MdM in Lebanon
MdM has been working in Lebanon for nearly 30 years and specifically on the response to the Syrian crisis since 2012. The goal of MdM in Lebanon is to offer care to Syrian refugees and vulnerable Lebanese affected by this crisis. Currently, medical assistance is provided through one partner in one Primary Health Care Center in north Bekaa. MdM’s MHPSS intervention in Lebanon aims to strengthen the national mental health system and increase access to quality mental healthcare. MdM is working in the integration of mental health in the primary healthcare system and contributing to the development of a community-based mental healthcare services, opening and running community mental health centers (CMHC), in coordination with partners for the substance use, gender and inclusion components.
Since September 23, 2024, and the intensification of the conflict between Israel and Hezbollah, Lebanon has entered a humanitarian crisis, with almost a million internally displaced persons (IDPs). MdM is stepping up its emergency response in areas where it is already active and is planning assessments in other parts of the country.
MdM’s activities are currently based in Beirut, Bekaa Valley and Tripoli.
About the role
You are in charge of all the human resources and finance aspects of Lebanon mission.
What you’ll do
- Supervise the implementation of the mission’s human resources set-up
- Define, adapt, plan, and supervise the implementation of the mission’s human resources frameworks, procedures and policies while respecting the local context, local legislation and MdM policies and values
- Plan, centralise, coordinate and supervise the financial management and administration of the mission (accounting, budget construction and follow-up, internal and external reporting, donor compliance, audits, administrative legal obligations, etc.) in line with MdM policies, procedures, and templates
- Recruit, train and manage an administrative department team
- Provide technical support to operational staff on the HR and financial management of the mission
Who you’ll work with
You work under the supervision of the general coordinator of the mission and in collaboration with the HR and the finance advisors based at HQ. You manage directly the finance manager and the HR advisor and you technicaly supervise the finance and HR supervisor based in Bekaa.
Requirements
You are the right match if you:
- Have minimum 4 years’ experience (including at least 2 years’ experience in the international NGO field as administrator)
- Have experience in a conflict setting or challenging environment
- Have experience in negotiation and relationships with authorities in a complex and volatile legal environment
- Have excellent Microsoft Office skills (especially Excel)
- Have knowledge of accountancy software
- Are able to manage an HR database
- Speak English fluently (oral and written) – knowledge of French or Arabic is an asset
