Location and Position: Based in Luanda, the position reports directly to the Cross-Functions Coordinator (CFT) of the Project Support Unit (USP) and liaises with the financial and administrative departments at headquarters in Paris. The USP is made up of the purchasing, logistics, finance and human resources departments required for project implementation.
In collaboration with the CFT, he/she will work within the Luanda office with the aim of decentralizing services in the field. His/her main responsibilities are:
- The administrative and financial manager ensures the management of the administrative and financial division of the USP, and is in functional contact with the financial affairs department at headquarters.
- The administrative and financial manager is responsible for setting up an efficient administrative and financial service for the projects.
- She/he is responsible for the application and monitoring of administrative and financial management procedures at country level, as well as the effective deployment of tools (Sage X3) and new internal management tools.
- She/he must master all financial rules and best practices, from cash management to the issuance of financial reports.
- She/he supervises the administrative and financial team (cashier, accountant, financial manager, HR, etc.)
- She/he is responsible for cash management (money transfers, payments to donors, etc.) at the office level.
- She/he is responsible for preparing internal and external financial reports and related audits.
- She/he is responsible for monitoring the USP budget.
- She/he oversees the administrative management of the office (procedures, archiving, invoices, national administrative obligations, etc.)
Detailed missions :
In constant contact with the project teams, the main missions of the Administrative and Financial Manager are as follows:
- Financial and budgetary management:
– Ensure the availability of contractual and financial information;
– Prepare and monitor financial monitoring, according to the formats established at Expertise France;
– Control monthly financial monitoring (allocation of expenses, consumption, forecasts, etc.);
– Ensure the preparation of internal reports on a monthly basis for project managers; –
Ensure the preparation of external reports (donors);
– Prepare and support any audit or control;
– Assist in monthly and annual budget exercises for projects (initial budget, revised budget and landing forecasts);
– Monitor analytical allocations of cost centers and staff for the various projects;
– Propose and implement the necessary controls to ensure the reliability of financial data;
– Support projects in the preparation of their expenditure forecasts;
– Assist the CFT and operational staff in the preparation of budgets for new projects or budget amendments as well as for internal profitability analyses;
– Ensure financial and accounting monitoring of subsidies;
– Supervise salary management. - Accounting Management:
– Ensure the implementation of payment procedures and good accounting recording practices;
– Control bank and cash journals, including the implementation of unannounced controls;
– Prepare and send the monthly accounting file to the Treasury department at Expertise France headquarters;
– Check accounting documents before sending them to headquarters;
– Verification of the consistency of accounting data (description, accounting codes, analytical codes, exchange rates, etc.: ERP and Excel files);
– Supervise the control of accounting documents;
– Ensure compliance with the accounting document archiving policy;
– Prepare monthly, quarterly and annual accounting closing documents;
– Carry out half-yearly accounting closings with the administrative team and under the supervision of the CFT (expenses incurred and analytical and accounting allocations, donations in kind, immobilization of equipment, etc.). - Bank account management:
– Supervise the preparation of cash flow forecasts for each project;
– After validation by the CFT, send them to headquarters and monitor the receipt of funds with the accountant-treasurer. - Administrative Management:
– Supervise and control the implementation of administrative, financial and HR rules and procedures;
– Propose and participate in the development or improvement of administrative procedures;
– Supervise and control compliance with the administrative calendar;
– Supervise physical and digital archiving; –
Monitor office contracts (rental, framework agreements, etc.) in collaboration with the purchasing department and the relevant headquarters departments;
– Provide support to logistics and purchasing teams (procedures, evaluation, negotiation, etc.);
– Monitor the evolution of national accounting and financial laws and policies;
– Coordinate tax declarations and payments;
– Assist the CFT in the preparation and development of projects. - Team management and management:
– Prepare and monitor schedules for administrative and financial teams;
– Evaluate the performance of staff under his/her direct supervision;
– Supervise the proper implementation of his/her team’s schedules;
– Train administration-finance teams in procedures;
– Organize training workshops on topics based on identified needs;
– Participate in the briefing of new arrivals.
Project description or context
Expertise France is the public agency for the design and implementation of international technical cooperation projects, a member of the AFD group. The Agency operates around four priority areas:
- Democratic, economic and financial governance;
- Peace, stability and security;
- Climate, agriculture and sustainable development;
- Health and human development. In these areas, Expertise France provides engineering and implementation services for capacity-building projects, mobilizing technical expertise, and acting as a project coordinator involving public expertise and private know-how.
With a turnover of 450 million euros in 2024 and more than 350 projects underway in 140 countries of intervention, Expertise France is the benchmark public agency for French international technical cooperation.
French expertise in Angola
Present in Angola since 2017 through the implementation of vocational education modernization projects, Expertise France has been able to establish trusting cooperation with Angolan partners as well as with donors active in the country.
This cooperation has notably resulted in a strengthened dialogue with the European partner, having enabled the development of four projects covering respectively the themes of the blue economy, the circular economy, public finance management and justice.
By the end of 2025, the Angolan portfolio is expected to grow by 150%, with a business volume increasing from €17.75 million to €44 million. This volume could be supplemented by three additional projects currently in development with the Delegation of the European Union (DUE), for a cumulative amount of €38 million. Thus, the Angolan portfolio could reach a total of €77 million in 2026, with the implementation of eight projects.
Faced with this significant growth, which will be accompanied by a significant increase in staff – between 30 and 40 people present in Angola – the Agency has taken the strategic decision to structure a country management as well as a project support unit in Luanda, starting in September 2025.
Desired profile
- At least 5 years of experience in accounting, administrative and financial management of humanitarian or development projects;
- Experience in team management;
- Experience in landlord contract management and financial reporting is an asset;
- Higher education in accounting, banking and finance, administrative and financial management;
- Proven knowledge of ERP and SAGE accounting software;
- Ability to work in a demanding and multicultural context;
- Strong capacity for autonomy, independence of mind and impartiality;
- Strong capacity for work, rigor and organization;
- Perfect mastery of office tools, particularly Excel;
- Interpersonal skills, ability to find solutions and work in a team;
- Excellent analytical and report writing skills;
- Fluency in spoken and written Portuguese is strongly recommended;
- Very good command of French (written and oral).
