Geres is present in West Africa through permanent representations in Mali, Burkina Faso and Benin/Togo.

Mali has historically been one of Geres’ main countries of intervention, with a team of around forty employees spread across branches in Bamako, Ségou, and Kita. Two projects are currently underway in Mali:

  • The “Access to Sustainable Energy for All (AEDTT) – Phase II” project, which consists of the deployment of “Electrified Activity Zones – ZAE” as an innovative solution for accessing electricity for the development of the local entrepreneurial network. These ZAE, installed in rural areas not connected to the national electricity grid, autonomous in renewable energies, built using local architectural techniques such as the “Nubian vault”, are incubators for VSEs and SMEs that contribute to employment and economic development.
  • A carbon recovery project focused on clean cooking has been underway for several years in Mali and more broadly in West Africa. Local businesses and women’s groups are supported in the production/sale of improved stoves in urban areas and the independent construction of mud stoves in rural areas. These activities have enabled the establishment of an international carbon finance mechanism for over 10 years, having already generated carbon credits from Gold Standard and the United Nations CDM, a portion of which is distributed to our operational partners in Mali.

As part of the implementation of activities in Mali, Geres is looking for an experienced and motivated person to lead the Financial and Administrative Service of the Mali mission.

LOCALISATION

The Administrative and Financial Manager position is based in Bamako, in the Geres offices. He/She may be required to work in the field in Geres branches in Mali and in project intervention areas.

HIERARCHICAL AND FUNCTIONAL LINKS

Line Manager: The Country Representative, in her absence, the GAO Director

Hierarchical supervision: Administrative and financial team of the Bamako branch

Functional links: the support service teams in Mali, in particular logistics, administrative and financial; the Administrative and Financial Manager of Geres West Africa (RAF GAO); the operational financial manager (RFO) at headquarters.

Mission and Objectives of the position

In compliance with internal procedures and accounting and tax regulations, the Administrative and Financial Manager (RAF) based in Bamako provides support to Geres Mali teams for administrative, accounting, financial, and human resources management activities*.*

He/She reports directly to the Mali Country Representative. He/She works closely with the Country Representative, the administrative and accounting teams in Mali and West Africa, and local partners, the West Africa department, and management control at headquarters.

He/She ensures the monitoring and financial control of all projects, participates in the financial assembly of new projects, provides technical and strategic advice to the Mali Management team on subjects related to his/her position, ensures the quality, reliability and punctuality of financial data and reports, participates in the management of all human resources under local contract.

He/she supervises and ensures the application of all procedures and legal standards. He/she is constantly monitoring accounting and tax news and participates in capitalizing on the know-how related to the various functions of his/her position.

SPECIFIC JOB RESPONSIBILITY

SUPERVISION AND SUPERVISION

  • Provides supervision, control and support to SAF Mali teams for quality and punctual management, in compliance with internal procedures and donor procedures,
  • Sets objectives and conducts the evaluation of staff under his direct supervision in coordination with the Country Representation.

COMPLIANCE, APPLICATION AND DEVELOPMENT OF PROCEDURES

  • Ensures the documentation, communication, understanding and application of administrative and financial procedures, policies and tools within the Mali teams, and their updating and development in conjunction with the RAF GAO and the RFO,
  • In conjunction with the RAF GAO and the RFO, develops and applies the internal audit procedure.

REPORT AND BUDGET SURVEILLANCE

  • Participates with the Mali Management in the budgetary monitoring of all projects and in the achievement of financial objectives: ensures the obtaining of reliable and regular accounting data for the updating of budgetary monitoring and the preparation of donor financial reports, continuously monitors budgetary monitoring, participates in the updating of budgetary projections for each project, alerts Project Managers in the event of a significant deviation,
  • Oversees the financial management of grants, in compliance with donor requirements and contractual obligations, and ensures efficient use of funds,
  • Participates in the preparation and execution of financial audits.

ACCOUNTING AND TREASURY

  • Supervises all accounting operations of Geres Mali in compliance with procedures, policies and tools, in particular expenditure commitment procedures, and carries out level 1 validation of the accounting of all branches,
  • Supervises the monthly accounting closing and transmits all necessary files to the RAF GAO and the RFO each month within the planned deadlines,
  • Oversees cash management so that Geres Mali can honor all of its financial commitments at any time (quarterly calls for funds, monthly cash requests to headquarters, management of bank accounts, management of supplier payments),
  • Supervises in all branches the monitoring of advances granted to Geres employees as well as to suppliers and partners,
  • Supervises bank and cash reconciliations, monthly and by unannounced check,
  • Reports errors and ensures their correction,
  • Ensures that the cash register and the bank are maintained with rigor and professionalism, in accordance with internal procedures (supervises the maintenance of the cash book, maintenance of the advance register, etc.),
  • Ensures the correct allocation of expenses/items to the budget,
  • Ensures payment of suppliers, control of invoices and management of complaints by the Finance Officer and Accountants in Bamako and branches.
  • Supervises the classification and archiving of monthly accounting (supporting documents, service contracts, etc.), and checks the reliability of data and documents,
  • Validates the calculation of salaries, and the declarations and payments of monthly, quarterly and annual tax and social security obligations to Malian organizations,
  • Collaborates in the planning and implementation of the closing of accounts,
  • Carry out legal monitoring of the country’s accounting and tax legislation.

ADMINISTRATION GENERALE

  • Ensures the management and monitoring of contracts, agreements, approvals and all other administrative documents (leases, insurance, telephone and internet, etc.), and keeps track of service contracts,
  • Contributes to the actions necessary to ensure Geres Mali’s compliance with Malian law within its area of ​​responsibility, and manages relations with administrative authorities, in particular social and tax bodies,
  • Participates in the administrative and accounting support and training of program implementation partners,
  • Supervises or carries out administrative and accounting reprographic work.

HR management

  • Ensures compliance with legal requirements in terms of human resources management, labor code, social security contributions, etc. and advises Management,
  • Provides support for the recruitment of local employees (dissemination of offers, processing of responses, application of the salary scale, drafting of the employment contract, etc.)
  • Participates in the management and updating of all personnel files on local contracts,
  • Participates in HR management and in particular in the implementation of training actions,
  • Participates in the control and monitoring of working time, the Personnel Register, requests for absence and leave, warnings and disciplinary sanctions, contract changes, departures, etc.

RESEARCH PROFILE

TRAINING/EXPERIENCE:

Bac +4/5 in accounting, management, finance

Proven professional experience of at least 5 years in a similar position: MANDATORY condition

Desired experience working in an NGO in a similar position or in an accounting firm

Attraction to international solidarity, energy transition and Geres values

CONDITIONS

Position based in Bamako with occasional travel within the country

Desired start: November 2025

Type of contract: 12-month fixed-term contract, renewable (negotiable depending on profile)

Working hours: full time with paid leave according to employment contract

Remuneration according to profile and experience including security bonus, Mali social security, Mali health supplement, retirement savings supplement

Expatriate benefits and beneficiaries (if profile selected): 1 plane ticket per year between Mali and country of origin, Baggage allowance, Installation allowance, Living allowance, Repatriation insurance to country of origin, Contribution to children’s school fees.
