organizations, enabling partners to make informed decisions that ultimately deliver high-quality, targeted assistance to the world’s most vulnerable populations. 3iS transforms data into information and creates knowledge for decision-makers operating in conflict, disaster, post-disaster and recovery environments, as well as other complex emergencies and development contexts.

Context

The main objective of this project is to strengthen coordination among humanitarian actors through analysis, evaluation, and the provision of synergistic information management services. This initiative will promote information sharing among humanitarian actors to improve decision-making and optimize response capacity.

EVIDEM organizations will share their experiences, knowledge, and lessons learned to achieve this goal. The proposed activities, along with the expertise of each organization in the consortium, not only complement each other but also align with Flagship Initiative 1, establishing a collective coordination structure for information management at the service of humanitarian organizations. This will facilitate a people-centered approach, ensuring that their priorities, needs, and capacities are at the heart of all actions.

Leveraging its expertise in humanitarian coordination mechanisms and capacity building in information management, 3iS seeks to strengthen and empower humanitarian partners, enabling them to leverage and optimize information management tools, technologies, platforms, and best practices to respond more effectively to humanitarian crises.

Job Description

The accountant will be responsible for establishing an effective accounting and tax system in the work unit and maintaining the accounting information system for assigned projects.

This position reports to the Head of Finance based in Colombia.

Main responsibilities

  • Record financial transactions and ensure they are correctly classified in the accounting system.
  • Ensure compliance with local tax regulations and prepare tax returns.
  • Prepare and maintain accurate financial statements.

ACTIVITIES

  • Maintain adequate accounting and tax records.
  • Support external and donor audit processes by providing the requested requirements.
  • Control the daily availability of the bank account for project execution by monitoring the project’s bank accounts.
  • Record the monetization of funds received from abroad by the offices.
  • Manage refund control in accordance with internal policy.
  • Verify invoices received from suppliers, ensuring compliance with legal requirements. Invoices are received by the legal representative.
  • Archive supporting documents in Sharepoint using an already adopted reference methodology
  • Record monthly accounting transactions in World Office software, complying with Colombian legislation and International Financial Reporting Standards (IFRS).
  • Submit preliminary monthly accounting closings within the first 5 business days of each month for review by the Chief Financial Officer.
  • Comply with the project’s income and expense accounting report for headquarters (HǪ) with the preliminary delivery of the closing within the first 5 business days of each month for review by the Head of Finance.
  • Preparation, preparation and signature of the financial statements.
  • Reconcile bank accounts and manage accounting notes with the bank.
  • Ensure the timely payment of advances and settlement of assignments.
  • Plan payments, track transactions, and notify suppliers.
  • Determine withholdings and payments for both monthly consultant and supplier fees, as applicable, via bank transfers.
  • Preparation and filing of the corresponding national and municipal taxes.
  • Preparation and presentation of exogenous (national) media and magnetic (district) media
  • Deliver withholding certificates to staff annually.
  • Manage and support the preparation of monthly reports for reporting to headquarters (HǪ).
  • Update any new information regarding income and withdrawals and generate social security forms.
  • Perform payroll calculations and send payroll slips.
  • Manage continuous improvements in accounting processes, addressing system parameterization

accounting in terms of reports and analytical queries for monthly closings.

  • Any other relevant and pertinent activity for accounting management that is assigned to you by your immediate supervisor.

MINIMUM QUALIFICATIONS:

Experience

To be eligible, applicants must have at least three years of experience as a Certified Public Accountant in Colombia. Experience in the humanitarian sector is desirable.

Technical Skills

Knowledge of fund management and donor accountability.

Experience in preparing and monitoring project budgets.

World Office accounting software management

Advanced Excel for financial information analysis.

Knowledge of Colombian tax regulations and tax management.

Ability to prepare clear and timely financial reports for diverse audiences (donors, management, regulatory bodies).

Knowledge of internal control and financial risk management.

Education

Professional Degree in Public Accounting. Professional Card

Languages

Fluency in Spanish (spoken and written) is required, with intermediate knowledge of English (desirable).
