POSITION SUMMARY:
The Advisor will serve as the primary technical lead for the Department of State Bureau of Global Health Security and Diplomacy (GHSD)-funded GHS activities in Africa and will provide technical oversight and quality assurance across other GHS-related programming. The role is aligned to Project HOPE’s integrated health systems approach across its current and emerging portfolio including GHS/HIV integration models and multi-donor health security programming spanning U.S. government, multilateral, and private sector funders. The Advisor will work closely with country teams, regional teams, the program development unit and other organizational units including emergency response to ensure technical excellence, portfolio growth, and thought leadership in health security.
PRINCIPAL RESPONSIBILITIES:
Technical Strategy and Thought Leadership
Serve as key technical resource on GHS, providing technical direction aligned to IHR 2005, JEE benchmarks, NAPHS frameworks, Global Health Security Agenda (GHSA), and 7-1-7 metrics
Strengthen and continuously evolve Project HOPE’s GHS technical approach, including integrated GHS/HIV/MNCH models, ensuring alignment with emerging donor priorities, GHS frameworks, and country-specific programming contexts
Represent Project HOPE in relevant technical working groups, interagency forums. And donor consultations including the U.S Department of State GHSD, CDC, and multilateral partners
Provide technical leadership on emerging health threats, including zoonotic disease, antimicrobial resistance, viral hemorrhagic fevers, and pandemic preparedness, with a One Health lens
Develop and disseminate technical products including briefs, white papers, conference presentations and peer-reviewed publications to advance Project HOPE’s thought leadership in GHS.
Program Technical Oversight and Quality Assurance
Serve as HQ technical lead for the DoS/GHSD funded GHS activities in Africa and across the globe, providing strategic guidance, quality assurance, and technical backstop to country teams
Provide technical oversight across Project HOPE’s GHS portfolio ensuring programmatic alignment with JEE/NAPHS priorities, donor requirements and national health security strategies
Lead design and review of GHS approaches for new and ongoing programs, including surveillance systems (IDSR, PHEM, CBS/EBS), laboratory strengthening, emergency operations, and One Health platforms
Provide technical guidance on integrated program models ensuring coherence across existing GHS awards and similar mechanisms
Conduct field visits to provide technical mentorship, supportive supervision, and program review, with focus on GHS priority countries
Collaborate with MEL Advisors to develop GHS indicators, milestone frameworks and performance monitoring systems aligned to 7-1-7 and GHSA metrics
Program Development and Portfolio Growth
Lead or co-lead technical sections in proposals, concept notes, and Statements of interest for GHS-relevant funders
Support the Program Development Unit (PDU) in identifying and pursuing GHS funding opportunities aligned to Project HOPE’s strategy
Develop and maintain relationships with key GHS partners, including government counterparts, academic institutions, multilateral agencies, and peer implementing organizations
Team and Organizational development
Provide technical mentorship and capacity building to country-based teams and local partners
Contribute to TU-wide knowledge management, including lessons learned documentation, technical guidance notes and cross portfolio learning
Support the Chief Health Officer in TU strategic planning and technical portfolio review processes
Other duties assigned
MINIMUM QUALIFICATIONS:
Advanced degree (MD, Ph.D. Dr.PH, or Master’s degree with equivalent experience) in public health, epidemiology, infectious disease, or a related field
Minimum 7 years of progressive experience in global health security, disease surveillance, outbreak response, laboratory systems strengthening, or related field with at least 3 years in a senior technical advisory role
Demonstrated experience designing and implementing GHS programs aligned to IHR, JEE, NAPHS and/or GHSA frameworks
Experience with the U.S. Department of State/GHSD, CDC GHS programming strongly preferred
Technical expertise in at least 3 of the following – epidemiology and disease surveillance, laboratory systems, One Health, emergency operations and rapid response, AMR surveillance, biosafety and biosecurity, or health workforce development
Prior global health epidemiology fellowship experience (CDC EIS, FETP or equivalent) highly desirable
Experience working with international organizations, government agencies, and/or non-governmental organizations in global health security.
Excellent analytical, written, and verbal communication skills in English, additional language skills an advantage
Ability and willingness to travel internationally up to 30% of time, including hardship-classified locations
